Sealed bids will be received and publicly opened at the office of the Director of Purchasing and
Risk Management, PO Box 580, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80522,
at the time and date noted on the bid pro�osal and/or contract documents. If delivered, they are
to be sent to 215 North Mason Street, 2" Floor, Fort Collins, Colorado 80524. If mailed, the
address is P.O. Box 580, Fort Collins, 80522-0580.
Bids must be received at the Purchasing Office prior to 3:00 p.m. (our clock), May 10,
2011.

2. Come by Purchasing at 215 North Mason St., 2nd floor, Fort Collins, and request
a copy of the Bid.
Special Instructions
All bids must be properly signed by an authorized representative of the company with the legal
capacity to bind the company to the agreement. Bids may be withdrawn up to the date and hour
set for closing. Once bids have been accepted by the City and closing has occurred, failure to
enter into contract or honor the purchase order will be cause for removal of supplier's name
from the City of Fort Collins' bidders list for a period of twelve months from the date of the
opening. The City may also pursue any remedies available at law or in equity. Bid prices must
be held firm for a period of forty-five (45) days after bid openings.
Submission of a bid is deemed as acceptance of all terms, conditions and specifications
contained in the City's specifications initially provided to the bidder. Any proposed modification
must be accepted in writing by the City prior to award of the bid.
Only bids properly received by the Purchasing Office will be accepted. All bids should be clearly
identified by the bid number and bid name contained in the bid proposal.
No proposal will be accepted from, or any purchase order awarded, to any person, firm or
corporation in default on any obligation to the City.

PART2 - PRODUCTS
2.1 DESCRIPTION OF PRODUCT

2.2 ACCEPTABLE MANUFACTURER

B. Substitutions must be approved a minimum often (10) days before bid. All approved
manufacturers shall be notified in writing before the bid date and shall not be allowed to bid
without written notification.
C. Alternate suppliers must meet the qualifications and provide proof of certifications listed
under section 1.7 QUALITY ASSURANCE.
D. Alternate suppliers must provide equivalency to the specified paint system.
E. Alternate suppliers must provide proof that their designs do not infringe on patents or
copyrights.
2.3 MATERIALS
A. STRUCTURAL FRAMING:
Structural steel tube minimum ASTM A500 grade B, "I" beams, tapered columns, open
channels, or wood products shall not be accepted for primary beams. Frame will have a

B. COMPRESSION MEMBERS:
Compression Ring: Structural channel or welded plate minimum ASTM A36 or
Compression Tube: Structural steel tube minimum ASTM A500 grade B.
C. STRUCTURAL FASTENERS:
ASTM A325 high strength bolts and A563 high strength nuts, ASTM A307 anchor bolts.
E. PRIMARY ROOF SYSTEM OF "R" PANEL/MULTI-RIB METAL ROOFING:
Multi -rib roofing shall be 24 gauge ribbed galvalume steel sheets with ribs 1 3/16" high and
12" on center. Roof surface shall be painted with Kynar 500 to the manufacturer's standard
color TBD. Ceiling surface shall be white. Roof panels shall be factory precut to size and
angled to provide one-step installation.
1. Metal roofing trim shall match the color of the roof and shall be factory made of 26 gauge
Kynar 500 painted steel. Trim shall include panel ridge caps, eave trim, splice channels,

roof peak cap, and corner trim as applicable for model selected, reference drawings for
additional information. Painted screws and butyl tape are included.
2. Ridge Caps shall be preformed with a single central bend to match the roof pitch and
shall be hemmed on the sides.
3. Roof peak cap shall be supplied on all buildings (that do not include a cupola).
4. Thirty pound felt and nails shall be provided when T&G roof deck or SIP roof deck is
ordered along with metal roofing.
2.4 ACCESSORIES/OPTIONAL
2.5 FABRICATION
A. All steel fabrication of tubes and plates shall be factory controlled under a documented
Quality Management System. All parts shall be permanently etched with identification
numbers. Fabrication facility will be experienced for a minimum of ten years in precision tube
and plate fabrication. Cumulative experience in fabrication will not be an acceptable
alternative.
B. Certified AWS welders shall make all welded connections in accordance with AWS
Specifications and trained by an on -staff AWS Certified Welding Inspector.
PART 3 - ERECTION
A. FOOTINGS:
The shelter shall be set on prepared footings designed by Poligon, anchor bolts to be
provided, and concrete slab (if required) provided by others. The design engineer shall be
presented with complete information about the site including soil bearing and lateral load
capacity. If soil data is not provided, the design engineer will design footings to the minimum
values identified in IBC Table 1804.2 Allowable Foundation and Lateral Pressure. The
contractor must use appropriate construction practices for the specific site conditions.
B. Install all components according to manufacturer's installation instructions and these
specifications.

PorterCorp limits its warranty to the supply of materials that will fit, be structurally
sound, and can be assembled with normal expertise and with tools required and found

limited to repair or replacement of nonconforming material at time of delivery.

