The primary factors for the recommendation include the balance of solution cost with the REDFLEXspeed system output and the advantage of solution configuration flexibility. The HDX1100 is designed based off of Redflex requirements and manufactured by Lumenera. It has been used throughout the range of enforcement solutions including but not limited to fixed speed, red light enforcement and mobile speed enforcement. The HDX1100 is classed as a high resolution camera that can operate as a sole camera monitoring multiple lanes. It can be set so that the contextual image is available but also it has sufficient resolution capabilities that zooming of the image will show the characters of a plate across multiple lanes as easily readable. Some of the features the Redflex SmartCam HDX-1100 camera includes: o All weather 24/7 continuous operation o Up to 24.5 total pixels (image sensor) 5-7 frames per second Shutter speed to 1/8000 sec. SLR lens mount 28-75 mm zoom lines Commercial grade (SLR body style) Rugged magnesium alloy body Comprehensive protections against moisture, dust and EM interference Shutter unit tested to exceed 300,000 cycles Operating environment 0-400C Camera configuration will depend on the deployment/approach conditions, site requirement and other variables that will determine the best solution for the City of Fort Collins. The following provides the AGD340 specifications: • CW (Constant Wave) Doppler Radar • 24GHz fixed frequency • 4.50 horizontal beam width • 150 vertical beam width • 220 measurement angle (Cosine error accounted for) • 13-186 MPH detection range • +/- 1.5% speed accuracy Fort Collins, Colorado Traffic Camera System Request for Proposal # 7283 The REDFLEXspeed Radar has been designed specifically to measure the speed of passing vehicles for enforcement purposes. The detector is Continuous Wave Doppler radar which operates in the K-band (24GHz). It is able to discriminate between approaching and receding traffic. The Redflex Speed Radar is a state of the art speed measuring radar specifically designed for speed • enforcement applications. A number of special features have been designed into the radar which makes it suitable for many national requirements. The radar's antenna has been profiled for optimum performance when mounted in a roadside configuration. The latest planar antenna and transceiver technology are used to give excellent signal to noise performance backed by a high speed 32 bit DSP processing platform to yield market leading speed measurement performance. • The radar tracks and measures the speed of all passing targets and performs a precise measurement by way of Fast Fourier Transform processing which is then sent to the host system. The radar has a high speed serial communications connection to the host equipment via which speeds of passing targets are passed. The detector also has built-in self -check features to ensure correct operation. The Radio Detection and Ranging also known as the RADAR uses electromagnetic waves to detect the range, direction and speed of a passing vehicle. The radar transmits radio waves at a specific frequency. When a vehicle is approaching the radar, the signal is compressed as the vehicle approaches. This increases the frequency of the reflected signal. When a vehicle is receding from the radar, the signal is expanded as the vehicle recedes. This decreases the frequency of the reflected signal. Confidential -a= • • Receding Approaching RADAR RADAR For an accurate speed measurement to take place, the radar must be pointed directly at the target vehicle at a 00 angle. Since this is not possible with roadside radar, the cosine effect applies. The percentage of accuracy of the speed measurement is inversely proportional to the angle of the radar relative to the target vehicle. The radar detection system transmits an ultra -narrow radar beam at a frequency of 24.1GHz (K-band). This beam is 5 degrees high, 5 degrees wide and is slanted at a 22-degree angle across the roadway as shown in the image below. The point that the vehicle crosses the beam is called beam entry. The system determines the vehicle's speed at this time. The vehicle then crosses a secondary detection point in the center of the beam called "Speed Ready". At this point, the two readings are compared if the vehicle is traveling the same speed at both points, and then the applicable picture is taken. The location of the image captured is determined based on the beam exit time. WORLD: Antenna Mounting(s) Fort Collins, Colorado Traffic Camera System Request for Proposal # 7283 • Antenna(s) mounted on the roof of the vehicle allow for maximum flexibility in selecting deployment locations (i.e., parked behind a Jersey Barrier for single direction or a bi- directional median deployment) • Antenna(s) lock down into place for safety in transit • Antenna(s) lock into place to ensure 22° angle of deployment • Additional internal and external antenna mounting options available based on customer preference and requirements Calibration and Testing Each AGD340 RADAR is recertified annually by factory authorized certification center (calibration certificate • kept on file). The Tuning fork used to check RADAR