This scope includes an optional task that addresses hydraulic modeling, in the event modeling Is required. For the Lemay Avenue at Dry Creek project, rood surface elevation tolerances only apply along the street centerline (crown). These tolerances require that post -project rood surface elevations along the street centerline, within the regulatoryfloodplain, be constructed no higher than 0.01 feet above the corresponding pre -project road surface elevations; however, there is no restriction on post -project road surface elevations being lower than pre -project road surface elevations. If the above criterion cannot be met an alternate criterion will be considered prior to resorting to hydraulic modeling. This alternate criterion would allow individual spot elevations to exceed the 0.01-foot threshold, provided that the corresponding flow area over the street crown, below the 100-year water surface elevation, has increased for the post -project condition. This can occur when other post -project spot elevations along the street crown profile are lower than pre -project elevations to the extent that they compensate for the road elevotion(s) that exceed the normal threshold. This scope of work assumes that survey data points of post -project road surface elevations will be provided by the City as a text file, in State Plane coordinates. It is also assumed that the City will provide a hard copy map showing post -project road surface elevations, with this map stamped and signed by a registered Professional Land Surveyor (at the discretion of the City Surveyor, this map may provided as a PDF file). Task 1. Data Collection/Review and Base Map Preparation ACE will collect all available information that is pertinent to the project, including: (a) post - project condition survey data; (b) effective hydraulic model for Dry Creek; and (c) effective floodplain/ floodway mapping for Dry Creek, available through the Stormwater Department as a series of GIS shape files. ACE will also conduct one site visit to visually verify post -project conditions. Also as part of this task, ACE will prepare a base map in AutoCAD' showing the effective floodplain and floodway boundaries for Dry Creek in the vicinity of Lemay Avenue, channel cross sections used in the effective hydraulic model, and post -project survey points along the centerline (crown) of Lemay Avenue. Task 2. No -Rise Certification for Lemay Avenue at Dry Creek ACE will review the pre -project street centerline profile (as depicted in the effective hydraulic model) and post -project condition survey data also along the street centerline. A graphical profile will be prepared showing both pre -project and post -project condition road surface elevations. Road surface elevations will be compared throughout the regulatory floodplain with respect to meeting the tolerances identified above. If the 0.01-foot threshold is not met at all locations within the floodplain, then a cross -sectional (centerline profile) area evaluation will be conducted in accordance with the alternate criterion identified above. A brief memo will be prepared that discusses the critical areas of the project with respect to meeting City floodplain regulations, and whether or not the post -project condition meets these floodplain regulations. Assuming that all post -project condition road surface elevations or the cross sectional area along the street centerline meet the tolerances identified above, a City of Fort Collins No -Rise Certification will be prepared and submitted to the Stormwater Department with a copy sent to the WFC2011.05_LemayOryCr_mw.dwx Page 1 of 2 ANdERSON CONsulliNc, ENCIiNEEnS, INC. It is noted that any changes to the documentation or no -rise certification required due to Stormwater Department comments are not included in this Scope of Work. This task will Include up to two (2) meetings with Streets Department Staff and/or Stormwater Department Staff to define the project limits and intent, as well as project requirements with respect to floodplain regulations. Coordination via telephone and email will be provided on an as -needed basis throughout the course of this task. Task 3. Hydraulic Modeling for Dry Creek at Lemay Avenue This task will be pursued if the identified road surface elevations do not meet the required tolerances. This task will include hydraulic modeling of a short reach of Dry Creek in the vicinity of Lemay Avenue using the effective HEC-RAS model for Dry Creek. A duplicate effective analysis of the 100-year event will be conducted to verify the effective hydraulic model. A post -project condition hydraulic analysis of the 100-year event will be completed utilizing the available post -project condition survey elevations of the street centerline. A comparison of effective and post -project condition 100-year water surface elevations will be made at each cross section. Assuming that all post -project condition water surface elevations are no higher than 0.01 feet above the corresponding pre -project condition water surface elevations, a memo will be prepared documenting the analyses and their results. As identified in Task 2, a City of Fort Collins No -Rise Certification will be prepared and submitted to the Stormwater Department with a copy sent to the City's Project Manager. It is noted that any changes to the documentation or no -rise certification required due to Stormwater Department comments are not included in this Scope of Work. This task will include up to one (1) additional meeting with Streets Department Staff and/or Stormwater Department Staff to define the requisite hydraulic analyses and the results of these analyses. Coordination via telephone and email will be provided on an as -needed basis throughout the course of this task. If the hydraulic analyses reveal increases in post -project condition 300-year water surface elevations above the 0.01-foot threshold, possible options for mitigating these increases will be discussed with Streets Department Staff and pursued under a separate scope and budget.
