John, please find attached the bid comparison for Bid No. 7251 Transfort Concrete Repair. All
bids are correct, and JAGS Enterprises is the apparent low bidder. The ICE (Engineer Estimate)
was 6% below the low bid, largely due to the variation of item 202.01, Removal of Structures and
Obstructions. This item includes removal of existing conduit and utilities inside of CSU's steam
tunnel, and is extremely unique in nature.

I have obtained two positive references for JAGS Enterprises from the City of Loveland and
Weld County. The bid prices appear reasonable, and I therefore recommend award to JAGS
Enterprises.

Comparable work included concrete pavement R&R at Yuma Municipal Airport
totaling $80,000. Only had one problem with submittals prior to construction
getting mix design approved — took longer than expected. Contractor was properly
equipped to do the work. Same project manager ran the project for the duration
and was really knowledgeable. No liquidated damages or change orders. Would
hire this contractor again.

Comparable work — rehab, curb, gutter sidewalk, crosspans, alley R&R $450,00.
No problems, complaints addressed immediately. Spike Hoffman managing the
project. Impressed with results — slower than last contractor but with good results.
Not missed any deadlines. Have completed Parks work in Loveland also, Parks
director was impressed with results. Suitable manpower and equipment to do this
type of work. Take pride in work — more than qualified with current staff. Timely
with paperwork. Would hire this contractor again. Was initially concerned with
low prices, but no corners have been cut.

Annual bridge rehabilitation, constructing reinforced concrete headwalls at
irrigation canals - non -aesthetic. On time, no liquidated damages, paperwork
good, right manpower and equipment, would recommend for concrete work for
non -decorative work. Consistent staff on the job for 2 projects over 3 years.
