Ben Wright is one of the foremost experts in economic development marketing, with over 18 years of experience,
working primarily in North America. In the ten years since he started U.S. based Atlas Advertising, the company has
grown to serve nearly 70 different economic development clients, in 40+ states and G countries.
Ben started his career in economic development as the Chief Economist for the Metro Denver EDC, in Colorado in
the early 1990s. He brings a wealth of branding, digital marketing, and G1S experience into every client interaction.
Ben helps clients develop and execute innovative marketing strategies, and is a frequent speaker with the International
Economic Development Council, Georgia Tech, Innovation Institute, and various state and regional economic
development conferences.
Having worked all over North America, Ben understands how economic development agencies must compete in a
global marketplace. He applies this passion for places and knowledge of people into Atlas Advertising's very core,
and, thus, into every project.
Ben is a graduate of Stanford Universitv in California with a degree in economics, with emphasis on urban studies.

Peter will anchor the creative and technical aspects of the scope of work. As Atlas Advertising's Senior Technical and
Creative Director, Peter Brown leaves his creative Fingerprints on even project that we take on. He is both a detail -
oriented leader and a quirky creative -thinker, with enthusiastic and immersive energy that translate into every client
engagement and every design.
In addition to a love for art and design, Peter brings his travel experience to the Atlas Advertising place -marketing
table. His extensive experience traveling around the South Pacific Rim, Europe and the U.S. makes him a valuable

Kellv has many different interests. I think that's why I love working in advertising. No day is the same and there is so
much to learn. When I'm not working, 1 love getting outdoors (I'm a classic Colorado transplant) and spending time
with my husband and good friends. Oh, and food. I definitely enjoy discovering and experiencing great tasting food.
As our Director of Digital Marketing, I end up wearing many hats throughout the day. Search engine marketing, email
marketing, social media and blogging are a few of my areas of focus. Kelly also leads Atlas' account staff, a team of
four that is in charge of deliver project on time and on budget for our clients.
Being a part of the research and product development team for our new Atlas InSite (GIS) mapping application has
been a blast. I'd be lying if I said it didn't have its challenges at times, but I don't know of a new product that doesn't.

Branding and Website Redesign
Tucson, AZ has long been considered a resort and retirement community, rather than a destination for business. The
city had a history of infighting and uncoordinated activities, until a new regional organization was formed — Tucson
Regional Economic Opportunities, Inc. Atlas created developed the marketing strategy and new branding for the
region, and developed the community's new website. Since working with Atlas, TREO has recorded 37
relocations, 9,200 jobs and 1.4 billion in new investment for the region.

The City of Webster City, ]A hired Atlas after their largest employer, Electrolux, moved its manufacturing
operations to Juarez, Mexico. As a result the City, who population is approximately 7,000, experienced a
direct loss of 2,000 jobs. Atlas worked with Webster City to create the key stakeholder communication and
marketing plan, "We Build" messaging, and designed a new website for the economic development effort.

Client Communication
Atlas Advertising's Account Team will be responsible for managing the projects we undertake with the Cite' Fort
Collins. The Account Team's objectives are to make sure the projects are completed on time, on budget and with
great quality. We will manage the projects by creating detailed timelines at the onset of the projects. The detailed
timeline will include major milestone dates for both Atlas Advertising and the City of Fort Collins to make sure all
parties are aware of deadlines and process flow. The detailed timeline, contained within a Project Notebook that
houses all documentation of the projects, will help ensure completion of the scope on schedule, and with clear
communication. Additionally, clients will be asked to sign -off on all major milestones within the project to aid in clear
communication behveen the client and agency. The City of Fort Collins will be assigned one Account Executive and
one Senior Project Advisor that will be available to you throughout the project. The Account Executive will be the
client's day-to-day contact to answer questions, provide recommendations, and keep the project moving in the best
direction. The Senior Project Advisor will be a part of all major meetings and presentations to provide consultation
and strategic direction wherever necessary.
At the end of the project, you will have an opportunity to rate our Account Team, project management skills and pour
overall satisfaction with the work completed. Previous survey responses have reported 95 percent of Atlas Advertising
clients were satisfied with our work and 100 percent said that they would recommend its.

We are thrilled to be considered to work with the City of Fort Collins to marketing support services and
community economic development marketing expertise to the city's working group program for improving
access to capital for start-up companies in the region. As you know, in today's tight economy, businesses
and communities must work together to drive economic vitality. Communities must use all that they have
to their advantage. In this case, communicating the programs systematic process to the program's varied
stakeholder audiences is a key component of the strategy. Our approach in particular will focus on how best
translate a process for mapping out the stages of growth for start-ups and how capital has to flow through
business to further the city's economic growth.
To that end, we're pleased to present a proposal that will communicate the recently developed process to a
varied audience of community program decision makers, entrepreneurs and investors. After reviewing your
background, objectives and successful proponent deliverables we believe that, we can establish a
recommended approach to program goal setting, develop a communications plan/ rollout recommendations
and execute the supporting marketing collateral.
Although our name says Atlas Advertising and may give the impression that we are your typical advertising
agency, our work, our passion and our experience says economic development marketing specialists. And it
is because of this economic development acumen that we sincerely believe that we are the best team for the
job. In cities like Omaha Nebraska, we have been the team they turned to when proposing their community
to win specific deals. In Omaha's case, we helped the community win a $50 million investment from
high tech company Yahoo: in 2008. In metro Denver, we helped the region "get back in the game" and
focus on the industries that have driven thelcornmunity's success over the past decade: Renewable Energy
and Aerospace. For another client (TREO) Tucson, AZ we helped CEO Joe Snell, a new executive, surpass
expectations for prospect activity, fundraising, and national recognition, all in a new organization and with a

Scope of Work
A. Brainstorming Workshop
Atlas will lead a workshop in Fort Collins (depending on agenda) that xvill include representatives from
Colorado State University, City of Fort Collins, Rocky Mountain Innosphere, local angel investors, and
venture capital investors. The workshop will focus on establishing program goals and assessing the current
graphical representation of the program. The program will be led by Atlas CEO, Ben Wright
o Post the workshop, Atlas will compile the findings and present them back to the project team in
a PowerPoint format with recommendations moving forward.
Assumptions:
1. Client project team will setup workshop space, invite participants etc.
2. Atlas will prepare agenda and submit to client for review.
3. Atlas will lead workshop.
4. [Vorkshop will not exceed fours in time. Tf workshop nuns over four hours the client will be billed on an bourly
rate. I
B. Creative design and graphical program depiction

Once the final assessment of the workshop is complete Atlas will create a mark for the program with
supporting graphical pieces.
Assumptions:
1. Developing two initial marks. The client will select one murk forAtlas to make one round of conmhdated
revisions
2. Atlas willprovide source files for mark with the final mark in a bori�ontal layout, vertical, black and white etc
3. Atlas will design three PowerPoint templates (based f the three identified client audiences that will consist qf a
coverpage, content page and conclusion page; ivithgraphics and recommended font usage for headlines and body
copy throughout.
4. Atlas willprovide one round ofedits to each template.
C. Program communications and roll out plan
In order to effectively cotmnunicare to gout program and process to your three identified audiences Atlas
will provide an outline of reconunended content for each audience and audit the final PowerPoint copy for
tone, style, grammar etc. Should the client elect Atlas is also available create, audit, and edit all of the
content for each of the three presentations.
