process. The 350 person team managed XBRL filing delivery with spreadsheets, email and instant
messages — a process that was no longer scalable. Once the business process was defined, we evaluated
the requirements and designed a technical solution built on the SharePoint 2010 platform which utilized
lists, document libraries, custom forms, and workflows to automate the process. One of our first tasks
was to upgrade their existing SharePoint 2007 environment to 2010, which included an implementation
of a custom forms -based authentication provider to support non -domain users located in India. Zero
downtime was required to continue operations in processing centers located in the U.S. and India, so
the upgrade was done by building the 2010 farm and migrating the 20 GB of content through a database
attach method. Then, users were transitioned from the 2007 environment to 2010 as they would
complete jobs on the old farm and begin new jobs on the new farm. Implementing forms based
authentication and migrating the existing credential store allowed the users to maintain the same login
information as well. The new workflow system had a major impact on operations and increased on -time
delivery of services to 98% from 67%.

primary responsibility for this contract, the personnel proposed for this contract, and any
supervisory personnel, including partners and/or sub consultants, and their individual areas of
responsibility. A resume for each professional and technical person assigned to the contract,

Award and Contract Process
1. The City reserves the right to award directly as a result of the written proposals. The
City may or may not opt to conduct oral interviews.
2. The selected Contractor shall be expected to sign the City's standard Professional
Services Work Order Agreement prior to commencing Services (see sample attached
to this Proposal). The contract(s) will be awarded for one year with annual reviews and
potential one-year extensions up to a maximum five-year period.

This document is presented in response to the City of Fort Collins Request for Proposal (7253 SharePoint
Consulting) to perform SharePoint Architecture and Migration Services for the new SharePoint 2010 and
existing WSS 3.0 environments.
Neudesic is uniquely positioned to deliver to the scope and desired timeline of this architecture and
migration through the combination of our technical experiences performing similar implementation and
migrations to SharePoint 2010, our business experience in leading organizations and their users through
this change, and our experiences working with 3rd party migration tools. As one of the Top 10 National
System Integrators for Microsoft, Neudesic brings the breadth and depth technical, analytical and
management experience required to successfully deliver a project of this scope and complexity.
Additionally, in this response, Neudesic will illustrate how our experience, methodologies, business
acumen and technical expertise will create a valuable partnership with the City of Fort Collins and result
in a successful conclusion of this project.

RFP SUBMITTAL REQUIREMENTS
Please answer all of the following questions/requirements, following the same format of this
questionnaire. Your response should repeat the question and then answer the question.
1. Methods and Approach: Describe your expected or recommended approach, including a clear and
detailed description of your proposed "cutover strategy". Describe the anticipated interaction
with the City. Provide an outline of your anticipated schedule for completing consultant tasks.
Neudesic believes in a collaborative approach as part of designing and implementing any SharePoint
solution. The Neudesic SharePoint Architect will actively be engaged with the City of Fort Collins team
members to ensure successfully architecture planning, system implementation, content migration, and
support. As part of this collaborative approach daily status reports will be created for project sponsors
to ensure effective communication of project accomplishments, project issues, and potential project
risks.
Based on the project requirements outlined in the City of Fort Collins RFP Neudesic proposes the
following timeline and tasks to accomplish the implementation of a SharePoint Foundation 2010
enviornment on City of Fort Collins infrastructure along with content migration from the currently
hosted WSS 3.0 environment.

Neudesic's cutover strategy for the City of Fort Collins encompasses planning, communication, and
infrastructure related activities. The first step of the cutover strategy involves careful planning to
determine the sequence and timing of events for the cutover date and negotiation and determination of
the acceptable system down time. During this planning process all activities, roles and responsibilities,
training and timing will be identified and communicated. Before the system cutover takes place users
will be notified of the activities taking place and how it impacts their interaction with the existing and
new SharePoint environments. As part of the cutover strategy, the existing WSS 3.0 environment will
need to be set to read-only while backups are received and content is upgraded to SharePoint 2010.
During this read-only period users will be instructed to save modified documents to their local machines
until the SharePoint 2010 production environment is online. Once the content is upgraded from WSS 3.0
to SharePoint 2010 and thoroughly tested, all infrastructure activities will take place including the DNS
switch from the hosted WSS 3.0 environment to the City of Fort Collins SharePoint Foundation 2010
environment. From this point, access to the new system will be verified and final communications will be
sent to end -users including the communication that users can now upload their modified documents to
the new system.
2. Deliverables: Given the list above under Required Services/Deliverables, provide us with your plan
to achieve them (not to exceed two pages).
Establish City of Fort Collins SharePoint Foundation 2010 Deployment Plan
From past experience with SharePoint 2010 implementations Neudesic has created logical and physical
architectural planning worksheets using the Neudesic SharePoint Implementation Framework. These
planning worksheets ensure that all necessary SharePoint infrastructure, services, and related
components have been appropriately planned before requesting server hardware and installing and
configuring SharePoint. The Neudesic SharePoint Architect will work closely with the City of Fort Collins
team to complete and finalize these documents based on system requirements. Once these planning
worksheets have been completed and approved, the Neudesic SharePoint Architect will request the
necessary hardware and infrastructure for the new SharePoint 2010 production environment and
supporting environments for the content migration and upgrade.
Migration of Current Site
Assuming a site collection backup will be received from the WSS 3.0 hosting provider, Neudesic
recommends the following approach to migrating and upgrading content from the WSS 3.0 environment
to the SharePoint Foundation 2010 environment.
1. Install and Configure temporary WSS 3.0 environment
2. Install and Configure the SharePoint Foundation 2010 environment
3. Obtain the site collection backup from the hosting provider
4. Restore WSS 3.0 site collection backups to the temporary WSS 3.0 environment

