Prepared by: Rob Piane rob.piane@deigh[on.com Sunday, August 15, 2010 v'v*b Introduction Fort Collins has requested that Deighton Associates prepare a proposal to train new pavement management staff in the use of clTIMS CT SQL and dTIMS wf. This document will provide details regarding the training, assistance and support that Deighton will provide to Fort Collins pavement management staff. The fresh batch of pavement condition data that was collected this year offers a perfect opportunity to review the pavement management analysis process and capture the activities to achieve the analysis results desired. These activities can then be documented and implemented as workflows within clTIMS wf and delivered as part of this proposal. The proposal also recommends the elevation of annual support from Bronze to Silver. Silver level support will provide the new user base with additional support time and access to e-learning resources until they become more familiar with the use of dTIMS CT and dTIMS wf. Figure 1 is a summary of the tasks related to training and the associated cost of each task. Upsize dTIMS CT to SQL Prior to coming to Fort Collins to conduct the clTIMS CT training with the pavement management group, the current Desktop setup of dTIMS CT will be upsized to the dTIMS CT SQL version. This operation involves the migration of the database structure and analysis parameters to a format compatible with clTIMS CT SQL and testing the upsized setup to see that all analysis variables are producing the similar results after upsizing. No changes to the clTIMS CT setup are planned during this task so that the clTIMS CT SQL setup can be run in parallel with the dTIMS CT Desktop setup to test the upsizing without any analysis changes to the setup. Installation and Training This task will allow Deighton's implementation engineers to travel to Fort Collins and spend a week with the pavement management staff to review the pavement management setup in dTIMS CT and the basics of operating and maintaining the PMS setup and its links to the GIS. During the week, time will be spent to discuss the analysis changes that can be Implemented within the ciTIMS CT setup. These changes will include the review of pavement preservation strategies in dTIMS CT and communications with the existing Maintenance Management System at Fort Collins. Any proposed changes will be noted and used as a basis for the work in the dTIMS CT Setup Modification task that follows. Analysis procedures will also be discussed, with a goal of translating repetitive processes in dTIMS wf. Work Flow Documentation This task will allow Deighton staff to summarize the notes taken in the dTIMS wf discussion during the training week and formulate a plan for implementing dTIMS wf. dTIMS CT Setup Modifications Modification to the clTIMS CT database structure and analysis parameters will be accommodated in this task. These changes will reflect the changes discussed during the Installation and Training task. It is envisioned that the bulk of the changes will be associated with the incorporation of additional maintenance (pavement preservation) treatments and interaction with the current MMS. Modifications will be implemented and tested by Deighton. Outputs will be sent to Fort Collins for their review and comment Develop c1TIMS CT Work Flows The workflows discussed and documented in previous tasks will be implemented within cITIMS wf and tested with the most recent Fort Collins PMS database. Document Analysis Changes Changes to the dTIMS CT setup will be documented in a Technical Memorandum and combined with a summary of the dTIMS wf implementation as a record of the work competed and a guide to future operation, maintenance and modification of clTIMS CT and cITIMS wf. Deliver and Train Workflow This task will accommodate a two day visit to Fort Collins to install and demonstrate the operation of cITIMS CT and cITIMS wf. Annual Silver Level support Silver level support is recommended for two reasons. It gives the new PMS users additional support time following delivery of cITIMS CT and dTIMS wf and it gives access to on-line training Webinars that will take place during the year or that are archived from previous years. The current level of support is Bronze and may be returned to, at the discretion of Fort Collins, when the new users become familiar with the operation and maintenance of clTIMS CT and clTIMS wf.
