APP Water Restoration Project (#7214)
Design Contract Budget: determined by project, up to $5,000
The Art in Public Places Program seeks to commission an artist/team who lives within 75 miles of
Fort Collins to work with the Vater Restoration Project Team. The artist/team will work with the
Project Team to develop and perhaps, install a design for a 30" tall and approximately 65' long wall
that will divert water from the Poudre River into an historic channel that flows by the
Environmental Learning Center in SE Fort Collins. The team is looking for an artist who can
enhance, yet blend this structure into its natural setting. Non-invasive construction techniques must
be used.

PROJECT
DESCRIPTION
The Cache la Poudre River is Colorado's first National Wild and Scenic River. It begins in the peaks
of Colorado's Rocky Mountain National Park along the Continental Divide, and flows down the
slopes of the Front Range, through the city of Fort Collins. Due to repeated flooding events, the
Poudre River has changed its alignment on the East side of the city. As a result of this realignment, a
structure required to maintain a water right is missing which sometimes results in an inadequate
amount of water flow into the historical channel of the river near the site of the Environmental
Learning Center. In order to maintain the existing water right and riparian ecosystem, a 30" tall wall
is going to be installed to divert the first 100 cfs of natural water flow into the channel. The
historical channel flows past the Colorado State University Environmental Learning Center where
experiences are provided to advance the field of environmental education and to connect people
with nature.
The goal of this project is to maintain the City's In -Channel diversion water by replacing an existing
structure and preserving the existing environment. The artist designed wall must blend into the
natural environment in color, shape, and texture, and use low impact construction techniques.
Possible construction materials are: a foundation of concrete grout anchored to bedrock, concrete
with additives for color and stamped or tooled texture, vegetated, partially grouted rip -rap, boulders,
etc. The City Utility Department will engineer and pay for the footing and other structures below
ground.
Safety & Durability - The work is intended to be a permanent addition to the City of Fort Collins.
Design and installation must consider that the work will be situated in a public river and subject to
the elements and potential vandalism.
Site — The project area is located near the Environmental Learning Center located at 2400 South
County Road 9, on the east side of Fort Collins, Colorado.
ELIGIBILITY
This project is open to all artists/artist teams that reside within a 75 mile radius of Fort Collins,
Colorado. The artist will work with a Project Team selected by the City of Fort Collins.
MEDIA
All media appropriate to this project will be considered.
BUDGET
The total design contract amount for all applicable expenses, which includes all expenses, including
fees for consulting with the design team, travel, and materials, shall be an amount up to $5,000.
SELECTION PROCESS
An artist will be chosen during an initial review process. A selection committee may consist of
members of the APP Board, representatives from the Water Restoration Project Team, and a City

Purchasing Department representative. The committee will review application materials and make a
final decision. The selection committee reserves the right to reject any or all entries at any time in
the review and selection process.
The selected artist will be awarded a design contract and work with the project team to develop
concepts for the site, then create a detailed proposal, budget and timeline for the art element(s). .
Progress reports and payments will be made as contracted. Final approval of the design will be by
the APP Board and possibly the Fort Collins City Council. Depending on the final design and
materials proposed for the project, the artist may be awarded a construction contract to fabricate the
wall for this project, or the City may make other arrangements for construction of the project.
SELECTION CRITERIA
1. Suitability of the artist to the project as demonstrated in resume and letter of intent.
2. Quality of artist's previous work as demonstrated in digital images and references.
APPLICATION MATERIALS TO BE SUBMITTED
Please submit one (1) copy of the following_ materials:
1. Current resume' outlining your professional accomplishments as an artist.
2. A one -page letter of intent describing how you would approach this project and your past experiences with
working in a design team process.
3. Numbered image fist with artist name, title, medium, dimensions, cost, location, date, and description of
the artwork.
4. Names and phone numbers of two professional references.
In addition to the above materials please also submit:
1. No more than eight digital images/disc (total) of your previous relevant work. Digital images should be
presented in a jpeg format up to 300 dpi, maximum 1024 l 768 pixels on a PC compatible CD -ROAM. When
opened, each image File should appear in the proper orientation. Please label each image with artist's last
name and image number matching the artist's image list.
2. A self-addressed stamped envelope for return of notification. Discs will not be returned unless requested.
Do not include a proposal, graphic rendering or illustration with this application.
Entries that do not submit all of the required items will not be reviewed.
The Art in Public Places Program is not responsible for lost or damaged discs.
NOTICE
All proposals submitted must meet all applicable City codes and Charter requirements. The City of
Fort Collins reserves the right to reject all proposals and to waive irregularities or informalities.
Artists are not to contact the project community/neighborhoods for an APP project unless arranged
through Ellen Martin, APP Coordinator for the City.
