PROPOSAL 7255 BUILDING CODE TRAINING SERVICES Commercial Building Commissioning Training City of Fort Collins July 20, 2011 Farnsworth GROUP I 1 program to explain the new building code and how it relates to the commissioning process and current sustainability standards. Facilitating this training to multiple groups including the Municipal Green Building Conference & Expo, March Joint Power Authority, and the Valley Green Building Conference & Expo, has helped numerous professionals from municipalities to engineers and architects as well as local commissions and councils. These tailored outreach presentations are given to various audiences and include formats of 30 to 90-minute sessions focused on the areas of the code that most greatly impacted attendees including the discussion of the principles of the commissioning process. Outcome: Cities and municipalities within the Southern California region have been given valuable knowledge of what to expect for new projects including basic impacts of LEED, Commissioning and CALGreen. Engineers, architects and contractors that participated understood what submittals will incorporate. Attendees also have a better understanding of the existing synergies between the revised code and the LEED commissioning requirements. University of Wisconsin Commissioning Course, Madison, WI The University of Wisconsin commissioning course is one the nation's leading courses for professionals interested in learning the practice of commissioning. Farnsworth Group's contributions have included the development of course materials and acting as regular faculty for the course. Outcome: Industry professionals attend the University of Wisconsin course as a continuing education program and receive required training to become a practicing commissioning provider or an educated building owner/operator looking to ensure a building is operating at its peak efficiency. Farnsworth Group staff involved in this course that are also presented forb the City's consideration include Dr. Ian McIntosh and Chad Grindle. The course was heavily augmented by Farnsworth Group's own Ian Dr. McIntosh, PhD during his tenure as an instructor at the University from 2002-09. - 2009. Grant funding In addition to Farnsworth Group's experience delivering training on commissioning and sustainable -related topics, as well as our practical, hands-on expertise from our prior project work, we can utilize our knowledge of researching and writing successful grant proposals to assist the City in identifying applicable grant resources. Previously, Farnsworth Group has been successful in procuring grant funding for training classes, developed in-house as well as provided by outside vendors, for education sessions covering commissioning certifications and updates to the latest rating systems for sustainable certifications. Farnsworth Group's Dr. Ian McIntosh helped develop one of the industry's most recognized training courses for commissioning providers. LqFarnsworth Proposal 7255 for Building Code Training Services Page 10 GROUP City of Fort Collins Commercial Building Commissioning Training approaches Farnsworth Group's past experience has shown that a combination of classroom -style lectures and interactive teaching are a powerful method to better understand the commissioning industry and how it has evolved. Many engineers, contractors, architects (or those educated as such) tend to "learn as they do" and prefer a more practical, hands-on approach. We will develop these training sessions to include visual aids such as PowerPoint, Prezi, or similar software based on our practical experience and combine them with interactive classroom exercises, and an in-house produced resource guide and workbook. Examples to interactive commissioning training activities we plan to provide as part of the curriculum include: ♦ Functional performance testing — walk through an actual test of equipment in the training facility ♦ Development of basis of design — fill-in an example basis of design document in the resource guide ♦ Design review — review sample drawings to identify design or constructability is- sues ♦ Submittal review — review sample submittals to verify compliance and maintain- ability The goal for this training is to develop a curriculum that provides the audience with a clear understanding of what commissioning is, what to expect from their commissioning providers, and how commissioning is to be completed within the context of the City's Green Building Code. Farnsworth Group understands that the purpose of the course content is not intended to train audience members to become commissioning providers and or contractors. Recommended curriculum For the purpose of these training courses, we recommend the training duration not to exceed eight (8) hours for contractors or owners. However, during the planning phase of the project, the course length or topic may be adjusted to ensure all goals are achieved including but not limited to the varying participants within the building community. As requested in the RFP, the course will be presented three (3) times, once in the 4th quarter of 2011, and twice in the Ist quarter of 2012. An optional short course for designers can be developed by reducing the 8-hour course to four (4) hours. Farnsworth Group reviewed the Draft Training Plans provided in Appendix C for the Commercial Building Commissioning training and have included the information provided by the City as well as our recommendations to structure the training in the most effective manner. Our changes are indicated by blue italicized text. Furthermore, Farnsworth Group understands the purpose and objectives for this training include: ♦ education as to what commissioning is ♦ Commissioning requirements specific to Fort Collins code ♦ minimum qualifications for firms providing commissioning services ♦ deliverables to the City ♦ deliverables to the owner What does interactive mean? We anticipate tailoring it a bit for each specific training and audience. This module will likely be developed and delivered by City staff. if selected, Farnsworth Group can participate as much, or as little, as the City requires to develop this portion of the training as it relates to commercial buildings. Farnsworth Group can provide practical experience examples from previous projects to supplement the City's knowledge and expertise. Purpose of Commissioning (Cx) • Brief definition/description Define an industry -accepted definition of Cx with a background of how it originated and evolved. Provide differences from industry organizations. • Describe why the function of Cx is not covered by other professions and trades in the building design and construction process. o How is Cx different from Test and Balance? Why the true definition of Cx does not equal Test and Balance? • Provide examples/photos of buildings without Cx and/ or for which problems were discovered and rectified through the Cx process. Introduce a "Wall of Shame and Fame" from previous projects that pictorially demonstrate the various systems commissioned and what is correct and what is incorrect. • Use these examples to illustrate lifetime impacts on O&M cost, building durability, and occupant comfort Demonstration of the Value of Cx from industry experts and resources to offer empirical data, case studies, and real world examples to support the long term beneficial nature of Cx on projects versus projects without Cx. • Provide a few testimonials from customers who are sold on Cx Offer dialogue to combat the arguments against the use of Cx on projects. Cx Process and Fort Collins Code • General Cx process Farnsworth Group will present our Cx process to the City and have an open dialogue to best match each party's perspective on the commissioning process and collectively determine the process, highlights, and other critical factors. This could include training maintenance staff and new hires about the commissioning process. We understand it is a significant investment for the City to provide this type of training. By investing in us, we will help you make a graceful transition to the new Green Building Code. Our fee is a lump sum fee of $28,710 and Not to Exceed Additional Costs of $10,000. Ian is the primary author and leader of research and development for the renowned ASHRAE Laboratory Design Guide. He has continually managed 3- to 5-year projects and is currently involved in the implementation of the total (end -to -end) building commissioning process in approximately I million SF of high-technology, laboratory facilities, which include BSL-2, BSL-3 and vivarium areas. In his patent -pending, Ph.D. research, Ian developed a model -based Fault Detection and Diagnosis (FDD) methodology for HVAC&R systems that was motivated by its cost saving potential and its real -world application in the operation and maintenance of HVAC systems and subsystems in buildings.
