HomeMy WebLinkAboutRESPONSE - RFP - 7271 ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICEProposal RFP No. 7271 Analysis of Impediments to Fair Housing Choice City of Fort Collins, Colorado rijme M RESEARCH & CONSULTING ■ Special needs housing (availability and need); ■ Number and location of assisted housing units; and ■ Number and percentage of units accessible to persons with disabilities that are owned and operated by the Fort Collins Housing Authority. Evaluation of fair housing legal status. In this task, we would collect data from all of the organizations that accept complaints from city residents on alleged violations of the Fair Housing Act. We would also interview the Colorado Civil Rights Division about fair housing trends in Fort Collins and request data from HUD.' We would collect complaint data from these organizations by type, frequency and type of resolution and summarize overall trends in fair housing complaints. We would also analyze all recent and current lawsuits related to the Fair Housing Act and violations of the Americans with Disabilities Act to identify patterns in fair housing lawsuits and any additional fair housing concerns. Public sector review. An important component of an Al is the review of local land use codes, development policies, property tax regulations and the Fort Collins Housing Authority. ■ Land use policy, zoning and site location analysis. Clarion Associates would conduct a review of the city's land use and zoning codes to determine whether they are creating impediments to fair housing choice. Clarion would conduct follow-up interviews with local planning staff to provide more specificity on local land use policies, including each community's definition of group home, accessibility standards for multifamily construction and the review process for homeowner associations' regulations (CC&Rs). Clarion would also examine the sale/conversion of affordable housing and displacement policies affecting low income households, as well as the administration of the Section 8 voucher program and affordable/public housing developments. This analysis would prove important in determining how the community's laws may impact how affordable and accessible housing is distributed throughout the city. ■ Property tax policies. In order to evaluate the impact of property tax policies on fair housing choice, BBC would consider mill levies and how they vary within Fort Collins and across other comparable cities. ■ Fort Collins Housing Authority. Over the telephone and again when we are in town for the public process (as needed), we would interview management of the Fort Collins Housing Authority (FCHA) to discuss their policies and procedures of accepting and assisting low income clients. We would also discuss any fair housing lawsuits and complaints involving the FCHA. We would also obtain data from the FCHA and map the location of households receiving Section 8 vouchers, households residing in FCHA developments and households on the waiting list for vouchers and other housing assistance. We would overlay the location of FCHA clients with areas of concentrated poverty to evaluate the degree to which FCHA-assisted households are integrated into the larger community. The Colorado Civil Rights Division is prohibited by state statute from providing us with fair housing complaint data directly. PAGE 4, SECTION I BBC RESEARCH St CONSULTING t 1 E 1 I ' i Private sector review: fair lending. During this task, BBC would examine all available data regarding compliance with local, state and federal Fair Housing Law, including the Home Mortgage Disclosure Act (HMDA), the Fair Housing Act and the Community Reinvestment Act ' (CRA). We would examine the compliance with the CRA and the ratings received by financial institutions in the area. We would also conduct standard statistical tests on the HMDA data to ' detect evidence of potential discrimination in lending, including high cost (subprime) lending. We typically produce maps identifying "hotbeds" of high cost lending and denials and, if significant, correlate these hotbeds with demographics such as low income or racial ' concentrations. ■ Public and private sector: fair housing activity. BBC and Clarion would evaluate the types of ' activities in the city that promote fair housing and the types of agencies that currently offer fair housing services. This would consist of telephone interviews with each of the organizations in the areas that provide fair housing programs, collection of data about their programs (e.g., number of households served by various activities each year), what they would change about their programs if they could, and the main challenges they face in program delivery and monitoring. Per the city's request, this analysis would look at fair housing enforcement, informational programs, need ' for visitability in all housing and outreach activities and any presence of discrimination. Schedule: In keeping with the RFP schedule, data collection and research would begin in mid - November of 2011 and would be complete by mid -April, 2012. ' Task 4. Identification of impediments and development of the action plan. During this task, BBC would examine our findings from the tasks described previously in order to determine existing barriers to fair housing choice in the city. For development of the Fair Housing Action Plan, we envision BBC, with Clarion's input, drafting a section identifying fair housing ' impediments in the city and, after