Sheet: Description: Attached 3-001 Project is not pursuing LEED certification, however sustainable principles have been applied to design approach and material selections and the Contractor should be mindful of these best practices. Please note Waste Management Spec for diverted waste 01 74 19 3-002 Commissioning will be separately contracted by Owner. 3-003 See Contractor Test and Balance requirements in Project manual Section 23 05 93 3-004 Tax status - project is tax exempt so no RTD or State taxes. 3-005 Integration of building controls with the city will be handled by the City - however the system provided must be able to interface with Johnson Controls 3-006 Hazardous Materials - refer to Walsh Environmental report attached. Please add to Project Manual Addendum. A report is underway for the mechanical penthouse. Note: all identified hazardous materials will be abated by owner prior to construction start. Walsh Report 3-007 Building does not have and will not be required to add a fire suppression system. The existing fire alarm detection and notification system is to be extended in areas of addition and to be reconfigured as necessary in areas of renovation to provide a fully functioning life safety system. All new fire alarm devices shall be compatible with the existing FACP: Cerberus Pyrotronix CP- 70. Coordinate all fire alarm requirements with local fire department prior to installation. 3-008 New roof penetrations in existing modified bitumen roof will not require a warrantee or certification. 3-009 Mandatory Precon Sign in sheet is available at www.fcgov.com/purchasing and tab down to 7287pb. 3-010 Existing in floor Electrical power and data penetrations are to be refurbished where practical. No new "through floor" penetrations are currently proposed. 3-011 The award of the project will be based on the base bid only. 3-012 Scans of the original construction drawings from 1975 which provide insight into the existing conditions were included with Addendum #2. 3-013 A request to provide the major subcontractor list and alternate form after bid closing was declined by the City. Incomplete bids will not be considered. PROJECT NAME: Poudre River Public Library District - Main Library Addition remodel ADDENDUM #: 03 PROJECT #: 510086.00 TO: Bidders list, Owner, Consultants, City DATE OF ISSUANCE: 10/18/2011 FILE #: 3.4 THIS ADDENDUM FORMS A PART OF THE CONTRACT DOCUMENTS AND MODIFIES ORIGINAL PROJECT MANUAL AND DRAWINGS DATED SEPTEMBER 28TH 2011, AS NOTED BELOW. EACH BIDDER SHALL BE RESPONSIBLE FOR READING THE ITEMS IN THIS ADDENDUM IN ORDER TO DETERMINE TO WHAT EXTENT WORK IS AFFECTED. GENERAL CONTRACTOR SHALL BE RESPONSIBLE FOR ADVISING ALL SUBCONTRACTORS AND MATERIAL SUPPLIERS OF THIS ADDENDUM. THE SUCCESSFUL BIDDER SHALL EXECUTE EACH ITEM, HEREIN LISTED, IN COMPLETE CONFORMANCE WITH ALL APPLICABLE SECTIONS OF DRAWINGS AND PROJECT MANUAL. Addendum 3 7287 Addition & Renovation to Poudre River Public Library District's Main Library Page 3 of 37 3-014 The 5.5 week closure was established by the Library board as the only time frame acceptable for full closure to staff and patrons. The intent of the schedule is to complete all tenant interior improvements at the common circulation areas and the areas of highest public interface. We are aware that this is an aggressive schedule requiring longer working days during the holiday season. The time frame is not adjustable, however recommendations on minor scope adjustment between phases to ensure the success of the completion of work during this Phase 1A will be considered within reason. 3-015 Please identify long lead items of concern that may need to be owner procured prior to Contractor contract execution for the success of Phase 1A. If some materials cannot be procured for inclusion in Phase 1A provide alternative scheduling recommendations for their completion. 