share the highest percentage of revenue back with a city.
Therefore not surprisingly, the companies with billboards
tend to spend minimal efforts on producing revenues from
buses, placing them as a low priority product under bill-
boards. A close examination of the current vendor's rate
card is interesting, they haven't even listed the Front Bus
Panel as marketable inventory, and their rates are signifi-
cantly less than other small markets here in Colorado.
Our strategy at StreetMediaGroup to produce revenues is
simple; we are completely and totally focused on maximiz-
ing our revenue numbers from the only product we market,
our transit flee. In addition, from our long history of rela-
tionships within the Fort Collins community, and business
relationships with national and regional agencies, we bring
both as strengths in our ability to maximize revenues from
the transit fleet.
Our revenue projection models are attached to show our
expectations for the Transfort buses, and the impact of our
signage ideas for producing revenues. You will find two
models, one showing the extra signage outside the frames
(pg 14), and one model with just the current panel inventory
as listed in the RFP (pg 13). In addition, our revenue percent-
age and guarantee form immediately follows (pg 15). Both
models reflect a significant panel rate increase above the
current vendor's rates which we would implement these
rates for the Transfort inventory. Our rate card for Colo-
rado Springs is also attached (pg 15) which we would simply
add the Fort Collins inventory under the same advertising
rate structure.
An important point to highlight above all else; the best
value to Transfort is not merely the highest percentage of
revenue, or the Minimum Guarantee, but ultimately the
success of the vendor. The vendor who believes in the value
of transit advertising will sell that advertising at the highest
rates achievable, thereby actually producing more revenue
to the City than a higher percentage offered but factored
against lower sales numbers. The vendor who is commit-
ted to maximizing revenues will neutralize the benefit of a
minimum guarantee by always exceeding the MAG with
higher revenue production. StreetMediaGroup brings a
strong track record of experience and success specific to
marketing transit advertising. SMG is positioned perfectly
with all the important elements to make the most of the
opportunity with Transfort buses.
One final benefit to Transfort; during our survey of the
Transfort Fleet, we discovered several buses that needed
some branding graphics refreshed with new vinyls. SMG
will pay for the removal and reinstallation of damaged vinyl

Shelters and Benches advertising.
Although we have just recently began working with Mr. Young on some informal type of
proposals for bus advertisement (which we currently handle in house), Mr. Young was
highly recommended to us by "The Gault Company' who runs the bus and benches
advertisement in Colorado Springs. I have found Mr. Young to be extremely cooperative
and very attentive to our needs here in Pueblo, and he has acquired a number of very

time to help us during our transition process now that the Lamar Company have

Street Media Group, LLC (SMG) is led by CEO, Gary D.
Young, who brings 29 years of experience, from offices here
in Fort Collins, in marketing transit mediums for munici-
palities and transit agencies. Mr. Young founded Outdoor
Promotions, Inc in 1984 when he first started with the City of
Fort Collins in providing benches at the bus stops. Over the
years his company expanded their services to include buses
and bus shelters. He also operated from regional offices
in Denver, Salt Lake City, and Las Vegas as well. He has
established, directed, and operated over 30 different munic-
ipal and transit authority advertising programs, most from
the initial concept on to full deployment of inventory and
then overseeing daily operations. He resigned last year as
CEO after he had successfully taken the company to annual
revenues of over $5,000,000.
In addition, his work with municipalities throughout the
Denver metro area in establishing bus shelter advertising
programs, lead to him installing the original 5 bus shelters
with advertising for Transfort 2000. It was a pilot program
directed by Tom Frazier, former Transfort General Manager,
to acquire citizen feedback on the concept of a full citywide
program. He went on to provide a successful bid in 2001 to
become the City's vendor to develop out the full advertising
shelter program enjoyed today.
Since spring of 2010, Mr. Young has managed and marketed
the transit buses for the Gault Company, who has the
current bus advertising contract with the City of Colorado
Springs. During this time, he brought fresh ideas for gener-
ating revenues by expanding the advertising space to areas
outside the frames. SMG coined the phrase "Larger Than

Street Media Group has completed a survey of the current
fleet of Transfort buses. Our findings confirm that implement-
ing our strategies will make a significant impact to increasing
the annual revenues from their current levels for Transfort.
