We have listed a number of frequently asked questions related to the bartending service with general answers. The Colorado Liquor Code provides all the information we require for serving and providing alcohol beverages lawfully but there are many different interpretations of those laws and rules. The answers we have provided have been verified wif It Liquor Enforcement and statements have been added in italics that are copied directly from the liquor code. If you would like to review the liquor code please go to www.Colorado.roy(reveiiue(liquol- or contact art% of the liquor law officials in your cities or county they are very helpful. CAN I HAVE A CASH BAR? Cash bars are not permitted. An exception would be a Special Events Permit, which permits the sale of alcohol beverages by the drink and may be issued by local and state licensing authorities to qualifying entities. Qualified entities are explained in the next question. It is unlawful for any person (e)To buy any vinous or spirituous liquor from any person not licensed to sell at retail as provided by this article except as otherwise provided in this article; (f) To sell at retail any malt, vinous, or spirituous liquors in sealed containers without holding a retail liquor store or liquor -licensed drugstore license, except as permitted by section 12-47-301 (6)or any otherprovision of this article; (g) To manufacture, sell, or possess for sale any alcohol beverage unless licensed to do so as provided by this article or article 46 or 48 of this title and unless all licenses required are in full force and effect; (h) (i) To consume malt, vinous, or spirituous liquor in anypublic plare except on any licensed premises permitted under this article to sell such liquor by the drink for consumption thereon; to consume any alcohol beverage upon any premises licensed to sell liquor far consumption on the licensed premises, the sale of which is not authorized by the state licensing authority; to consume alcohol beverages at any time on such premises other than such alcohol beverage as is purchased from such establishment; or to consume alcohol beverages in any public room on such premises during such hours as the sale of such beverage is prohibited under this article DO I QUALIFY FOR A SPECIAL EVENTS PERMIT? If you are a qualified non profit organization you can apply for a Special Events Permit at you local liquor licensing office. To qualify for a permit you must be incorporated under the laws of the State oj'Colorado for purposes of asocial, fraternal, patriotic, political, or athletic nature, and not for pecuniary gain; a regularly chartered branch, lodge, or chapter of a national organization or society organized for such purposes and being non profit in nature; a regularly established religious or philanthropic institution; or a political candidate who has filed the necessary reports and statements with the Secretary of State pursuant to Article 45, Title 1, C.R.S. Permits are issued for a specific location and are not transferable to any other location or entity. _4 special events permit may not be issued to any entity for more than 10 days in a calendar year. Sandwiches or other food snacks must be available during all hours of service of malt, vinous, or spirituous liquors. If you would like to read more information about permits please read 12-48-102 then 108 of the liquor code on line. Information about an Art Gallen Permit is not provided in our information. Please read 12-47-422 of the Colorado Liquor Code. CAN WE SERVE ALCOHOL AT OUR OPEN HOUSE? If your open house is an invitation only event you may serve alcohol. If your open house allows the public to attend you can not serve alcohol to the public. THE LIQUOR WAS DONATED FOR OUR FUND RAISING EVENT. CAN WE SERVE. THE LIQUOR TO OUR GUESTS" If it is an invitation only event and it is not open to the public in any way, you may serve the liquor to your guests. I ou can not charge any entrance fee, cover charge, or ask for a suggested donation. It is then considered that money was exchanged for an alcohol drink. Atstochment --;-- CAN 101 PROVIDE A LICENSED BARTENDER FOR OUR EVENT? There are no licensed bartenders. Your bartender should complete a training program approved by the Liquor Enforcement Division. TIPS or Training for Intervention Procedures is in compliance with the standards for seller and server training. This program is for the education and training for the responsible service, sale and consumption of alcoholic beverages. 