Scope of Services: • Provide on -call playground surfacing installation and design services. • Work closely with City Project Managers from project conception to completion, providing professional services for plan documents, renovation design and documentation, general notes, specifications, construction notes and details suitable for construction, and construction installation and observation services, assisting in calculation of plan quantities, details, and other work related to producing plan documents • Attend coordination and review meetings, public meetings, and coordinate with other City of Ft. Collins contractors to ensure successful project planning, implementation and completion. • Provide a playground surfacing product compatible with Industry standards, having IPEMA certification, a five-year STANDARD warranty, aliphatic binder (in the top or wear layer), and full compliance with ASTM standards as well as City of Fort Collins Parks Standards for playground surfacing (Attachment B). • Complete standard projects and repairs efficiently, cost effectively, and in a timely manner. • Work closely with City Project Managers to provide and execute solutions for complex projects. • Provide construction and/or design services to produce the best possible product and within the budget constraints associated with a project, submitting final drawings to the City in AutoCAD and as Mylar documents, when required. Performance Surfacing is a creative, innovative, and reliable Playground Surfacing Construction Contractor, eager and capable to service the City of Ft. Collins playground surfacing needs. May occur at temperatures over 400 DEG F ( 204 DEG Q MSDS Number BTR-1119 9.0 Toxicological Information Acute Eye Effects: Liquid, aerosols or vapors are irritating and can cause tearing, reddening and swelling. If left untreated, cornea damage can occur and injury is slow to heal. However, damage is usually reversible. (See Section VI for treatment). Acute Skin Effects: Isocyanates react with skin protein and moisture and can cause irruption which may include the following symptoms: reddening, swelling, rash, scaling or blistering. Cured material is difficult to remove. Acute Inhalation Effects: Vapors or mist at concentrations above the TLV can irritate (burning sensation) the mucous membranes in the respiratory tract (nose, throat and lungs) causing runny nose, sore throat, coughing, chest discomfort, shortness of breath and reduced lung function (breathing obstruction). Individuals with a pre-existing, non-specific bronchial hyper reactivity can respond to concentrations below the TLV with similar symptoms as well as asthma attack. Exposure well above the TLV may lead to bronchitis, bronchial spasm and pulmonary edema (fluid in the lungs). These effects are usually reversible. Chemical or hypersensitive pneumonitis, with flu like symptoms (e.g. fever, chills) has also been reported. These symptoms can be delayed up to several hours after exposure. Acute Ingestion Effects: Can result in irritation and corrosive action in the mouth, stomach tissue and digestive tract. Symptoms can include sore throat, abdominal pain, nausea, vomiting and diarrhea. Chronic Eye Effects: None found Chronic Skin Effects: Prolonged contact can cause reddening, swelling, rash, scaling, blistering, and in some cases, skin sensitization. Individuals who have developed a skin sensitization can develop these symptoms as a result of contact with very small amounts of liquid material or as a result of exposure to vapor. Chronic Inhalation Effects: As a result of previous repeated overexposures or a single large dose, certain individuals develop isocyanate sensitization (chemical asthma) which will cause them to react to a later exposure to isocyanate at levels well below the TLV. These symptoms which can include chest tightness, wheezing, coughing, shortness of breath or asthma attack, could be immediate or delayed (up to several hours after exposure). Similar to many non-specific asthmatic responses, there are reports that once sensitized, an individual can experience these symptoms upon exposure to dust, cold air or other irritants. This increased lung sensitivity can persist for weeks and in severe cases for several years. Overexposure to isocycantes has also been reported to cause lung damage (including decrease in lung function) which may be permanent. Sensitization can either be temporary or permanent. 