We just received approval last week from the Colorado Water Quality Control Division (WQCD) on the improvements covered by this work order and are very anxious to get started in order to complete the first phase prior to spring runoff. As part of the design review for the 2008 Mulberry Improvements, the WQCD requested that the City install an additional final clarifier at Mulberry for process redundancy. City staff successfully argued it would benefit the overall system and the Utilities' ratepayers to instead construct improvements at the Drake Water Reclamation Facility (DWRF) to provide the required redundancy at Mulberry. The attached work order addresses the first phase of these improvements; conversion of DWRF's North Process Trains to a 3-stage A20 process, thus increasing the trains' aeration capacity and automation. It is anticipated that these improvements will also allow the Utility to closer meet the nutrient removal requirements coming out in mid- 2012. Funding for this project comes from the remaining 2008 Mulberry Improvements Bond proceeds and previously encumbered replacement funds. Hydro Construction will be the General Contractor for the project. Hydro is currently under contract with the City for the Utilities annual services contract. In accordance with the Utilities' APDS policies, an independent estimate of Hydro's project estimate was completed by Capstone Planning & Controls, Inc.