the city has reviewed the entire draft report, hold a conference call/meeting to discuss how the city should address the fair housing impediments. ' Our recommendations would be practical and actionable and would include an implementation strategy that identifies what actions should be taken, who will do the actions, when the actions take place and contains measurable performance outcomes and evaluation policy. ' Schedule: In keeping with the RFP schedule, this task would begin once the research and data collection in Task 3 is compiled (April 2012) and would be complete with the draft Al ' by May 1, 2012. Task S. Submission of Final Al. After staff have reviewed and commented on the draft report and FHAP, BBC would produce a final report. The report would be in a tailored user-friendly, easy to read format incorporating charts and graphs. Please see the "summary of deliverables" in Section 2 ' (below) for the report sections that we envision would make up the Al. Schedule: In keeping with the RFP schedule, the draft Al would be complete by May 1, 2012 and ' the Final Al would be submitted no later than July 1, 2012 (in time for the July City Council Hearing). 1 ' BBC RESEARCH St CONSULTING SECTION I, PAGE 5 Task 6. Presentation of findings. In this final task we would present the results of the Al in the following settings: e City Council meeting. BBC would present the results of the updated Al at a public hearing before the City Council for their review and approval. The hearing is currently scheduled for July of 2012. ■ Public meeting. Once the Al is complete we would conduct another public meeting to present the results to the public, likely in an "open house" format. Per the RPP, this meeting would be facilitated by city staff. Schedule: The City Council meeting is scheduled for July 2012 and the schedule for the public meeting would be left to the city's discretion. Deliverables" on page 8 of RFP No. 7271. Based on the scope of work outlined above, the Al BBC would produce for the city would contain the ' following deliverables: After completion of Task 1, project initiation: A memorandum summarizing the call and documenting any changes to the work scope, if needed. Draft and final reports. A draft report would be produced by May 1, 2012 and a final report would be produced upon city staff approval. BBC would produce six hard copies of the report. We would also provide you with an electronic version of the report in a format appropriate for posting on websites (i.e.; PDF). ' Report sections: ■ An executive summary that identifies impediments to fair housing choice and outlines the Fair Housing Action Plan. ■ A community and housing profile discussing the city's demographic, income, employment and ' housing trends. ■ A report section dedicated to loan denials and high cost lending patterns. This section would also ' include an analysis of fair housing complaints received over time, and a discussion of recent fair housing legal cases in the area. ' ■ A zoning and land use analysis section, which shows how the city could improve their policies to mitigate fair housing barriers related to land use. ■ A fair housing activities section that discusses the benefits and challenges in existing fair housing programming in the city and identifies areas for improvement. ' ■ A section reporting the main findings from the public input process, including the top fair housing barriers perceived by the public, housing and social service providers and real estate professionals. BBC has conducted AIs, Consolidated Plans and housing needs studies for cities, counties and states throughout the country. HUD -required reports are a specialty of our firm and the cornerstone of our housing practice area. ' Als conducted in the past 3 years. This section describes the fair housing studies we have completed in the past three years. We encourage you to contact our references to discuss ' their satisfaction with our current and past services. Santa Fe, New Mexico Al (ongoing). In 2004 and again in 2011, BBC completed an Al for the City of Santa Fe. The current study has involved focus groups and in-depth interviews with stakeholders ' who represent protected classes and residents most vulnerable to housing discrimination, including victims of domestic violence, immigrants, Limited English Proficiency (LEP) populations and very low income individuals. Our report is in draft form and contains a number of recommendations for a ' Fair Housing Action Plan ranging from establishing a local or regional fair housing organization to proactively reducing NIMBYism in the city. BBC is currently completing an Al for the City of Boise. One of the most challenging current fair housing issues in the city is housing refugees. Local fair housing ' organizations have brought numerous complaints against the city and the housing authority for their housing practices and policies associated with refugee resettlement. BBC and our local subcontractor are working closely with the fair housing organizations to ensure that we receive adequate input from ' refugees. Our report will be available to the city in draft form in October 2011. Our study consists of demographic and housing market data for Vancouver and the small cities within the county, a stakeholder survey marketed by the city/county, a review of legal cases and fair housing complaints and an analysis of mortgage lending data. The , methodology consisted of a resident survey of low income households, an