1 our bartendin_ service should also be insured and able to provide a certificate when requested. SOMEONE 1 KNOW HAS 4 LIQUOR 110ENSE AT THEIR ESTABLISHMENT. CAN HE PROVIDE THE ALCOHOL AND sF IT AT MY EVENT? \O. There is no such thing as a roving liquor license. The license was issued to the premises specified on the liquor license and all alcohol purchased for that premises must be sold at that premises. I f the caterer holds a liquor license it is for the premises specified on the liquor license and all alcohol purchased for that premises must be sold at the premises. They can not serve. sell or provide liquor from their licensed prernises to an off site event. NOTE: Some caterers provide bartending service and their own certified bartenders for their events. The same rules apply to them. No Cash Bars and liquor can not be served or given away unless it is an invitation only event or a Special Event Permit is obtained. DO YOU CHECK ID'SY YES. As servers of alcohol we must make certain that the people we are serving are of legal age. The company is a professional bartending and event planning service. The experienced, TIPS certified (Training for Intervention Procedures, Attachment 1), and insured bartenders serve liquor and manage events safely for business, corporations, organizations, and individuals. The Sapphire Events team is ready and excited to provide exceptional, efficient service with quality products to compliment the newly remodeled Lincoln Center. 1. EXPERIENCE Connie Matsuda is the owner of Sapphire Events and will be the manager. She has operated a successful catering/event coordinating business for 20 years. Custom Cakes & Catering started in 1985 as a full service off -site caterer and in 1993 registered a DBA 19th Green, Inc. as the concession and beverage service at the Mountain Vista Golf Course. 19th Green operated successfully for 11 years. When the golf course sold in 2004 the 19th Green was purchased by the new owners. The catering business continued until 2005. Custom Cakes and Catering was then closed and Connie continued with the event planning. She was then needed to help care for her father with Parkinson's disease and her mother with cancer. After her father's passing it was possible to work again and Connie was anxious to get back into business. Sapphire Events was then started in 2010 and with help from her daughter Jaclyn they started taking jobs for bartending services and event planning. Connie is TIPS certified. Jaclyn Matsuda will assist with managing. Jackie is 27 years old and attended Front Range Community College for two years in business. She has participated in both the catering and concession businesses. She started working at 19t Green concession at the golf course on the beverage cart and later was given the assistant manager position to help with ordering of product and employee scheduling. Jaclyn has also worked at the Lincoln Center for Toast of the Town and feels Sapphire Events can greatly improve the service Lincoln Center deserves. She is currently working for Sapphire Events and completes estimates, meets with clients, plans events and is also a bartender. Jaclyn is TIPS certified. Chris Davison is another qualified employee that will assist with managing and ordering. Gross sales are defined as total concession sales excluding sales tax as stated in Exhibit B Proposal Form Operating Expenses: LABOR --The $65,000 is an estimate since we are unsure of the amount of liquor events held and the number of bartenders needed for each event. LIQUOR PURCHASES —Cost of liquor is estimated at 29% of gross sales NON ALCOHOLIC/SNACK PURCHASES ---Estimated cost of purchasing sodas, mixers, juices, candy, peanuts, chips, fruit snacks and other miscellaneous snack items SUPPLIES—Eco Cups, napkins, stirrers and fruit condiments for drinks INSURANCE ---General Liability, Liquor Liability and additional insured charge estimated by Tim Beckett of John Beckett and Associates. We already may this insurance from Nautilus Insurance Company but will need to increase the insured amounts as required. WORKERS COMPENSATION —Sapphire Events LLC is already insured as required with Colorado Casualty Insurance. ADVERTISING ---Estimated for the brochures that Lincoln Center will need to present to clients holding private events. ACCOUNTING —Preparation of our income taxes UTILITIES -TELEPHONE —Cost of telephone offsite LICENSE & DUES —New application for city liquor license$500.00. State fee for new license $1025.00. $20.00 Fingerprint charge and $38.50 CBI charge. ATF yearly charge is $250.00 LIQUOR OCCUPATION TAX ---City of Fort Collins Charge per year $1600 PAYROLL TAXES ---Total payroll of $65,000 x .0765%=$4972.50 LINCOLN CENTER FEE—$250,000 x 14% our offer—$36,000 HEALTH INSURANCE —Health Insurance for manager SALARY —Monthly salary of $1000 each per month for managers of Sapphire Events. Connie, Jaclyn and Chris Exhibit A old. He originally attended Colorado State University for Hotel and Resort Management. While in school at this time, he was a bartender at a local restaurant as well as cook. He was responsible for ordering product and scheduling kitchen staff. He later attended Colorado College of Real Estate and procured his license to practice residential real estate. Chris re -enrolled at CSU where he finished his degree in Health and Exercise Science with a concentration in Sports Medicine in December, 2010. Chris is TIPS certified and has been with Sapphire Events since opening. Sapphire Events will staff 3 full time Managers of which there will always be at least one manager on duty at all scheduled events. In the case of multiple events, we will staff multiple managers accordingly. Sapphire currently staffs several part-time employees. If our bid is accepted, we