10.0 Disposal Considerations Waste and container disposal must be in accordance with federal, state, and local environmental control regulations. Incineration is the preferred method. Empty containers must be handled with care due to product residue. Decontaminate prior to disposal. BTR-1110 is a fast curing Under for use in hot and or cool damp climates on waml substrates. Cure time is entirely dependent upon the temperature and moisture available, USES: BTR-1110 is designed for binding rubber granules in the production of synthetic recreational and sports surfacing. The rubber/binder mixture may be covered with additional BTR 1110 or other OTS Company pigmented coatings that are designed for this purpose. I Typical Properties Coverage / Usage: The usage rate of the material will be dependent on the type of rubber and the method of use, and is normally in the range of 15-21 % of binder to the weight of the rubber. The installer is responsible for the determination of the "ad quantity and proportions based on his rubber type and mix. Adequate ventilation is required during the application process. Respiratory sensitization is possible. Approved eye protection and gloves are rocornmende ! during application. Shelf life of product stored in original containers is approximately 12 months. BTR-1110 must be protected against moisture. BTR-1110 is packaged in 5 gallon (44#) pails, 55 gallon drums (48511) and totes. Installation Guitlelines The surface to be coated must be dean, dry and free of oil, grease, and dirt and any foreign residue. BTR-1110 is ready for use as supplied and should be mixed with dry rubber granules in a paddle mixer until the granules are fully coated and vathout dumps. Do not over mix. This mixture is normally applied by experienced technicians with hand trowels to a specified thickness in order to obtain a uniform, level surface. The cure time varies with temperature and humidity. High temperature and high humidity wall decrease cure time while lour temperature and low humidity will increase it. That the surfacing system will withstand negative and positive deck movement. That the surfacing system will not peal, delaminate or detach from the substrate as a result of normal weather conditions. And that the surface includes DuraPlay Primer, DuraPlay Base, and DuraPlay Wearing Surface. The foregoing warranty shall continue for a period of 5 years commencing from the date of final inspections of the DuraPlay Surfacing System as shown above, provided that the Owner gives DuraPlay written notice of any defects in the surfacing system within thirty days from the discovery of such defects. The foregoing Warranty does not cover defects of damage caused by (1) structural or design defects; (2) misuse, vandalism, civil disobedience, acts of war; (3) any condition caused by any negligence or accidents in maintaining the Surfacing System; (4) acts of God, including lightning, hurricanes, tornados, earthquakes, fumes, flood, chemical fumes, foreign substances in the atmosphere or by other unusual natural occurrences. The obligations contained herein do not cover any material used on the Surfacing System which was not supplied by DuraPlay unless specifically identified above. Any claim of defect in material in the Surfacing, System must be made in writing to DuraPlay as set forth above within the Warranty Period. This Warranty will not cover damage resulting from the application, repairer or sub- sequent work on the project without written approval from DuraPlay of the methods and materials to be used and the party who will apply those materials. During the term of the Warranty, DuraPlay, its agents, employees and assigns shall have free access to inspect the Surfacing System during business hours. Upon completion of the installation of the Surfacing System, DuraPlay or their representatives shall inspect the installation to ascertain if the surfacing system is installed in accordance with the proper specifications and details provided by DuraPlay, Inc. This Warranty shall become effective only upon approval of the installation and when all bills for the components of the Surfacing System and for the application of the Surfacing System have been paid. The Warranty shall become null and void if, in the sole judgement of DuraPlay, any of the following events shall occur: (1) if, after installation of the Surfacing System, there are any alterations or repairs made to the project that affect any component of the Surfacing System in any way; (2) failure by the Owner or any of the Owner's tenants to use reasonable care in maintaining the Suracing System: or (3) Owner fails to comply with every term or con- dition stated herein. DuraPlay's failure at any time to enforce any of the terms or conditions stated herein shall not be construed to be a waiver of such provision. This Warranty shall apply only to the original project Owner as set forth above, and any assignment of any rights hereunder by the Project Owner without the express written consent of DuraPlay shall be null and void. Manufacturer's Specifications General Specifications Product: DuraPlay Surfacing System DESCRIPTION: Provide all materials, labor and equipment necessary to install the Duraplay Surfacing System, a poured in place safety surface designed for playgrounds and water play areas. COMPOSITION: Duraplay Surfacing System consists of two layers. A. Basemat made of 100% recycled styrene butadiene rubber (SBR) mixed with polyurethane. B. Top Surface made of ethylene propylene diene monomer (EPDM) mixed with polyurethane MATERIALS: A. Duraplay Primer: A single -component moisture cured polyurethane primer. B. Duraplay Binder: An elastic polyurethane pre -polymer, MIDI based, low odor, capable of excellent weath- ering and binding characteristics. Binder shall contain no TDI Monomers. C. Duraplay Black SBR: Shall be recycled SBR Rubber 1. Shall be chopped to 1-3mm or 3/8" shredded granules and contain less than 4% dust. 2. Available in any mixture of above colors. 