examination of home price and rental cost data and interviews with stakeholders to discuss fair housing barriers in the city. With ' direction from the Denver FHEO office, we focused the Fair Housing Action Plan on how to make the county more "inclusive" to protected classes. In 2008, BBC completed an Al for Arapahoe County as part of a housing needs assessment. Our methodology consisted of a statistically significant telephone survey of residents to gather information on the incidence of housing discrimination, as well as housing needs and challenges. We found the incidence of discrimination to be low in the county (5 percent, compared to , around 11 percent for the state). The top fair housing barriers in the county included racial concentrations, restrictive land use and zoning policies in some cities and lack of affordable housing. BBC completed a regional Al for the Kansas City MSA, which included eight jurisdictions in both the states of Kansas and Missouri. The public input process included four , community meetings held throughout the region, as well as surveys targeting housing professionals and residents. Impediments and fair housing action plans were presented at the jurisdictional and regional levels. For the City of Las Cruces, BBC prepared Consolidated Plans and AIs in 2003, 2006 and 2011. As part of the Consolidated Plan, the city requested a highly detailed housing market analysis that included a mail survey, telephone survey, door-to-door survey, key person interviews, as well as reviews of secondary data and public forums. The second Consolidated Plan included a housing market analysis across all income ranges and point -in -time count and survey of persons who are homeless. During 2008 and 2009, BBC, along with the planning firm Clarion Associates of Denver, completed an in-depth affordable housing plan for the City of Las Cruces, New Mexico to help them identify barriers and opportunities for affordable housing development within their city. With the assistance of a working group comprised of representatives from City Council and city staff, developers, realtors and local non -profits, a variety of policy and economic tools used to spur affordable housing development were researched by BBC and presented to the task force to determine their feasibility within Las Cruces. The final product included a package of tools recommended to the City for implementation to increase their stock of affordable housing units within the city. In 2003, and again in 2010, BBC conducted AIs for the City of Las Vegas. The first study involved a large key person mail survey and five public forums to educate residents and property managers about fair housing law, as well as to collect information on perceived housing discrimination in the city. One of these forums was held in conjunction with an ESL class and gave residents and opportunity to practice their English skills while discussing fair housing concerns in a safe environment. In both studies, BBC mapped and analyzed affordable housing concentration, racial concentration, mortgage loan denials, cost burden as well as special needs and public housing. BBC assisted the City of Farmington with a statistically significant telephone survey to understand resident experiences with housing discrimination. We also asked if residents knew whom to contact if they felt they had experienced housing discrimination and the sources they would consult (e.g., websites, housing authority) to find fair housing information. The survey helped the city target their educational and outreach campaigns and was used to develop their fair housing action plan. Mason Street, 2" Floor Fort Collins, CO 80522-0580 ' Re: Fort Collins Analysis of Impediments to Fair Housing Choice Update (Proposal 7271) ' Dear Mr. Waido: BBC Research & Consulting (BBC) and Clarion Associates (Clarion) are pleased to submit the attached proposal to complete an Analysis of Impediments to Fair Housing Choice (AI) for the City of Fort Collins. Our team is highly qualified to conduct this study. BBC is a nationwide leader in the completion of ' AIs, and has been asked by HUD to speak at several conferences about our fair housing work. Our latest independent research contribution to the fair housing field was a predatory discriminatory lending study we conducted for the Colorado Division of Civil Rights in 2009. This was one of six large studies funded by HUD and involved a complex analysis of subprime mortgage loans and identification of discriminatory lending patterns throughout the state. The study has been used by ' the Colorado Civil Rights Division to successfully implicate and collect legal awards from predatory lenders throughout the state. As you know, following the recent fair housing lawsuit against Westchester County, the climate of fair housing has changed and HUD's scrutiny of AIs has increased. BBC has a proven record of producing AIs that are well -received by HUD. Indeed, none of our AIs has ever been found to be ' noncompliant nor rejected by HUD. BBC is currently completing AIs for Santa Fe, NM; Boise, ID and Vancouver, WA. We have also ' recently completed Als in Boulder, Denver, Douglas and Arapahoe counties in Colorado and in Sonoma County, CA; Las Vegas, NV; Morgantown, WV; Pocatello, ID; the Kansas City MSA; and the States of Nevada and Idaho just in the last year. In all, BBC has completed 25 AIs in the last five years. 