SCOPE OF WORK
for
MAGNOLIA OUTFALL FEASIBILITY INVESTIGATION
The intention of this scope of work is to define the work effort for Anderson Consulting
Engineers, Inc. (ACE) to conduct a feasibility investigation of the alternative Magnolia Outfall alignment
east of College Avenue, as identified in ACE's 2009 proposal to the City of Fort Collins. The purposes of
this investigation are to refine the current conceptual design and identify potential fatal flaws in
directing the Magnolia Outfall through the Udall Property.
Task 1. Field Reconnaissance and Review of Available Information
This task will include one site visit to be conducted with City staff in order to assess site
conditions at the south end of the Udall Property and visually evaluate potential alignments for the
Magnolia Outfall. The field reconnaissance effort will include an identification of possible limitations
and restrictions with respect to pipe alignment and outlet location/configuration along the bank of the
Poudre River.
All pertinent available information will be collected and reviewed, including but not necessarily
limited to: (a) sanitary sewer survey information along Olive Street, to be provided by the City; (b) the
Baseline Hydrology and Selected Plan of Improvements for the Old Town Basin [ACE, 2003]; (c)
background Information associated with the plan and profile of the alternative alignment, as identified
in the ACE proposal for the Magnolia Street Stormwater Outfall Project [ACE, 20091; (d) the "Water
Quality Master Plan, Conceptual Alternatives for the Old Town Basin," [ACE, 20111; and (e) detailed
topographic site mapping of the Udall Property [King Surveyors/ACE, 2011].
Task 2. Feasibility Evaluation
Based on the field reconnaissance and review of available data, the conceptual -level plan and
profile prepared for the ACE proposal will be modified to avoid, if possible, all existing sanitary sewer
crossings of the proposed outfall alignment between the river and the Remington/Magnolia
intersection. If it appears that construction depths would be excessive in this configuration,
consideration will be made for intersecting sanitary sewer lines less than 12 inches in diameter with the
proposed storm sewer and protecting the sanitary sewer(s) accordingly.
A basic StormCAD model will be prepared using this Initial storm sewer configuration. The
proposed storm sewer will be analyzed using 100-year discharges In an effort to optimize pipe sizes by
allowing surcharging of the system. Assuming the initial storm sewer can be reduced in size,
adjustments will be made to the profile in order to minimize pipe depths to the extent possible. The
StormCAD model will be modified and the system re -analyzed to confirm proper performance.
Two storm sewer outlet configurations to the Poudre River will be considered at a conceptual
level, one pipe outlet customized to local bank conditions and one open channel configuration with a
hardened spill to the river. Special consideration will also be given to the 90-degree bends at the
Olive/Mathews intersection and the Mathews/Magnolia intersection. The size, depth and location of
the specials required to make double 45-degree bends at these intersections will be considered in terms
of constructability. Finally, constructability along both Olive Street and Mathews Street will be
investigated with respect to the width of disturbance required for the pipe size and depth, along with
other possible utility conflicts.
A graphical plan and profile of the resulting Magnolia Outfall configuration will be produced. In
addition, sketches will be prepared for the areas of special consideration, including the storm sewer
outlet at the river and the two 90-degree bends. A brief report will be prepared documenting the
feasibility evaluation. Recommendations will be included concerning the viability of the alternative
alignment and future considerations for final design of the system.