calibration before and after every deployment and to ensure that it is compliant is recertified annually by factory authorized certification center (calibration certificate kept on file). • Deployment and Operation During the deployment of the photo radar unit, measurements are taken to ensure that the unit is parallel to the roadway. Software and image settings adjusted and verified according to deployment location. At this point a test incident (next vehicle) is taken to verify image alignment and proper system operation. Finally a tuning fork test is performed and deployment is started. The following illustrations describe step by step the deployment and operation process for capturing approaching vehicle speeds and receding license plate images and video. Tuning Fork Test At the beginning of each deployment, the system requires a tuning fork test to be successfully completed. The tuning fork is struck on the strike bar and held up to the radar. The test must pass for the deployment to begin. Confidential • Offence comple Offence data, ii video assemble incident file. • Ready for next • Flash Unit The Flash Unit is typically mounted on the Mobile Speed Van Unit. The flash provides visible white -light to ensure full -color imaging of critical license plate images in all ambient light and variable weather conditions. The flash system kit is a Redflex proprietary design/12VDC 400 W/s unit (PRX4 Strobe, rev 5). • The Flash Unit is automatically synchronized at all times with the digital still camera's imaging shutter release. The very short flash duration (-1/26001h of a second) and ultra fast recycle time (-250 milliseconds) means that the flash does not become a public nuisance and/or impact driver safety. The synchronized flash unit effectively provides simultaneous illumination across multiple lanes of traffic. Redflex's comprehensive maintenance program is operated through our Network Operating Center (NOC). The NOC creates a highly efficient operations center that will provide world class service to our customers and greatly improve the operation of our systems and services by integrating the right resources together to create faster response times, higher quality solutions and increased system up times and overall performance. • Network Operating Center The mission of the Network Operating Center (NOC) is to increase efficiencies and streamline already established processes and procedures. This team is the combination of best in class field maintenance and customer service teams to create a central location for all issues to be addressed. It is designed in a tiered support structure to allow work to be triaged with the most difficult issues being elevated and the problems resolved at the lowest level possible. System Checklist The System Checklist is developed by Redflex in conjunction with the requirements as specified by our partner and completed by the unit operator prior to each deployment. By completing the document, the Operator confirms that all site information was recorded and equipment set-up was completed in accordance with program policy. Part of their daily routine includes reviewing images from the assigned unit. The deployment operator will view an incident from their respective speed unit each time it is deployed at a different location. This allows them to confirm the enforcement systems to be working properly; flashes to be firing, data blocks to be correct, precise camera alignment and phasing sequence are working properly. With either process, as an issue is recognized a Work Order is generated through the Redflex Network Operation Center. Once the discrepancies are logged, the deployment operator develops a work order to be assigned to the Technician responsible for handling system issues. The work order provides a means for tracking open and resolved issues as well as providing a means to track on -going system issues to identify opportunities for system enhancements. If the problem cannot be resolved via the remote capabilities previously described the Technician will then • be dispatched to repair the problem on -site (if necessary). Preventive Maintenance Redflex is proposing a monthly preventative maintenance of the REDFLEXspeed system that includes checking the following components: • Ensure current/date/time settings for system CCU(s) are accurate • Clear temporary internet files and cookies on system CCU • Perform disk de -fragmentation on system CCU(s) as required • Check software configurations on system CCU(s) to ensure all settings are accurate • Check communications with Radar by pressing the Test Radar button to reboot/ping radar • Perform operational check using REDFLEXspeed software to test ALL cameras, flashes, and radars Preventative maintenance tasks will be documented in the mobile unit maintenance log for every inspection being performed. This document is stored in the mobile speed unit to allow Redflex technicians to keep track of prior maintenance issues. Entries will include: • Date and time inspection performed. • Technician performing inspection. • Results of the inspection. • • Reason for inspection. Traffic Camera System Request for Proposal # 7283 • Monthly Maintenance Inspection The