PorterCorp does not warrant product for defects caused by erection, harsh site
conditions, lack of maintenance, and/or other conditions beyond PorterCorp's
control.
PorterCorp shall not be held liable for field alterations. PorterCorp shall not be held
liable for meeting unspecified building codes or for updating designs or
specifications to meet new building codes or insurance standards either existing or
updated. PorterCorp shall not be responsible for delays due to missing and/or
nonconforming parts. Parts short -shipped and non -conforming parts will be replaced
or reworked by PorterCorp as a top priority. Any rework of non -conforming parts by
the contractor must be authorized by PorterCorp prior to rework. PorterCorp shall
not be liable for any act of God, fire, vandalism, settlement, incidental or
consequential damages, erosion of foundation, or extreme site conditions.
This Limited Warranty supersedes all other warranties expressed or implied.
The warranty on metal roofing, fabric, and shingles will be as passed through
PorterCorp's Supplier as per their warranty, contact Customer Service for Supplier
Warranty.
This Limited Warranty is conditional upon payment in full to PorterCorp within
terns. PorterCorp will not be held responsible for any materials that were not
properly stored prior to installation. Liability under this Warranty is limited in that it
shall not exceed the original sales price of the components as supplied by PorterCorp.

Bids must be furnished exclusive of any federal excise tax, wherever applicable.

Bidders not responding to this bid will be removed from our automated vendor listing for the
subject commodities.
The City may elect where applicable, to award bids on an individual item/group basis or on a
total bid basis, whichever is most beneficial to the City. The City reserves the right to accept or

SCOPE OF WORK
Responsible for providing and delivering three (3) 10' X 10' shelters to job site, unloading of
shelters and installing shelters for a complete product. There will be no electrical to shelters and
no concrete pad. Contractor will be responsible for fine grade work after installation. Contractor
will be responsible for obtaining any necessary permits, the city will pay permit fees.
Picnic shelter specs: 10' X 10' steel square hip shelter, 24 gauge precut multi rib metal roof
panels, powder coated frame, anchor bolts, 6" square buried columns with footings, freight and
engineered stamped drawings. Color to be specified by owner.

1. STANDARD POLI-5000 FINISH:
a. For quality control purposes, steel shall be cleaned, pretreated and finished at a
facility owned and directly supervised by the manufacturer. Steel shall be shot
blasted to SSPC-SP10 near -white blast cleaning. SSPC-SP2 hand tool cleaning will
not be an acceptable alternative. Parts shall be pretreated in a 3 stage iron
phosphate or equal washer. Epoxy primer powder coat to be applied to parts for
superior corrosion protection with a top coat of Super Durable TGIC Powder Coat.
For environmental purposes, finish shall allow no VOC emissions.
b. For quality control purposes the supplier applying the powder coat shall be PCI 4000
S Certified which covers meeting the requirements in: pretreatment, ovens and
curing, control, application area, quality control, training, maintenance, customer
satisfaction, safety, process incoming quality control, and loading, unloading, and

c. All visible areas of exposed nuts, bolts, and washers for frame and ornamentation
connection shall be powder coated to match the frame to minimize installer's time in
touching them up. The threads shall be protected for ease of installation (nuts, bolts,
and washers).

d. If there is a functional cupola, all exposed structural bolts shall be painted to
minimize installer's time in touching them up.
e. All heads of fasteners for purlin and u-clip connections shall be painted to minimize
installer's time in touching them up.
f. Sample production parts shall have been tested and meet the following criteria:
1) Salt spray resistance per ASTM B 117/ ASTM D 1654 to 5000 hours with no
creep from scribe line and rating of 10.
2) Humidity resistance per ASTM D2247-02 to 3000 hours with no loss of adhesion
or blistering.
3) Color/UV resistance per ASTM G154-04 to 2000 hours exposure, alternate

As a minimum the engineering calculations submitted shall include the following:
1. Building Codes and design manuals used for calculations.
2. Formulas used for determining loads specific to project location.
3. Three dimensional modeling input, model geometry, and analysis results.
4. Member design results and controlling load cases.
5. Connection design for bolts, welds, and plate thicknesses.
6. Foundation design including vertical and lateral load effects. Foundation designs must
include the worst case effects due to wind or seismic loads.
C. The pre-engineered package shall be a pre-cut and pre -fabricated package that shall
include powder coated structural frame members, roof material, fasteners, and trim as well
as the installation instructions. The structure shall be shipped knocked down for minimum
shipping charges. Field labor will be kept to a minimum by pre -manufactured parts. No
onsite welding will be permitted. Connection bolts shall be concealed within the tubing
where possible.
D. Where possible, tube column to concrete base will be surface mounted with all anchor bolts
hidden within the column. Each column will have a minimum of four anchor bolts to meet
OSHA safety requirements.
E. Where possible, the structure will have a moment connection at the top of the column and a
pinned connection at the base of the column to ensure a clean connection at the base,
reduce the size of the concrete foundation, and provide for one-step concrete installation
process.
1.6 SUBMITTALS
A. GENERAL SUBMITTAL:
Submit 4 sets of signed and sealed submittal drawings by a Professional Engineer licensed
in the State of Colorado and 2 sets of calc books.
B. Structural calculations shall be in conformance to item 1.5 B under System Description.
1.7 QUALITY ASSURANCE
Provide evidence of commitment to quality craftsmanship as demonstrated by the following:

1. The product shall be designed, produced, and finished at a facility owned and directly
supervised by the supplier who has at a minimum of ten years under same ownership

making steel frame pre -manufactured shelters. Staff members' cumulative experience in
fabrication will not be an acceptable alternative.

1.8 DELIVERY AND STORAGE
Installer shall unload materials with necessary equipment (no hand unloading), store covered
out of weather, and keep out of direct sun. The owner's representative shall inspect parts within
48 hours of delivery, compare with manufacturer's bill of material, and report any missing or
non -conforming parts to manufacturer within this time.