3-016 Since we are working on a fully developed downtown site, the Owner, through the City (PM) project representative, will work with the general contractor to determine a reasonable allocation (number) of on-street parking spaces (probably north of the library on the south side of E. Oak Street) that may be used by the contractor for efficient performance of the work on this project. These spaces may be signed “For Contractor’s Use only.” Taking this into consideration, we expect the contractor, his employees, and subcontractors to refrain from using other limited-hours on-street parking on streets surrounding Library Park, more specifically, Mathews, Olive and Peterson Streets per A0.1. Workers will be permitted to offload equipment, materials, and tools at the site but must either park in the “contractor’s use only” designated spaces or find other parking. There is parking garage on Remington Street just northwest of the site. 3-017 Please refer to the 1975 A2 drawing attached for existing grade conditions and subsequent soil volume for removal at areas where infill occurs below the overhangs. Excavation needs to allow for the appropriate slab on grade preparation per 2/A9.01 and to allow for finished floor heights per A2.1.1. Remove man-placed fill under all new slab-on grade locations. Over excavation is not required at native soils at slab on grade. Over excavation is required under footings, which occur at the new Vestibule and at the Storage area adjacent to the Transformer. In these locations only 3’ minimum imported structural fill is required for slab performance. See 1975 Sheet A2 3-018 The soils report claims that the existing soil is not suitable for backfill but the earthwork spec says that existing soils removed can be used for backfill, please clarify. Answer: On site soils can be used for non structural backfill. All new slabs will be located in areas that will be excavated to achieve desired finished floor elevation. Per soils report borings all man placed fill must be removed. CTL Thompson will evaluate the extent of removal required on site during periodic visits during construction as requested by the owner under the owners testing requirements to assist with establishing the extents of excavation required. 3-019 Provided that patrons are not disturbed, access to the building for field measurement and coordination will be allowed between 11/15 to 12/1. Plan to do as much as possible during the hours prior to the library being open. Library Hours are: Mon-Thur 9:30am-9:00pm, Friday 10am-6pm, Sat 10am-5pm, Sun 1pm-5pm. 3-020 There is no existing or proposed spray on Fireproofing. Penetrations at rated Addendum 3 7287 Addition & Renovation to Poudre River Public Library District's Main Library Page 4 of 37 enclosures will need to be fire stopped. 3-021 Based on the drawings, there are requirements to upgrade the existing elevator cab finishes. There will not be any upgrades to the elevator controls. 3-022 Where new finishes are called to match existing the expectation is to have items match as closely in color and material as possible. (In the case of the window shades, this will include the openness factor of the existing material). 3-023 Building permit fees will not be waived for this project. 3-024 A State Storm Water Control Permit is not required. A formal engineered Storm Water Management Plan is not required, but what CFC Storm Water will require is an Erosion Control Plan. This can be included on (incorporated in) a grading plan. The contractor will be responsible for erosion control best management practices. So, that means he is responsible for making a conscientious effort at keeping the erosion control measures in place to provide assurance that contaminated water doesn’t enter the storm system. Sheet: Description: Attached 3D -001 1/A2.1.1 1/AD3.1.1 1/AD3.1.2 4/A7.10 A8.1 13/A8.11 Please add door #107B in plan along Grid line C between grid line 3&4 per Drawings and Schedule attached. This will be Door Type K, an insulated coiling door. The steel shown for support of this door on 1/S2.1 is required per design. RCP cloud at the intersection of Grid lines C&4 will need to be deleted in Phase 1 not Phase 2 as currently shown in order to enable the Door to be installed. New ACT8 clouds will remain in Phase 2 per A3.1.2. TO Door in detail13/A8.11 to be 8'-4" A.F.F. AD-01 3 D-002 5/A7.9 6/A7.9 1/A3.1.1 1/A3.1.2 Incorrectly shows ACT 8 above ACT 9, and multiple suspended panels sectioned. Please refer to the reflected ceiling plan sheets for the location of each type of ACT, they are not intended to be duplicated in bays. At Sheet A3.1.1 and A3.1.2 at the intersection of grid lines C&9 in the bay just below Grid line C the correct panel should be ACT 8. Please add this graphically and correct the flag note 9.2 to point to this bay. At A3.1.2, please delete ACT 4 shown in this bay. 3 D-003 6/A7.11 1/A3.2.2 ACT 8 is shown above the suspended acoustical ceiling. However this is confusing as the sloped ACT7 panels shown occur beyond the plane of the ACT8. Suspended panels and adhered panels do not stack. Please refer to reflected ceiling plans for exact panel locations on 1/A3.2.2 for clarity. 