1 ' Colorado Fair Housing Survey and Predatory Lending Study. We also conducted two very unique fair housing research projects for the Colorado Civil Rights Division as described below: ' For the Colorado Civil Rights Division, BBC completed a 2002 statewide survey of Colorado residents to obtain information about citizens' knowledge of fair housing laws, their attitudes toward fair housing, and the prevalence of housing discrimination. The study used the survey research ' findings to develop a Strategic Plan to address fair housing issues across the state, including changing the attitudes and behaviors that may influence housing discrimination, and how to most effectively target a statewide social marketing campaign. BBC also recently completed a project for the CCRD examining the incidence of predatory discriminatory lending in Colorado. The study was part of a large HUD -funded grant competitively ' awarded to six states. Using 2006 mortgage transactions, BBC identified hotbeds of high -cost lending and identified disparities in high -cost lending by race, ethnicity and income. We also conducted ' surveys of households at -risk of foreclosure to identify predatory and potentially discriminatory lending practices. Our study culminated in a press conference with Governor Ritter during Fair Housing Month in 2008. ' Clarion Associates' Qualifications. Projects on which BBC and Clarion have worked together and which involve identification of housing needs and fair housing barriers include the following: Affordable Housing: Best Practices and Inclusionary Housing Ordinance Review. Denver, Colorado is in the process of drafting and adopting a citywide form -based zoning ordinance that will ' result in significant changes in development potential in many parts of the city. Clarion Associates was retained by Enterprise Community Partners —a national affordable housing advocacy and development group —to review drafts of the new form -based residential zone districts and to evaluate ' their impacts on the potential supply of affordable and attainable housing. Working in collaboration with the Denver Department of Planning and Community Development, Clarion assembled an Affordable Housing Advisory Group made up of successful housing affordable/attainable housing ' developers to evaluate barriers in the existing zoning code, potential improvements in Denver's inclusionary zoning ordinance, and potential new incentives for affordable housing in a form -based regulatory context. Clarion's recommendations were reviewed by Denver's Zoning Task Force and ' influenced later drafts of the residential zone districts. The development of the plan was overseen by the Balanced Housing Plan Committee, comprised of representatives from Adams County and each of its nine incorporated communities The Balanced Housing Plan was developed to serve as a blueprint for Adams County for accommodating future housing development by balancing the demand created from employment growth with the housing needs of Adams County residents in terms of quality, sustainability, and affordability. Adams County currently provides a great deal of the Denver metropolitan area's workforce housing supply. Future projections indicate that the County will continue to grow at a high rate, offering opportunities to create a better balance of housing options for a wider variety of residents. Our project team brings to the table diverse backgrounds in the many areas that are required of AIs; this promises you a balanced study with an equitable focus on all ' potential issues, rather than a study that is narrow in scope. ' Jen Garner, a BBC Senior Consultant, conducts qualitative and quantitative marketing research to ' guide decision -making regarding new products, marketing strategy and public policy. Her clients include nonprofit organizations, the private sector and city and state agencies. Ms. Garner is a past President of the Colorado American Marketing Association, and is a member of the Colfax on the ' Hill, Inc. Board of Directors —an economic development association. Since 1998, Ms. Garner has successfully conducted hundreds of focus groups and surveys across the country with diverse populations on a wide variety of topics. In addition to general consumer research, Ms. Garner has , specific experience in the design and conduct of research with diverse populations across the West. Paula Lucas, a Senior Project Assistant for BBC, provides project support for Directors, Associates and Research Associates in housing needs assessments, market analyses, and fair housing studies. For all BBC projects, she is responsible for designing, editing, proofing, creation of maps and graphics, as well as production of all reports and presentations. Additionally, Ms. Lucas assists in the development and administration of surveys, brochures and a variety of other deliverables. She has been with BBC since 2003, and has been in the desktop publishing line of work for almost 14 years. Patrick Connor, a BBC Research Associate, joined the BBC team in 2011. He specializes in using ' demographic data and GIS programs to determine areas of racial, ethnic and income concentrations. Prior to working for BBC, Mr. Connor worked with Capitol Market Research. —a real estate and planning consulting firm in Austin, Texas —where he assisted in market research and analysis and GIS ' mapping for development feasibility studies. He received his Master's in Community and Regional Planning from The University of Texas at Austin. ' Mollie Fitzpatrick, a BBC Research