Monthly Maintenance Inspection is documented on the REDFLEXspeed Unit Monthly Maintenance Checklist. The form is separated into two sections, page 1 (Local) and page 2 (Remote). To reduce the time that the mobile unit is out of service, Local section can be completed by a mobile unit operator at the physical location of the mobile unit while the Remote section can be completed by a Redflex technician from a remote location. The form is intended to be completed and saved electronically. Alternatively, the document can be printed and manually completed if desired. Local Inspection In addition to standard vehicle information and identifiers, a local inspection will include but is not limited to: • Enter AGD Radar 1 Serial# and Radar 1 Expiration. • Check roof rack for any loose connections or damaged cabling. Ensure that all radar, flash, and optional video camera wiring is connected securely and that there is no damage to cabling. • Inspect front and rear (where applicable) camera mounts. Ensure that mounts are tight and cameras are properly attached. • Ensure all camera wiring is in good condition and that all cables are properly fastened. • Inspect tablet PC mount to ensure it is fastened properly. • Check tablet stylus pen for damage and replace tip if necessary. • Inspect tablet PC cabling to ensure it is free from damage and that it is connected securely. • Ensure that SCB is properly fastened to mounting plate. Verify that all four mounting points are tight. • Inspect hybrid battery air filter (if applicable). Ensure that air filter is not excessively dirty and that it will not prevent air flow. Remote Inspection Using the recommended maintenance approach and the recommended data transmission process as proposed by Redflex, the REDFLEXspeed system can be inspected remotely by performing the following: • Verify GPS functionality by checking for correct location on GPS Insight website. • Verify Radmin access by establishing connection to mobile unit PCs remotely. • Where applicable, verify remote video access by connecting to DVR remotely using MultiClient software to stream live video feed. • Where applicable, ensure that the In -Cabin video camera is properly aimed and focused. • Ensure current date/time settings for the Tablet PC, System 1 CCU, System 2 CCU (where applicable for bi-directional enforcement configuration), and DVR (where applicable) are accurate. • Check software configuration to ensure all settings are accurate. Ensure the correct software version, mobile unit ID, and mobile unit specific information are correct per contract specific requirements. • Clear temporary internet files and cookies on Tablet PC and System CCUs. • • Perform disk defragmentation on System CCUs. • Perform disk defragmentation on Tablet PC. © 2011 Redflex Traffic Systems, Inc., All Rights Reserved. 17 VREDFLEX Fort Collins, Colorado N'' TRAFFIC SYST Ms .' For example, one approach northbound, covering 3 thru lanes and two turn lanes; and one approach southbound, covering the same amount of lanes). A red light camera system shall include all labor and materials for installation and connection with the City's traffic signals. (NOTE: Digital technology needs to be the standard). Redflex will continue to provide and connect to the City's traffic signals two (2) red light camera systems at two (2) approaches that cover five (5) lanes each, including turn lanes. The Redflex system utilizes state-of-the-art high resolution industrial cameras as stated above. Our strategic partnership with various camera manufacturers enables Redflex to develop proprietary technology that is best suited for red light camera applications specific to Fort Collin's needs. As a result, the Redflex solution provides an ultra sharp image while having the capability to capture violations across multiple lanes of traffic, including a combination of left-hand, straight through and right-hand turning motions. Our system has been implemented at intersections that have challenging geometries, without encountering image degradation. Only Redflex utilizes "Image Sharing" technology that has the ability to capture multiple simultaneous violators. Imagine Shoring does not require that the camera to capture multiple images of a violation prior to being able to capture subsequent or simultaneous and concurrent violation events which will result in a higher issuance rate and a dramatically higher driver compliance rate that any other system on the market today. The Redflex system has the capability to capture up to 12 violators per second. Such an approach will assure the capture of simultaneous violations such as: 1) Side by side. • 2) Concurrent, one after the other. 3) Simultaneous movements that may include left turn violations, right turn violations and straight through violations. 