3 D-004 3/A7.8 5/A7.10 At 3/A7.1 - Correct note AP-1 shown at all 9 rectangular acoustical panels above the doors - it should be AWT-1 covered w/ PF-1 panel fabric. At 5/A7.10 The 5 unlabeled rectangles shown running along wall above doors should be fabric covered acoustical AWT-1 covered w/ PF-1 panel fabric. 3 D-005 1/S3.0 Shows top of existing pier to be top of void, as void is not necessary at bearing at pier, only over soil span conditions. A minimum depth from final grade of 2’- 6” to bottom of foundations must be maintained for frost depth. The bottom of the grade beam may be raised 4” (the thickness of the void form) as long as the final grade noted on the civil plans allows for a total depth of 2’-6”. In general, top of pier is at 97’-0”. For these piers, 99’-10” is the minimum grade depth does not hold is at grids 6 and 7 along grid line G, where the top of pier elevation is 94’-6”. At these locations, minimum civil grade is 97’-4” (94’-6” + 2’-10” = 97’-4”) for the grade beam to be raised in this location. In general, the grade beam may be raised 4” to accommodate the bottom of void being at the top of pier as long as the minimum frost depth of 2’-6” is still met and the minimum depth of 3’-0” below the slab is still held. 3 D-006 EX01, Item 18 Item 18 is incorrectly noted as a Vault - it is an on grade transformer that is being considered for replacement in its existing location, not to be relocated. See Alternate#1, per Spec Section 01 23 00. Provide replacement costs to provide a transformer per Spec Section 26 22 00. The note pointing to the oval vault to the West of the staff entry (Grids G&6) is to be adjusted by raising the vault lid to meet new grades and should not impact any of the utilities contained therein. 3 D-007 EX01, Item 20 Shows the existing cable TV box to be relocated. Contractor to include costs and coordination for this scope. 3 D-008 AD2.1.1 Note #1 Demo note states to maintain the existing fireproofing integrity. This note refers to the fire caulking and fire sealant integrity at existing and new penetrations. 3 D-009 AD2.1.1 Gen Note 8 States to store salvageable materials in a location directed by owner. This will either be in Storage Trailers located outside the Contractors fenced area (see Drawing sheet A.01), or they will be stored at the New Administrative offices which are to be located across the street at the South East corner of the intersection of Mathews and Olive Street. 3 D-010 AD2.1.1 Keynote 2.17 The removal & relocation of security must be coordinated with the owner as the owner is completing Division 27 work and this system that will have to be adjusted and maintained during the construction process. 3 D-011 AD2.1.1, Keynote 2.45 Every door & frame shown in a wall that is to be removed has a (E) indication. The exception is at Stair 2 keynote 2.45. This door to the exterior will be removed when the addition is secured, and the frame will be repaired at hardware holes to allow for the frame to act as a pass through to the new exit in the addition. 3 D-012 A2.1.1 Item 10.5 RFID Security Gate correlates to spec section 11 51 19. This equipment will be removed and reinstalled by vendor due to warranty requirements at owners expense. 3 D-013 S1.1 Structural Inspections will be performed as required by City and Owner and will be contracted by Owner separately. 3 D-014 1/A3.1.1 1/A3.1.2 Remove exterior graphic at light shelf. Key note 10.9 refers to scope of Alternate No.3 and the interior product per Spec Section 12 26 00. 3 D-015 AD2.1.1 A2.1.1 Alternates 4A would maintain the graphic footprint shown on AD 2.1.1 for the footprint of the vestibule but would provide the biparting doors as shown on A2/1/1 within the existing vestibule shell and for the proposed floor finishes. The Meeting Room will be a divisible space (north and south), and as such, the AV system will be capable of operating in either “divided mode” or “combined mode”. In “divided mode” each room’s AV system shall behave as an independent standalone system. This will enable two meetings to occur simultaneously. In combined mode the air wall shall be retracted and the AV system shall operate as a single system displaying an image in the south meeting room and reproducing a single audio source through the loudspeakers in both rooms. The desired mode of operation shall be manually selected by pressing a button on the control system interface (see below) or via an optional