Associate, has worked on recent BBC fair housing studies, including Santa Fe, New Mexico and the cities of Boise and Pocatello in Idaho. She is familiar with a wide range of socioeconomic and demographic data sources and has experience developing and ' implementing methods for quantitative analysis. Ms. Fitzpatrick has an undergraduate degree from Texas A&M University and a Master's degree in Economics from the University of Colorado Denver. Ben Herman, a Principal and Vice President for Clarion Associates, leads the firm's nationwide planning practice. He has more than 30 years of national and international experience in all aspects of planning, and has been responsible for managing and conducting complex, multidisciplinary ' assignments for private and public sector clients. Mr. Herman is a highly experienced planner with superior technical, administrative, and management skills. He specializes in complex, multi- disciplinary planning studies, and has extensive experience in community, regional, and corridor ' plans; airport area land use plans; development master plans; downtown plans; and regional growth management strategies. Throughout his career, he has emphasized a commitment to excellence, ' innovation and creative thinking, and consensus building. Mr. Herman is a member of the College of Fellows of the American Institute of Certified Planners. Shelby Sommer is an Associate in the Fort Collins office of Clarion Associates. Ms. Sommer's areas ' of expertise include sustainable development, neighborhood and community planning, historic preservation, and developing GIS-based inventories, analysis, and maps. Ms. Sommer is also skilled at public facilitation and encouraging participation through websites and social media. In 2003 and 2010, conducted AIs for the City of Las Vegas. The study involved a large key person mail survey and five public forums to educate residents and property managers about fair housing law, as well as to collect information on housing discrimination in the city. We mapped and analyzed affordable housing concentration, racial concentration, mortgage loan denials, cost burden and special needs and public housing. Adams County Housing Needs Assessment. BBC recently completed a housing needs assessment in Adams County utilizing the CDOH template as part of a broader balanced housing plan. An advisory ' committee, comprised of representatives from participating Adams County communities, met monthly to provide oversight to the study. With the assistance of subcontractor Clarion Associates, areas within Adams County were categorized for their redevelopment potential, particularly for ' meeting the housing needs identified in the gaps analysis. City and County of Denver, Colorado Consolidated Plan, Al and housing market study. Between ' 2005 and 2007, conducted a Five-year Consolidated Plan, fair housing study and comprehensive market study for the City and County of Denver. These studies have helped the city re -prioritize block grant funding and have been used in coordination with the city's Blueprint to End ' Homelessness to successfully reduce homelessness and increase affordable housing in Denver. Heidi Agge@er (continued) Las Cruces Housing Needs Strategic Plan. In 2008 and 2009, Heidi Aggeler assisted the City of Las Cruces' Ad Hoc Committee on Affordable Housing develop recommendations for better addressing the city's housing needs. The study involved a comprehensive analysis of best practices in other communities covering housing trust funds, inclusionary zoning, shared equity models, land trusts, land banking and land use and zoning reforms. City of Santa Fe, New Mexico Al. BBC completed an Al for the City of Santa Fe, which included extensive key person interviews and two mail surveys —one of real estate professionals and one of housing and social service providers —to identify housing transactions and population groups with the highest potential for discriminatory activities. Also reviewed land use and zoning policies in the city and analyzed housing affordability. City of Boulder, Colorado Affordable Housing Focus Groups. In 2006, conducted a series of focus groups with builders, developers, real estate agents and consumers to understand the potential market for transit -oriented development in the City. Also conducted in-depth interviews with developers active in Boulder's residential market to understand the barriers to redevelopment in the designated transit village area. City of Austin Comprehensive Housing Market Study, Consolidated Plan and Al. Recently completed Comprehensive Housing Market Study in Austin, which included an assessment of Austin's rental and for sale housing market supply and an in-depth socioeconomic evaluation to determine where housing gaps exist. Conducted a comprehensive survey effort consisting of a statistically significant telephone survey of low income households, with an online survey option. Study involved a rigorous community input process with community leaders and stakeholders to help identify challenges to providing affordable housing. The final product included recommendations to improve city programs, policies and procedures with regards to community housing and neighborhood planning. Data and recommendations were used by the city for the completion of the Consolidated Plan and Al update. Colorado Fair Housing Survey and Predatory Lending Study. Completed a 2002 statewide survey of Colorado residents to obtain information about citizens' knowledge