3. Thickness is nominal 1/2" or 2.2 Ibs per square foot.. QUALITY ASSURANCE: A. Qualifications 1. The Applicator/ Installer shall be trained and approved by Duraplay, Inc. 2. All components of the Duraplay Surfacing System shall be obtained from Duraplay or its authorized distributors. No substitutions or additions of other materials shall be submitted without prior written permission from Duraplay, Inc. 3. Acceptable substrates for the Duraplay Playground System include asphalt, concrete and compacted stone. 4. Other substrates shall be approved by Duraplay, Inc. prior to application. 5. Systems to be considered equal to those specified herein shall be approved by the Architect, in writing, at least ten working days prior to the project bid date. B. Delivery, Storage and Handling: 1 Deliver all materials in original unopened packages with labels intact. 2. Store all materials protected from weather and at temperature not less than 400 F (40C). C. Job Conditions: 1. Ambient air temperature shall be 40OF (4°C) or greater and rising at the time of installation of the Duraplay System and shall remain at 40OF or greater for at least 3 days after application. 2. Adjacent materials and the Duraplay System shall be protected during installation while curing and/or unattended from weather and other damage. TECHNICAL INFORMATION: A. Applicable Standards 1. Top Surface: 79% EPDM Rubber Granules, 21 % Polyurethane Binder INSTALLATION: A. Inspection: Prior to application of DuraPlay Playground System, the substrates shall be examined for compliance with the contract document of Duraplay specifications. The general contractor and architect shall be advised of all discrepancies. Work shall not proceed until unsatisfactory conditions are corrected. B. Duraplay Primer: 1. Apply primer by spray or short nap roller at the rate of 300 square feet per gallon. Do not over saturate substrate. Prime area 1 1/2-2 feet around perimeter and any adjacent vertical barriers such as playground equipment support legs, curbs or edging that will contact the surfacing system. NOTE: Do not use Duraplay primer over compacted stone. C. Duraplay Base Mat: 1. Apply mixed binder/SBR at desired thickness using a screed bar. 2. Using a steel pool trowel, even binder/SBR mixture. Be sure to continuously lubricate trowel with kerosene, diesel fuel or soapy water. Do not saturate surface with these lubricants. 3. As the mixture is leveled apply a downward pressure onto the surface so that the mixture compacts tightly. 4. Check surface to be level. 5. Allow to dry for a minimum of 24 hours or until no indentations can be made by foot traffic. D. Duraplay Top Surface: 1. Apply mixed binder/granule at desired thickness using a screed bar. 2. Using a steel pool trowel even rubber/granule mixture. Be sure to continuously lubricate trowel with kerosene, diesel fuel or soapy water. 3. As the mixture is leveled apply a downward pressure onto the surface so that the mixture compacts tightly. 4. Check surface to be level. 5. Allow to cure for a minimum of 48 hours prior to usage. At the end of the minimum curing period, verify that the top surface is sufficiently dry and firm to allow foot traffic and use without damage to the surface. Do not allow foot traffic or use of the surface until it is sufficiently cured. E. Edge Detail: See DuraPlay brochure. WARRANTY: Our standard warranty period is 5 years from the date of completion for all 100% color jobs. All Jobs containing black in the top course or jobs in water applications also receive a standard 5 year warranty. PROTECTION: It is the responsibility of the customer to provide security to protect the drying surface from footprints and vandalism. CLEANING AND MAINTENANCE: DuraPlay Surfaces, like any flooring material, require periodic cleaning. The frequency of cleaning depends on the intensity and type of traffic on the surface. DuraPlay Surfaces are self-sufficient; therefore, excessive cleaning is needed only when outside contaminants are introduced. In some cases, dissolved salts in water ("hard water") or the environment can cause a whitish film to develop on the DuraPlay Surface. If this occurs, immediate cleaning is necessary to enhance the original colors of the surface. The Cleaning Process: For "whitish" film or mildew deposits, we recommend using Soft Scrub with Bleach to clean the surface. Initially dilute the Soft Scrub at a proportion of 1 part cleanser to 2 parts water and mix well. Scrub the surface with a stiff - bristled scrub brush. Rinse well with water. If the stains persist, repeat the process above with a 1 to 1 cleanser/ water ratio. For excessive residue, use the cleanser without diluting. Another method of cleaning is pressure washing with a light spray nozzle (caution — heavy spray nozzles may damage surface). Exposure well above the TLV may lead to bronchitis, bronchial Ll spasm and pulmonary edema (fluid in lungs). These effects are usually reversible. Chemical or hypersensitive pneumonitis, with flu -like symptoms (e.g., fever, chills) has also been reported. These symptoms can be delayed up to several hours after exposure. CHRONIC EXPOSURE: As a result