Reason for change: Expanded the original scope of work identified in Work Order, PO 9112133. To: Daylan Figgs From: Mike Sayler Subject: Revised Scope of Work, Gravel Pit Plan for Augmentation and Box Elder Ditch Change of Use Job: 9625.03 Date: December 12, 2011 This memorandum summarizes a revised scope of work for the Gravel Pits Plan for Augmentation and Box Elder Ditch shares change of use. We had previously provided an estimate of the costs for Phase 1 of the work, which would take us through completion of the initial engineering report and submission of the water court application. That scope of work was previously approved in PO # 9112133 on April 14, 2011 for $26,700. The following are additional tasks which have previously been added to this scope of work (per our discussions with you), or which we propose to add to the scope of work, as well as a summary of the additional costs for the work. 1. Submit 2011 Substitute Water Supply Plan (SWSP). We submitted a request to the Division of Water Resources (DWR) for an extension in the SWSP for the Resource Recovery Farm (RFF), This task included recalculating the augmentation requirements for the next year, coordinating for replacement supplies with City staff, preparing a letter report for submittal to the DWR and discussions with DWR regarding the plan. This task also included submittal of a new well permit for the RFF using the new exposed ground water acres (additional $600). The work was previously approved by you and completed in 2011. The renewed SWSP has been approved. The cost for this task, including the new well permit, was approximately $3,000. 2. Research the potential for historical ET credits from wetlands on the WREN (Cottonwood Hollow) property. This task included reviewing past ownership records, interviewing past owners of the property, obtaining and reviewing aerial photography and soils data for the property. This task also included analyzing the amount of credit from historical wetlands that may be possible to obtain. The work was completed in 2011, and the cost was approximately $2,000. 3. Preliminary review of Garth Rodgers' Box Elder Ditch share. This task included discussions with the owner, review of aerial photography, discussions with Box Elder Ditch personnel and preliminary estimates of potential historical consumptive use associated with the share. The work was completed in 2011, and the cost was approximately $1,200. 4. Review the Weitzel Pit augmentation plan. This task included review of the application for an augmentation plan by Lafarge, review of an amended augmentation plan application submitted by Stoner and Company, and summary of potential issues that may affect the City and its augmentation plan. This task was d'ompleted in 2011, and the cost was approximately $600. 5. Modeled various augmentation scenarios for planning purposes. This task involved modeling the City's storage versus direct flow augmentation requirements for a variety of different pit scenarios. Part of the effort included optimizing the City's future storage needs. This work was completed in 2011, and the cost was approximately $3,500. 6. Analyze the historical consumptive use of the City's Coy Ditch water. The City owns 10% of the Coy Ditch water right. We understand you would now like to evaluate if it should be included in the gravel pit plan for augmentation. This effort will include: City of Fort Collins, Gravel Pit Aug Plan Revised SOW Page 2 December 13, 2011 a. Reviewing other changes of the Coy Ditch water right. b. Reviewing aerial photographs and estimating the historically irrigated area. c. Discussing historical use with those knowledgeable. - d. Preparing a water budget analysis to determine the historical depletion and return flow. e. htcluding the work in our augmentation plan report. Some of this work has already been completed, but the majority of the effort remains. We estimate this task can be completed for a cost of approximately $7,200. 7. Schedule two more internal meetings to review the work and finalize the effort. This task will cost approximately $3,000. Based upon these additions to the original Scope of Work, we estimate the total additional costs to complete Phase I of the gravel pit plan for augmentation and change of use (through a preliminary engineering report and water court application) to be $20,500.