4) Large Industrial Vehicle Capture Our proposed technology will not only assure an increase of 10-15% more violation captures than competing systems, but will also greatly assist in accelerated modification of poor driving behavior and an increased citation issuance rate. The Redflex system has the capability to secure clear images of the front and the rear of vehicles that will identify the driver and capture the license plate number traveling through a signalized intersection during the red signal phase. During this 3rd and final stage, the incident is reviewed by a Quality Assurance Supervisor. This final review and confirmation ensures that the appropriate processes where strictly adhered to. Feedback loops are in place to ensure continuous training for all QA Specialists. All violations that are rejected at any phase of the 3-step QA process are reviewed daily by a QA analyst. The QA analyst is responsible for correcting any mistakes that are identified and then providing feedback to the operator and to the shift supervisors, thus adding an additional, continuous improvement phase to our processing. Police Department Citation Approval Process Redflex will accurately capture and store images, establish chain of custody for images and process and issue citations for red light violations in accordance with City policy. To effectively meet this specification, Redflex will work closely with Police to develop, establish and document business rules between the City and Redflex Traffic Systems, which will be used as standard guidelines utilized by officers viewing and issuing red light camera citations. This will help maintain consistency and effectiveness of the program. Following the reception of the relevant violation information, citations will be issued in two days. The Redflex Solution has an integrated web -based on-line application called WebOps. WebOps is designed for the Police Department to remotely review violations and either accept or reject a violation. This application is completely web -enabled and can be accessed by assigned users through any computer that has Internet access. The application is available for assigned Law Enforcement personnel and is completely secure using robust user management and Internet security protocols. The application was developed in conjunction with various law enforcement agencies to ensure ease -of -use and intuitive navigation. Once an officer is logged -in to the application, he/she will be able to see all violations waiting for review. Each citation notice includes all required information and authorized Police personnel have the option to review each notice and indicate violation acceptance or rejection. Methods and Approach Fort Collins, Colorado Traffic Camera System Request for Proposal # 7283 With over 15 years of successful experience supporting the City of Fort Collins, Redflex is intimately familiar with what it takes to implement a full turnkey all-inclusive traffic camera system public safety program compliant to City ordinance and state statue. Having worked closely with each city department, staff and the Fort Collins Municipal Court the City can be assured Redlfex has an understanding, qualifications and experience to continue to implement Fort Collins Traffic Camera System program. We will continue to use our tried and tested comprehensive project and program management structures and communication and stakeholder management plan to ensure critical cross agency "buy -in" and support. Technical Specifications • Equipment 1. Two (2) speed camera units (NOTE: Digital technology needs to be the standard). A unit is to include a new sports utility vehicle and all camera/radar/laser/video equipment needed to photograph front and rear views of speed law violators. The vendor shall be responsible for all repairs to the vehicle and other equipment furnished by the vendor, except that which the City shall provide: gasoline, oil changes, and regular maintenance. (NOTE: Sports utility vehicles are to be replaced with a new vehicle every two years). Redflex will continue to provide the City with two (2) new sports utility speed camera units and all camera/radar/laser/video equipment necessary to photograph the front and rear view of speed law violators. Our in-house processing and printing is designed to maintain the integrity of the program and to provide a secure chain of custody. Once the authorizing personnel completes the process and chooses to "accept" the violation, the Redflex System automatically queues the information and violation images for citation notice generation, printing and mailing to the registered owner of the vehicle that committed the violation. Each citation notice will enclose a digital signature of the individual that authorized the citation, which is physically printed on each citation. This instruction sheet will include all pertinent information regarding Court procedures, payment processing, photo viewing, scheduling, background information regarding the program and the technology and additional information as specified by the City. Rental Vehicles The ability to nominate a driver provides an effective means for issuing Notice of Citations to a rental car agency. Specifically, when a Notice of Citation is mailed to the rental car agency, the vehicle can be traced to the driver who was assigned and who had rented the vehicle during the violation date/time. Once the rental car agency sends the affidavit of non -liability on a timely basis, nominating the actual driver, the first Notice of Citation is dismissed and a new Notice of Citation with the same sequencing