of previous repeated overexposures or a single large dose, certain individuals develop isocyanate sensitization (chemical asthma) which will cause them to react to a later isocyanate exposure at levels well below the TLV. These symptoms, which can include chest tightness, wheezing, cough, shortness of breath or asthma attack, could be immediate or delayed (up to several hours after exposure). Similar to many non-specific asthmatic responses, there are reports that once sensitized, an individual can experience these symptoms upon exposure to dust, cold air or other irritants. This increased lung sensitity can persist for weeks and in severe cases for several years. Overexposure to isocyanates has also been reported to cause lung damage (including decrease in lung function) which may be permanent. Sensitatization can either be temporary or permanent. Skin Contact: Acute Exposure: Isocyanates react with skin protein and moisture and can cause irritation which may include the following symptoms: reddening, swelling, rash, scaling or blistering. Cured material is difficult to remove. Chronic Exposure: Prolonged contact can cause reddening, swelling, rash, scaling blistering, and is come cases, skin sensitization. Individuals who have developed a skin sensitization can develop these symptoms as a result of contact with very small amounts of liquid material or as a result of exposure to vapor. Eye Contact: ACUTE EXPOSURE: Liquids, aerosols or vapors are irritating and can cause tearing, reddening, and swelling. If left untreated, corneal damage can occur and injury is slow to heal. However, damage is usually reversible. CHRONIC EXPOSURE: None Found Ingestion: ACUTE EXPOSURE: Can result in irritation and corrosive action in the mouth, stomach tissue and digestive tract. Symptoms can include sore throat, abdominal pain, nausea, vomiting and diarrhea. CHRONIC EPXOSURE: None found 2.0 First Aid Measures Inhalation: Move to an area free from risk of further exposure. Administer oxygen or artificial respiration as needed. Obtain medical attention. Asthmatic -type symptoms may develop and may be immediate or delayed up to several hours. Consult your physician should this occur. Skin Contact: Remove contaminated clothing. Wash affected skin thoroughly with soap and water. Wash contaminated clothing thoroughly before reuse. For severe exposures get under safety shower after removing clothing, then get medical attention. For lesser exposure, seek medical attention if irritation develops or persist after the area is washed. Eye Contact: Flush with copious amounts of lukewarm water for at least 15 minutes, holding eyelids open at all times. Refer individual to physician or ophthalmologist for immediate follow-up. Full emergency equipment with self- contained breathing apparatus and full protective clothing should be worn by fire fighters. During a fire, vapors and other irritating, highly toxic gases may be generated by thermal decomposition or combustion. At temperatures greater than 400 DEG F (204 DEG C), this product can be polymerized and decompose which can cause pressure build-up in closed containers. Explosive rupture is possible. Therefore, use cold water to cool fire -exposed containers. 4.0 Accidental Release Measures Cover the spill with sawdust, vermiculite, Fuller's earth or other absorbent material. Pour decontamination solution over spill area and allow to react for at last 10 minutes. Collect material in open containers and add further amounts of decontamination solution. Remove containers to safe place, cover loosely and allow to stand for 24 to 48 hours. Wash down area with decontamination solutions. Decontamination solutions: non-ionic surfactant Union Carbide's Tergitol TMN-10 (20%) and water (80%); concentrated ammonia (3-8%), detergent (2%) and water (90-95%). Respiratory protection is recommended during spill clean-up. 5.00 Handling and Storage Handling Precautions: Avoid breathing vapors or mist; Avoid contact with eyes, skin or clothing: Do not expose containers to open flame, excessive heat, or direct sunlight. Storage Requirements: Storage temperature: Minimum 40 DEG F (5DEG C) / Maximum 150 DEG (66 DEG Q. Store in tightly closed containers to prevent moisture contamination. This product reacts slowly with water to from CO2 gas. This gas can cause sealed containers to expand and possibly rupture. Do not reseal if contamination is suspected. Store in cool/dry area. 6.0 Exposure Controls/Personal Protection Engineering Controls: Educate and train employees in safe use of this product. Follow all label instructions. Local exhaust should be used to maintain levels below the TLV whenever this product is processed, heated or spray applied. For spray applications, an air -supplied respirator must be worn. All ventilation should be designed in accordance with OSHA standard (29 CFR 1910.94). MSDS Number BTR-1119 Protective Equipment: An air -supplied respirator must be worn during spray applications, during long- term (over 1 hour) exposures when the product is heated or in environments of high concentrations near the TLV, an air -purifying respirator equipped with organic cartridges or canisters and dust filters can be used.