5. Run the SharePoint pre -upgrade scanner on the temporary WSS 3.0 environment to identity any
potential upgrade conflicts
6. Remediate upgrade conflicts identified by the pre -upgrade scanner
7. Use a database detach upgrade approach to upgrade the WSS 3.0 content to SharePoint 2010
8. Verify upgraded content on the SharePoint Foundation 2010 environment
9. Verify security and access to content on the SharePoint Foundation 2010 environment
Execute SharePoint Foundation 2010 Deployment, Implementation, Configuration and Deployment
In order to provide the City of Fort Collins with a scalable and reliable SharePoint Foundation 2010
environment, the Neudesic SharePoint Architect will work closely with the City of Fort Collins Team to
perform the following tasks:
• Request hardware and infrastructure based upon approved SharePoint planning worksheets
• Configure and Patch the Windows Server OS on all farm servers
• Configure and Patch SQL Server Database Server
• Install SharePoint 2010 Pre -requisites on the SharePoint Web and Application Server(s)
• Install and configure the SharePoint Foundation 2010 environment based upon approved
SharePoint planning worksheets
o An Installation and Configuration guide will be documented and maintained during this
process
• Baseline System Performance for load and stress testing
• Configure Farm Administrator and Service Application Administrator security for City of Fort
Collins Support Team and external users
• Implement DR strategy based upon analysis and feasibility
• Perform initial base configuration of the Business Connectivity Services Service Application for
integration of SharePoint and external applications
• Perform a database detach upgrade to upgrade the WSS 3.0 content to SharePoint 2010
• Validate upgraded content and system access
• Perform load and stress testing on the SharePoint Foundation 2010 environment

SharePoint Architect will perform support and maintenance tasks on an as -needed basis required by the
City of Fort Collins.

encompassing architecture, installation, configuration and solution development. These projects have
spanned the breadth of intranet, extranet and public internet sites on the SharePoint platform. Our
practice has deep experience on all versions of the SharePoint product dating back to the first release of
SharePoint 2003. Neudesic has broad experience performing migrations to the SharePoint 2010
platform. Our migration experience includes the migration of existing SharePoint 2007 and 2003
environments to SharePoint 2010 or building SharePoint solutions from the ground up.

Fortune 500 Mining Company
A Fortune 500 mining company needed to upgrade their aging infrastructure and SharePoint 2003
environment to SharePoint 2010. Not only did they require an architectural upgrade to sustain a new
SharePoint 2010 environment with FAST Search capabilities, they needed to address business issues
regarding records management, training, governance, content processing and an entire redesign of their
intranet including branding and a site reorganization to reflect their growing needs. Our SharePoint
architect helped design, install and configure a nine server farm that was implemented to ensure high
availability, with web application and site collection architectures to support moving content to region
specific farms if needed. Our SharePoint Analyst worked with subject matter experts from the mines to
design a new Operations Portal with functionality to address each region's needs. Master pages and
templates were designed to give all the sites a cohesive look and feel. Departmental managers were
interviewed to address their records management, governance and content processing/migration site
requirements. To ensure adoption, internal marketing of the new site and role -based training for users
was strategically implemented to produce the biggest impact. A rollout plan integrating all of these
business needs was created to ensure a smooth transition for each region.
Online Resource for Family History Research
To keep their technology up to date and support additional business needs, the IT team at our client
began an effort to upgrade their internal SharePoint 2007 environment to SharePoint 2010 Server
Enterprise. Neudesic engaged to provide expertise and guidance on the proper upgrade approach for
their environment and assist with upgrade tasks including branding, custom code upgrades, and
troubleshooting. Our SharePoint Architect worked closely with both IT and the business stakeholders to
define the upgrade process and perform the needed tasks within the desired timeframe. Since time for
end -user training was limited, Neudesic recommended not performing the visual upgrade until a later
date. This approach allowed users to continue portal operations without confusion. The upgrade itself
was done successfully through a database attach method which eliminated the additional cost of 3`d
party tools. All custom code solutions were also properly upgraded and tested prior to the deployment
to ensure the installation provided the necessary functionality to the end users.