with an additional character is promptly issued. Redflex works closely with rental car agencies and in many situations, rental agreements now outline that the renting party will be automatically charged should this type of infraction come to pass. 2. One (1) image with related documentation for each citation issued. Passengers in the imaged vehicle shall be obscured; only the driver shall be recognizable. The State of Colorado and Fort Collins Municipal Court mandate that the driver shall be identified in order to be prosecuted; responsibility for this identification falls on the awarded Vendor. Finally, Redflex also has arrangements with additional 3rd parties that can provide vehicle registration information, which further enhances our "capture" rate. We recognize the importance of having educated and trained personnel with respect to the operation of this program. Additionally, we recognize that law enforcement personnel often rotate through various functions and divisions, to this point; we are pleased to offer additional training to all designated staff as they become involved with the Redflex program; at no additional cost to the City, regardless of the numbers of training sessions required. Support 1. Expert witnesses as necessary to establish judicial notice, i.e. the accuracy, technical operations, and effectiveness of camera radar for contested citations and as required establishing judicial notice by subsequently appointed court judges involved in the adjudication of photo enforcement citations. Redflex will continue to fully support and provide expert witness testimony at contested Court hearings, as reasonably necessary. This is currently provided by the local Account Representative, Kim McDaniel. Testimony by witnesses will be accomplished at no additional cost to the City. Ms. McDaniel is a trained, qualified and competent expert witness to testify regarding the accuracy of the system and program. Ms. McDaniel will testify to the accuracy, calibration, maintenance, repair records, technical, operational and effectiveness of the Redflex System. In addition to monthly system certification, Redflex documents all maintenance records through an internal application called Mantis. This reporting tool logs every maintenance and repair issue, request and activity. A complete maintenance history can also be provided for any court proceeding for each intersection approach. • Depending upon the nature of the violation contest, Redflex will assign the appropriate witness based on the specific hearing in question. In many of our existing programs less than 1% of all citations result in court proceedings. The low numbers of contested cases are indicative of the high quality and high resolution of the evidence that is produced by Redflex solution. Court Evidence Package Additionally, Ms. McDaniel will continue to compile and provide the City Attorney or the designated court an electronic copy of an evidentiary package for each requested hearing. Court packages are jurisdiction specific, but each typically includes: • Multiple full -color scene violation images, showing the violating vehicle before entering the intersection during the red light phase, and in mid intersection during the red light phase, with superimposed data bar showing all required violation data • Deployment Sheets for Mobile Speed • Tuning Fork Certificate • Radar Certificate • Statement of Technology • Chain of Custody of the proper handling of the images along with the proper functioning of the camera system • 2. The City will make reasonable efforts to prosecute each actionable citation and to defend any challenge to the use of camera radar in any court of competent jurisdiction. The Redflex Solution's unique approach of a combination still video and high resolution cameras enables the program to increase its efficacy and thereby capture and issue the greatest number of violations. Because we are confident in our current installed system capabilities, we can continue to guarantee an 85% violation issuance rate. The key to our successful and higher capture ratio is due to our multiple digital still camera deployment configurations. • The City is capable of analyzing reports obtained from each camera location to show the prosecutable image rates of each system, both for speed and red light. Fort Collins has consistently seen a prosecutable image rate of over 95% for speed and over 87% for red light violations. Redflex is able to have a high prosecutable capture rate because of our leading edge technology and system configuration which utilizes lane and zone specific image capture format. Higher accuracy rates translate to higher revenue generation for the City. 3. The City shall provide customary court facilities for disputed citations. Again, our all-inclusive state-of-the-art digital technology program contains all the necessary components for a successful and functional solution. We recognize the need for cross and interdepartmental communication and cooperation; which is actively facilitated through change management work stream inclusive in our SmartMethod approach. This methodology also includes project management and program management structures and a