Renewable Energy Test Site
SUBMITTAL REQUEST NO. 7056
Summary
The City of Fort Collins, Utilities Department (Utilities), a municipal electric utility, is
soliciting statements of interest from qualified entities to utilize city -own property for the
purposes of renewable energy (RE) product testing.
This solicitation will result in a one-year agreement that has the potential to be annually
renewed for up to five years.

Background
The City Council of the City of Fort Collins (City) ratified an updated energy policy in
January 2009 embracing aggressive goals for energy efficiency improvements in the
community and increased utilization of renewable energy. In line with these goals
Utilities has launched a "215i Century Utility" initiative and created a sustainability plan —
one of the first to be submitted by a municipal utility to the Global Reporting Initiative
("GRI"). The focus of these activities emphasizes triple bottom line objectives,
minimizing negative impacts and maximizing positive impacts on the community and the
environment.
Program Concept
This request for a statement of interest aligns with the Utilities sustainability focus in
encouraging parties that may find value in utilizing city -owned ground for the purposes of
renewable energy product testing.
The intent of the offer from Utilities is to make available at no cost potential sites typically
ranging from 1/2 to 2/3 acre in size for purposes of research and development of
renewable energy systems (such as but not limited to photovoltaic arrays and associated
system components) ranging in capacity up to 100kW. Parties responding to this
request would be expected to bear the cost of all modifications, installations, and
improvements on the available sites and restore these sites to near -original condition
(details arranged per mutual agreement) upon completion of the contract period. The
City would retain the benefit of all energy and renewable attributes of the installation
during the period of use.
General Criteria
Statements of interest received will be reviewed and considered based on 1) prior
experience with similar projects, 2) stated time frame to begin installation, 3) details as to
the nature of the RE product to be tested, 4) evidence of capital and resources to
complete the proposed installation, 5) evidence of business stability increasing likelihood
of successful completion of the proposed activity over the one to five year time frame.
Submittal requirements:
Parties responding to this request should include:
1) Description and/or plan for proposed utilization of City site
2) Description of prior experience with similar installations
3) Proposed time table for development and operation of renewable energy project.
4) Statement of business viability — evidence of business history, funding, and business
activity supporting your ability to commit to and carry to completion the proposed testing
activity.

Written proposals, two (2) copies will be received at the City of Fort Collins' Purchasing
Division, 215 North Mason St., 2"d floor, Fort Collins, CO 80524. Submittals will be
received before 3:00 p.m. (our clock), July 27, 2009. Submittal No. 7056. If delivered,
the submittals are to be sent to 215 North Mason Street, 2"d Floor, Fort Collins, CO
80524. If mailed the address is P.O. Box 580, Fort Collins, CO 80522-0580. Electronic

The City of Fort Collins is subject to public information laws, which permit access to most
records and documents. Proprietary information in your response must be clearly
identified and will be protected to the extent legally permissible. Submittals may not be
marked 'Proprietary' in their entirety. Information considered proprietary is limited to
material treated as confidential in the normal conduct of business, trade secrets,
discount information, and individual product or service pricing. Summaryprice
information may not be designated as proprietary as such information may be carried
forward into other public documents. All provisions of any contract resulting from this
request for proposal will be public information.
Sales Prohibited/Conflict of Interest: No officer, employee, or member of City Council,
shall have a financial interest in the sale to the City of any real or personal property,
equipment, material, supplies or services where such officer or employee exercises
directly or indirectly any decision -making authority concerning such sale or any
supervisory authority over the services to be rendered. This rule also applies to
subcontracts with the City. Soliciting or accepting any gift, gratuity favor, entertainment,
kickback or any items of monetary value from any person who has or is seeking to do
business with the City of Fort Collins is prohibited.
Collusive or sham submittals: Any proposal deemed to be collusive or a sham proposal
will be rejected and reported to authorities as such. Your authorized signature of this
proposal assures that such proposal is genuine and is not a collusive or sham proposal.
The City of Fort Collins reserves the right to reject any and all submittals and to waive
any irregularities or informalities.
