Fort Collins Safe Routes to School Service Agreement

Non -Infrastructure Grant
I. The (like Co-op will conduct pedestrian and bicycle education classes as part of the
Fort Collins Safe Routes to School program as specified in the original proposal to
COOT.
A. The Bike Co-op will conduct classes at the following schools: O'Dea
Elementary, Kinard Middle School, Lab School/Polaris Expeditionary
Learning School, and Preston Middle School.
B. The SRTS coordinator will provide the Co-op with a contact (principal or
designated school representative) at each school where the Co-op does not yet
have a contact. The Bike Co-op is responsible for scheduling classes directly with
each school contact. The City must be copied on all communications (including
email) with each school.
C. The Bike Co-op is responsible for registering all instructors and/or volunteers
with the Poudre School District Partnership Center prior to teaching any
classes in compliance with PSD regulations. The Bike Co-op will provide the City
a list of registered individuals at least one week in advance of any scheduled
classes.
D. The Bike Co-op will utilize the pedestrian and bicycle education training
materials developed by the Bicycle and Pedestrian Education Coalition. The
program, at a minimum, will include:
a. Practical pedestrian practice _
b. Proper bicycle helmet fitting
c. Bicycle and pedestrians laws, rights, and responsibilities
d. A-B-C Quick Check for bicycles
e. On -bike safety course (bike rodcu)
l3. The Bike Co-op is responsible for providing all classroom and bike safety course
materials, except bicycles. Classroom and bike safety course materials include
presentation boards, bicycle helmets and hazard cones.
a. Children's bicycles will be provided free of charge from the City of Fort
Collins SRTS bike fleet. The Bike Co-op is responsible for coordinating
with the SRTS coordinator to secure the children's bicycles for trainings.
2. The Bike Co-op will conduct a Train the Trainers (FI-1) program as part of the Fort
Collins Safe Routes to School program.

A. The City, cooperating with the Bike Co-op, will conduct outreach to identify
participating schools and individuals at elementary and middle schools in Poudre
School District within the municipal boundaries of the City of port Collins. The
outreach will also include local businesses and civic groups that may be interested
in providing volunteers for the SRTS effort.
B. The Bike Co-op will conduct the TTT program as follows.
a. Individuals eligible for the program include teachers, school staff and
administration, family members of students, and other community
members interested in assisting with SKfS programming in the schools.
This will help work toward the City's long-term objective of identifying
and training at least one bicycle educator at each school, someone who
will serve as a champion on the school staff for SRTS.
b. All non-Poudre School District employees must be registered with the
Poudre School District Partnership Center prior to the beginning of any
class held at a PSD school. Proof of registration must be submitted to the
City.
c. The Bike Co-op will target 50 to 100 individuals for this training in
2012, and their names and contact information will be shared with the City
for future participation in SRTS activities. The Bike Co-op will invoice
$40 for each student completing Youth Skills 123 training.
d. The Bike Co-op will also mentor up to 8 PE teachers to make them self-
sufficient with delivering SRTS programming in the future.
e. 'rhe Co-op will provide eight $200 scholarships to students selected
from the community at large to take the League Cycling Instructor
training. These students will commit to assisting with ongoing SRTS
programming in local schools.
C. 'rhe Bike Co-op will create a presentation specifically for PTO groups at PSI)
schools and will deliver the presentation to interested PTOs and targeted civic
groups.
a. The presentation will highlight schools that are leading the SRTS effort in
Fort Collins, including Laurel Elementary, Leshcr Middle School and
others.
b. Presentations will be scheduled in cooperation with the City's SRTS
coordinator, who will be available to attend the presentations and provide
information about the City's SRTS program.
c. A target of 10 or more PTO groups will receive the presentation.
D. The Bike Co-op will continue refining its "'Crain the Trainers" curriculum, which
was created as part of a previous CDOT grant. The curriculum will be based on
LAB safe -cycling program, Safe Kids Larimer County's Strap and Snap program,
and other relevant materials from national and state bike-ped advocacy groups
and the pedestrian and bicycle education training materials developed by the
Bicycle and Pedestrian Education Coalition. This curriculum will complement the
soon -to -be -available CDOT curriculum.
a. The Bike Co-op will present the curriculum to the BPEC group at one
of its regularly scheduled meetings.
b. The Bike Co-op will produce a curriculum workbook consistent with,
but not limited to, CDOT's SWI'S curriculum, with suggested lessons and
activities for each grade level. This booklet will be used by future SKTS
educators in PSI) schools.
3. The City is responsible for developing and distributing a post -program evaluation
after completing pedestrian and bicycle education classes and TTT program at a
school. The evaluation will be given to school staff responsible for coordinating the
classes with the Bike Co-op. The evaluation forms will be directly returned to the
City by school staff Evaluation results will be shared with the Bike Co-op and BPHC.
4. The City of Fort Collins will compensate the Bike Co-op in an amount not to exceed
$28,800 for work performed during the 2011-12 school year (516,800 for bicycle
and pedestrian education classes, $12,000 for the Train the Traiuers program),
or no later than June 30, 2013, as necessary to complete the scope of work.
Payments to the Bike Co-op will be made after the work outlined in the scope of work
is performed and each invoice is approved by the City.
A. The Bike Co-op must submit a monthly invoice to die City detailing the work
performed. The invoice shall meet the following criteria:
a. Fulfills Colorado Department of Transportation invoicing requirements for
the federal Safe Routes to School program.
b. The work performed is consistent with the grant scope of work and City of
Fort Collins service agreement.
