The purpose of this letter is to outline the events that occurred on Friday, September 5, 2008. The City of Fort
Collins has several sand trap profiles set up with Allied Waste and we use your company to coordinate the clean -out
and disposal of these sand traps.
Gildner Pipeline (subcontracted through Allied Waste) was scheduled to arrive at the City Park Shop located at 413
S. Bryan at 8:00 am on September 5, 2008, to clean out and pump the sand trap. Key Energy (subcontracted through
Allied Waste) was scheduled to arrive at 9:00 am to transfer the liquids from the Gildner truck into the Key Energy
truck. The Gildner Pipeline truck did not arrive and come into the building until about 9:45 am. The Gildner driver
told Brenda, the parks employee contact, that he was lost and that was why he was late.
Shortly after Gildner's truck arrived, the Gildner driver approached Brenda and told her that he could take all the
waste and that we did not need the other driver. Brenda then contacted me because she was concerned that
something was not right. At that point, the Gildner driver was on the phone with me trying to negotiate an
arrangement to do business directly with them instead of Allied Waste. The Gildner driver indicated that we could
save a lot of money by eliminating Allied Waste. I told the Gildner driver that we had other sand traps that needed
to be cleaned out and that the Key Energy truck would be used. I then requested Gildner Pipeline and Key Energy
to come to 700 Wood Street when they were done at the Park shop.
Here are several other issues that occurred throughout the day regarding Gildner Pipeline:
• Gildner Pipeline refused to fill out a manifest before leaving the Park shop. The Gildner driver told Brenda
that he would get one `at the next stop'.
• One Gildner Pipeline employee was not wearing a shirt. Neither Gildner Pipeline employee was wearing
any type of personal protective equipment.
• It appeared that Gildner Pipeline was having difficulty cleaning the sand traps and transferring liquids from
their truck to the Key Energy truck.
I have two specific concerns regarding the events described above. situation. My first concern relates to the extra
costs that were incurred by the City of Fort Collins because the Key Energy truck had to wait on Gildner Pipeline
truck to arrive and start. I expect the City not to be charged for the lost time incurred by Key Energy. My second
concern is the unprofessional manner in which Gildner Pipeline employees conducted business with City employees.
I expect the in the future that Allied Waste subcontractors conduct themselves professionally. I appreciate the
cooperation of Allied Waste in resolving both of these issues.