comprehensive communication and stakeholder management plan to ensure the critical cross agency "buy -in" and support. In general, we are proposing a structured methodology which includes discreet roles and responsibilities for (1) Design), (2) Construction, (3) Testing & Maintenance, (4) Citation Processing, (5) Database/IT Interfaces, and (6) Support Services, such as Public Outreach, Court, Training and Customer Service. Additionally, each program component will be discussed, defined and documented in the Business Rules with the City to address the required services and deliverables. To continue to meet the City's program objectives, our solution includes, but is not limited to, the following scope of services: • Two (2) new speed camera sports utility vehicles and all camera/radar/laser/video equipment needed to photograph front and rear views of speed law violators. The "plate" image radar determines the vehicle's speed and presence. As a vehicle passes through the radars beam, it determines if the vehicle is traveling at a speed greater than or equal to the enforced speed limit. If so, the photo radar system automatically triggers the cameras and flashes to capture images of the offending vehicle. The SMARTCAM Speed Photo Radar System operates with one or more integrated digital SMARTCAM cameras. The rear -image camera is positioned and mounted above the dash board between the driver and passenger seat to capture images of the departing vehicle's license plate. The camera system records two separate images for each speeding violation. The violation date, time, location, detected vehicle speed and posted speed limit are imprinted onto the data bar, which is displayed at the top of the images. a\ i� den t� o° G 7/1 / 22" Plate Camera / � R Plate Camera's Field Plate Image Radar The Redflex photo radar system is a totally automated, multi -lane camera system that is effectively used to enforce speed limits. It includes the latest high resolution digital cameras, integrated radar and flash units and for additional safety; a possible integrated speed -message board that can show the speed of each passing vehicle. When a speeding vehicle is detected, the photo radar system captures a clear image of the rear of the vehicle that clearly shows the license plate of the violating vehicle. In addition, the violation is captured on full -motion video. Although photo radar uses the same Doppler principle as traditional radar, Redflex takes an approach that utilizes an ultra -narrow beam across the road, thereby eliminating the risk of tracking two vehicles at once. In contrast, conventional hand-held radar and laser units transmit a beam at a very long distance down the road —often requiring the operator to distinguish among speeding and non -speeding vehicles —all traveling at a wide range of speeds. In using the Redflex photo radar system, the offending vehicle is tracked much closer to the photo radar unit; generally no more than 100 feet from the photo radar vehicle. Item 15. - ADDITIONAL INSURED AND WAIVER OF SUBROGATION — LESSOR OF LEASED EQUIPMENT A. Section U - Who Is An Insured is amended to include as an additional insured any person or organization from whom you lease equipment when you and such person or organization have agreed in a written agreement that such person or organization be added as an additional insured on your policy. Such person or organization is an insured only with respect to liability for "bodily injury", "property damage" or "personal and advertising injury" caused, in whole or in part, by your maintenance, operation or use of equipment leased to you by such person or organization. There is no coverage for the additional insured for "bodily injury", "property damage" or "personal and advertising injury" arising out of the sole negligence of the additional insured or by those acting on behalf of the additional insured. A person's or organization's status as an additional insured under this endorsement ends when the agreement with you for such leased equipment ends. B. Waiver of Subrogation For any additional insured that obtains insured status on this policy through paragraph A., show, we waive any right of recovery we may have against the additional insured because of payments we make for 'bodily injury", "property damage" or "personal and advertising injury" caused, in whole or in part, by your maintenance, operation or use of • equipment leased to you by such person or organization. • C. Other Insurance This insurance shall be excess over any other insurance available to the additional insured, whether such insurance is on an excess, contingent or primary basis, unless you are obligated under a written agreement to provide liability insurance for that additional insured on any other basis. In that event, this policy will apply solely on the basis required by such written agreement To the extent that the additional insured has the right to pursue any other insurance carrier for coverage, including a defense, we shall share that right with the additional insured. Item 16. - KNOWLEDGE OF OCCURRENCE Subparagraph 2.a., b. and c. of Condition 2. Mental anguish means any type of mental or emotional illness or distress.