of fair housing laws, their attitudes toward fair housing, and the prevalence of housing discrimination. The study used the survey research findings to develop a Strategic Plan to address fair housing issues across the state. Also recently completed a project examining the incidence of predatory discriminatory lending in Colorado. Using 2006 mortgage transactions, identified hotbeds of high -cost lending and identified disparities in high -cost lending by race, ethnicity and income. We also conducted surveys of households at -risk of foreclosure to identify predatory and potentially discriminatory lending practices. The objectives of the research were to understand the factors people consider when deciding whether or not to live in Boulder and to obtain their opinions of a proposed Transit Village Area's potential housing types. Relevant Project Experience City of Pocatello, Idaho Al. This study examined the social, economic and policy characteristics of the City of Pocatello in order to identify potential barriers to fair housing, as defined by the U.S. Department of Housing and Urban Development. Ms. Fitzpatrick conducted the land use and zoning analysis and supported the socioeconomic analysis and identification of impediments. City of Santa Fe, New Mexico Al. For the City of Santa Fe, Ms. Fitzpatrick contributed to the stand alone Al through research and report preparation. Ms. Fitzpatrick conducted the socioeconomic and housing market research for the Community Profile of Santa Fe, analyzed fair lending practices in the city and contributed to the identification of impediments to fair housing. Northern Arizona Proposed Withdrawal EIS. Ms. Fitzpatrick contributed to the economic assessment and evaluation of the proposed withdrawal of approximately one million acres from potential uranium mining activity for the BLM. BBC's analysis included evaluation of economic, demographic and fiscal impacts of the proposed withdrawal alternatives with a focus on mining and tourism -related impacts. BBC used customized IMPLAN models to analyze economic and fiscal impacts of the alternatives. BBC also provided analysis of the economic baseline, existing conditions, and responses to public and agency comments. ' The project approach is based upon the scope of work and schedule outlined in the RFP, our successful experience in other areas and the methodologies recommended in HUD's Fair Housing Planning Guide, Vol. L An outline of the tasks and schedule we propose to fulfill the scope of work ' include the following. Task 1. Project initiation and management. Our first task would consist of a meeting between ' the project team and staff to finalize the work plan and kick off the study. At this meeting BBC would collect information and documents needed for the Al. These would include: ' ■ Information about your current investment in fair housing activities—i.e., groups receiving funding, amount of funding and activities associated with funding; ■ Identification of all organizations and individuals who should be included in the stakeholder ' focus group; ' ■ Current zoning, land use regulations and housing policies and ordinances (e.g., how to access, URLs, etc); ■ Any relevant communications with HUD about the city's fair housing activities and/or prior Al; ' ■ All relevant studies and reports (e.g., transportation/housing/employment linkage studies, affordable housing studies, demographic analyses, community development needs assessments). ' We would also discuss BBC's and Clarion's attendance at the meetings listed on page 7 of the RFP. We anticipate that BBC would attend all City Council meetings and Clarion would attend some of the progress meetings and key stakeholder meetings for the project team (BBC could participate by ' conference call as needed). Communication with HUD. The RFP states that the consultant will be required to maintain frequent ' communications with the Denver HUD Fair Housing staff to assure that the AI is conforming to all the latest nuances required by HUD. BBC has a very good relationship with the FHEO office in ' Denver: ■ Evy Meininger, the regional Director, has asked Heidi Aggeler to speak on her work conducting ' AIs at HUD Fair Housing conferences; ■ Heidi Aggeler and James Whiteside, an attorney in the FHEO office, have presented together at fair housing workshops and forums, most recently as part of the Douglas County Al. We consult ' with Mr. Whiteside on a regular basis about fair housing issues that arise in our studies. ' ■ HUD has never rejected a BBC Al or found any of our AIs to be of concern. Schedule: Based on the RFP schedule, this task would occur with the funding approval and notice ' to proceed in mid -November of 2011. ' BBC RESEARCH & CONSULTING SECTION I, PAGE 1 Task 2. Public participation and outreach efforts. The RFP notes that the Al should "devote ' considerable energy to identifying impediments to fair housing choice from the perspective of protected classes." To this end, our efforts to gather input from the public and key stakeholders for ' the Al would include: Fair Housing workshop. BBC would host and facilitate public meeting in "workshop" format to educate residents about fair housing issues. The workshop would have an educational focus but could ' also include small and large group exercises to identify impediments in the city and collect suggestions for overcoming the impediments. We would work with the city to find the best venue for the ' workshop, one