will hire prospective bartenders based upon prior experience, a good attitude, and ability to provide friendly customer service. Each hired bartender will be required to complete the TIPS certified course prior to serving any alcoholic beverages. Also, each bartender will be instructed on how to properly and professionally serve each guest, in order to provide consistent conformity throughout the serving process. Sapphire Events will hire a diverse group of competent employees to represent the company, The Lincoln Center, and the Fort Collins community as a whole. We will also look to hire several bar assistants that will be scheduled to assist the bartenders during larger events. Bar assistants will be responsible for keeping inventory stocked, re -filling ice, and keeping the bar and table areas clean and tidy. We will schedule employees for events based upon the tables below (for the first few months we will over -staff by a few employees for the larger events to buffer any unforeseen demands). This research was approved by Officer Younger and Sapphire Events provides this information to all our clients. It is included in this proposal (Attachment 2). 2. FINANCIAL Sapphire Events LLC is a new company formed in October 2010. Sapphire Events started with a personal loan from Connie Matsuda of $1150.00 to pay for licenses, insurance and some portable equipment. If we are awarded the bid, Connie and Kenji Matsuda will loan the company or we will consider applying for a line of credit for liquor license fees and start up costs required for Sapphire Events. Therefore we have provided a copy of the bank statement for the account which will support Sapphire Events (Attachment 3). 3. PRODUCTS Sapphire Events believes that the newly renovated Lincoln Center should offer a reasonable and professional selection of drink choices to the paying patrons. The increased attention to bar detail and upgraded, professional service will reflect on the time, energy and money that has gone into making the Lincoln 3 Exhibit A Center a modern and sophisticated Performing Arts Center in Northern Colorado. The improvements with three permanent bars and two portable bars coupled with increased, trained staff will ensure that the demand for beverages will be met effectively, efficiently and with a smile. Furthermore, in order to serve beverages as quickly as possible to patrons during intermissions, Sapphire Events proposes a pre -drink ordering system. During performances that include intermissions, we will post signage at each active station informing patrons of this option. If they so choose, we will get their first name and last initial and give them a ticket. Five minutes prior to intermission, we will prepare their drink and place it on their ticket for convenient pick-up. A complete list of initial product inventory as well as prices can be found on Attachment 4. We have also included a preliminary order checklist for the Lincoln Center Events Coordinator in order to streamline private events requests (Attachment 5). A brochure with services offered, attire options for staff, as well as beverage prices and choices for clients interested in private events has been attached (Attachment 6). 4. OTHER INFORMATION Have you ever held or do you currently hold any financial interest, direct or indirect, in any retail liquor establishment, distillery, importing or wholesale liquor license? Yes. Connie Matsuda held an Optional Premises License issued by Larimer County at the Mountain Vista Greens Golf Course from 1993 to 2004. Do you plan to be an active participant in the management and operation of the concession? Yes. Connie Matsuda will be the principal manager and supervise all operations of the concession. She will also be responsible for bookkeeping with help from her husband Kenji Matsuda who holds a degree in accounting from Colorado State University. About TIPS TIPS (Training for Intervention ProcedureS) is a dynamic, skills -based training program designed to prevent intoxication, drunk driving and underage drinking by enhancing the fundamental "people skills" of servers, sellers and consumers of alcohol. TIPS gives individuals the knowledge and confidence they need to recognize potential alcohol - related problems and intervene to prevent alcohol -related tragedies. TIPS training sessions vary in length from two to five hours. Eight customized versions of the program address concerns specific to the environment. TIPS sessions can be administered through a certified TIPS Trainer or through eTIPS, an online training program. Training conducted by a trainer is implemented through video and printed materials to facilitate discussion of the course content. Course material is presented in three sections: Information, Skills Training and Practice/Rehearsal. Training conducted through eTIPS is implemented through a computer and served over the web. eTIPS Training is self - paced and can be administered at anytime. At the end of either type session, participants complete a multiple-choice exam. Participants who pass the exam receive a certification card, valid for three years in most areas.
