Date: dTIMS CT SQL Upgrade 2010-029 v.2 Fort Collins, CO Prepared by: Rob Plane rob.piane@deighton.com Sunday, August 15, 2010 Introduction Fort Collins has asked Deighton Associates to provide a Proposal for the upgrade of one (1) of the current two licenses of clTIMS CT Desktop that they maintain to dTIMS CT SQL The request comes from the fact that Fort Collins is moving forward with the implementation of Bridge Management within clTIMS CT as well as maintaining Pavement Management within the clTIMS CT framework. Moving to the SQL version of clTIMS CT will give Fort Collins the advantage of being able to manage the combined larger dataset of Pavements and Bridges, exploit the data sharing capabilities offered by an SQL database and take advantage of the latest Work Flow offering from Deighton Associates. Fort Collins currently maintains two Desktop licenses of dTIMS CT. These licenses utilize a MS Jet database engine (MS Access database). This database has size and networking restrictions imposed on it by Microsoft. This proposal offers the upgrade of the two licenses to dTIMS CT SQL. This version of dTIMS CT utilizes a MS SQL database that offers greater data management capabilities and the opportunity to implement Deighton's companion product to dTIMS CT, dTIMS wf. dTIMS wf (Work Flow) provides remote access to the data management arnne and analysis functionality found in dTIMS CTSQL. This powerful and user f friendly tool provides browser- based, visually -rich interface to the analysis anal functionality found in dTIMS CT SQL and utilizes an Intranet _ y ty connection to the agency server. cITIMS wf is a virtual representation of the dTIMS CT processes. It consists of a sequence of connected clTIMS. CT steps or instructions similar to a flowchart. Each branch in the flowchart passes instructions to clTIMS CT which consists of one or more dTIMS CT processes. In effect, dTIMS wf allows many of the pavement management process that can be carried out using the dTIMS CT user interface to be represented in a sequenced, visual flowchart format to lead the user through the process. This offers the data management, analysis and reporting capabilities of clTIMS CT to the remote user through a browser -based user interface. This proposal includes a single instance of clTIMS wf to be used by the pavement management staff to automate and document many of their day to day activities. required, additional instances of clTIMS wf can be purchased in the future. Figure 1 summarizes the cost of the upgrades in this proposal. Please note that the list price of a single license of clTIMS CT SQL is currently $60,000.00 US. Full list credit is being given for the two clTIMS CT Desktop licenses that will be replaced under this proposal. Items ' Cast Totals Credit (1) dTIMS CT Desktop 440,000.00 Purchase dTIMS wf (single portal included) $20,000.00 Annual Software Maintenance $18,600.00 Credit Current Software Maintenance -S3.600.00 $55,000.00 Figure 1: dTIMS Cr SQL upgrade Summary Annual software maintenance would be billed at the quoted rate of $18,600.00 after July 31, 2010. Should an additional license of clTIMS CT SQL be desired for the Waste Water division, as discussed, the cost of that license could be added to this proposal for an additional $42,600.00. This would be a savings of $17,400.00 on the $60,000.00 list price. We look forward to your direction regarding this proposal. Sincerely, Robert Plane, P. Eng.