that is accessible and familiar to low-income individuals and protected classes. We conducted a very similar workshop for Douglas County with much success. ' Stakeholder focus group. BBC would conduct a focus group and key person interviews, as needed, with persons knowledgeable about housing transactions and fair housing in the city. These key people would include representatives of fair housing organizations, advocacy groups, housing providers and ' developers, real estate professionals, lenders and others. We would develop focus group and interview scripts and review them with the city prior to conducting the focus/group interviews. The city would assist us in identifying candidates for the focus group and interviews. Stakeholder survey. To ensure the broadest possible inclusion of groups that represent or serve protected classes and other diverse interests, BBC would invite housing and community development , professionals to participate in a stakeholder survey. The stakeholder survey would discern respondents' experience with fair housing issues as well as their knowledge of fair housing law. The survey would be distributed with assistance from the city through CDBG grantee lists, trade groups, ' online postings, etc. Paper survey of members of protected classes and residents. BBC would develop a survey to be ' distributed throughout the city at locations focused on reaching individuals who may be members of protected classes and/or who are most vulnerable to fair housing violations. The aim of the paper survey would be to create an opportunity for individuals who are members of protected classes to participate in the Al process in a confidential manner. The survey would gauge respondents' personal experience with fair housing issues as well as their knowledge of their rights ' under fair housing law. Examples of survey distribution sites include: ' ■ Social service program locations such as independent living centers, PHAs, family support centers, county health clinics, driver's license bureaus, city hall and veterans assistance , program areas; ■ Nonprofit and faith -based organizations such as churches, food banks, domestic violence shelters ' and homeless facilities; ■ Local businesses such as coffee shops, grocery stores, nail salons, among others. The resident survey could also be offered online and would be publicized through local stakeholders. ' Clarion Associate and city staff would assist with survey distribution. Additional public participation efforts would occur after the Al is complete and are included under Task 6: Presentation of Findings. Schedule. In keeping with the RFP schedule, this task would begin in mid -November of 2011 and would be complete by mid -April of 2012. Task 3. Data collection and research. This task would involve several subtasks as required by HUD's AI regulations: Demographic analysis. BBC would collect and analyze American Community Survey (ACS), Census and demographic data from State and local sources to create a community profile for the city. Our data analysis and mapping would be geared toward evaluating population trends and community growth, age profiles, racial/ethnic minorities, persons with disabilities and other special needs populations (i.e., single -parent households, elderly, etc). BBC would also use Point in Time Study estimates and resources provided by the Northern Front Range Continuum of Care to analyze the homeless population of Fort Collins. If data are available from the city, this analysis would also involve mapping the location of group homes and analyzing the concentration of such homes. Income analysis. BBC would access the same data sources (ACS, Census and demographic data from State and local sources) to analyze low income populations in the city. This analysis would include consideration of low and very -low incomes, concentrations of poverty and income disparities. Geographic concentration of low income populations would be mapped and further analyzed alongside racial, ethnic and special needs concentration maps. If data are available from the city, we would overlay the location of community services (e.g., public transit, parks and recreation, health clinics) with measures of income to identify any concerns in equity of service location and provision. ' Employment status and distress where present. For this analysis, BBC would collect and analyze employment data from the ACS and state and local sources. Our data analysis and mapping would include employment trends in the city, major employers by type and industry; average wages by ' industry, classification of occupations into low/average/high wage categories and the relationship of these factors among minorities and persons with disabilities. [1 Housing profile. Drawing from the 2010 Census and the city's recent Consolidated Plan, BBC would evaluate the housing market for any potential impediments to fair housing choice. The analysis would be geared toward affordable housing opportunities and areas where housing is very cost prohibitive. This section would include the following data: ■ Housing stock by number, type, condition, affordability and tenure (renter/owner); ■ Development trends including new construction/rehabilitation; ■ Overcrowding; ■ Number and percentage of housing units in severely substandard condition; ■ Distribution of rent costs and housing values and medians, comparing 2000 Census data to recent cost data and projections; BBC RESEARCH & CONSULTING SECTION I, PAGE 3