web-enabled control screen. SYSTEM DESCRIPTION OVERVIEW B. Two (2) wall mount control system interface (a 3.5” LCD touch panel with additional buttons) will be provided in each meeting room. This interface will enable functions such as, raising or lowering the projection screens, turning the meeting room projector on and off, selecting the input source to be shown on the screen, making minor adjustments to the audio volume, and selecting whether the system is operating in divided or combined mode. The labeling on the control panel icons and buttons shall be intuitive and self-explanatory to a non- technical user. C. The meeting rooms shall each have a 69”x110” (16:10 aspect ratio) electric motorized front projection screen. The South Meeting Room screen shall be flush mounted in the ceiling. The North Meeting Room screen shall be wall mounted. The screen shall be sized such that in a combined meeting mode that the screen shall be acceptable visible to the farthest viewer (approximately 36’ from the screen surface). Two (2) 4000 ANSI lumen WXGA (1280x800 resolution 16:10 aspect ratio) ceiling-mounted projectors will be provided as well (one for each room). The projector shall be of sufficient brightness such that acceptable image quality and contrast ratio requirements are retained such that the image shall be sufficiently bright and clear even when the lights in the room are left on. North Meeting Room shall be the primary meeting room when the audio video system is in “combine mode” and shall contain all sources for the combined meeting room(s). D. Both the North and South Meeting rooms shall have one (1) wall mount locations to plug in an analog laptop computer, a digital HDMI source (such as DVD player or computer with digital output), and a composite video source. Each input location shall be wall mounted adjacent to the side of the projection screen (such that a presenter can place their laptop on a table or lectern off to the side of the projection screen). The inputs shall be selectable for viewing on the screen via the wall mount touch screen interface. E. The system shall also be capable of using a wired or wireless hand held microphone system. A wired microphone jack shall be installed as part of the aforementioned audio video input plate in each room. A wireless hand held microphone system shall also be supplied such that a person can present from a variety of location in the meeting room. The primary location of the wireless microphone shall be the South Meeting room. When the systems is in “combine mode” the wireless microphone shall be sent to both rooms. F. Sound from video and computer sources and the microphone(s) will be reproduced through speakers installed in the Meeting Room ceiling. The South meeting room shall have six (6) loudspeaker and the North Meeting room shall have four (4) loudspeakers. G. Adjacent to the Meeting Room shall be an AV equipment room that shall house an AV Addendum 3 7287 Addition & Renovation to Poudre River Public Library District's Main Library Page 10 of 37 equipment rack. Contained within the rack shall be the various switching and control devices associated with the Meeting Room AV systems. Do not begin installing signs until deficiencies have been corrected in an acceptable manner. 3.2 INSTALLATION: Locate sign units and accessories where shown or scheduled, using mounting methods of type described and in compliance with manufacturer's instructions, unless otherwise indicated. Comply with referenced accessibility code requirements. Install sign units level, plumb and at height indicated, with sign surfaces free from distortion or other defects of appearance. Panel Signs: Wall-Mounted Units: Attach unframed panel signs to wall surfaces using methods indicated below: Vinyl-Tape Mounting (Typical Locations): Use double-sided foam tape, of thickness indicated, to mount signs to smooth non-porous surfaces. Do not use for vinyl-covered or rough surfaces. Silicone Adhesive Mounting (Vinyl-Covered or Rough Surfaces): Use standard liquid silicone adhesive recommended by sign manufacturer to attach sign units to irregular, porous or vinyl- covered surfaces. Use double-sided vinyl tape where recommended by sign manufacturer to hold sign in place until adhesive has fully cured. Locate signs on the wall adjacent to the latch side of the door (or the nearest adjacent wall) at 60" above finished floor from the centerline of the sign and out of the swing of the door unless otherwise specifically indicated.
