SECTION 2. ASSIGNED PERSONNEL
DTS has assembled a multi -disciplinary team with subject matter expertise focused in several critical and
applicable service areas including software application and implementation and training. We design, redesign
and implement information systems and create custom interactive websites that meet each client's varied
needs. DTS has unique qualifying experience working directly for several MPO's in the development and
implementation of web -based tools including the interactive Transportation Improvement Program (TIP)
Tool. Most of our staff has been working together for many years on projects similar in size and scope to this
project. Among these experts are:
> Lakshmi Ramaseshan our Senior Project Manager will lead our project team and has over twelve years
of experience in web design and integrating complex management systems.
> Brian Noyle will serve as our Assistant Project Manager; he has over ten years of web design,
development and architecture experience.
> Allen Ibaugh, AICP, GISP will act as Company Representative and will be responsible for providing
additional information if requested by NFRMPO.
Both Lakshmi and Brain have worked on over thirty projects of similar size and scope and are keenly interested
in the planning, designing, and development of web sites and content management systems that will be
successful for the NFRMPO as well as those regional, local, state, and general public constituents who will

Ms. Ramaseshan has developed custom software applications and tools
for the over twelve years specializing in both data centric web and
application development. She has extensive experience in leading
development teams and interfacing with the client on these software
projects. Lakshmi is the Sr. Project Manager/Technical Lead for DTS'
Orlando office. As Senior Project Manager she is responsible leading the
design and development of the development of all applications/databases
within the Orlando office

closer integration with the standard IT enterprise. He has extensive

animation, shooting digital video and photos, print design, illustration, web
design, and video editing. Stephanie experience includes interdisciplinary

photography, training, and video production.

over 8 years of database and general application development experience.
He is an extremely resourceful developer with a proven record of finding
creative solutions to complex problems. His expertise also includes the
design and development of geodatabases and topological rule bases for
spatial editing. He has excellent communication skills and easily verbalizes
technical concepts with non -technical audiences.

SECTION 3. AVAILABILITY
Our Project Management Philosophy - Agile Process
To maximize value and deliver the highest quality TIP Tool application for NFRMPO, the Data Transfer
Solutions Team will employ an agile project management strategy and software development practices for
awarded projects. Our agile approach is an iterative approach that emphasizes a collaborative relationship
between DTS development staff and the NFRMPO staff. Our agile practices will revolve around two -week
iterations in which our development team will work closely with NFRMPO committee to define
requirements as they unfold, design, build, test, and document the software developed for the website.
The Process
The agile process is based on collaboration and the ability of the development team and the stakeholder
organization to work together openly and collaboratively. It relies in the constant inspection and adaptation
of the process itself and the backlog of requirements. As such, it is a communications -intensive approach to
software development. The collective group of agile practices DTS actively employs on software
development projects is known as Scrum. It is a set of guidelines and practices that encourages frequent
communication and collaboration and intensely focused developed effort throughout the life of a project. It
is an iterative approach and is described in detail below.

Proposed Schedule/Implementation Plan
Following a 2 week iteration cycle during development of the project, DTS will conduct a planning meeting
with NFRMPO staff at the beginnning of the iteration, and one at the end to review the progress made by
the DTS team. Below is an example timeline showing how the 2 week iteration cycle will function. The exact
timeline of the implementation depends on whether NFRMPO would like all phases of the proposal solution
for the TIP tool. (See section 5 for details on the pricing sheet/options available under each "Phase")

Critical Path Dependencies
Following the Agile development methodology, the DTS team will be in constant touch with the NFRMPO
staff/committee throughout the development cycle of the TIP Tool, and after the initial analysis and review
of the scope and main objectives with the NFRMPO staff, the DTS team will put together a project plan with
dependencies, identifying critical path items/key milestones for completion after Sprint 0 in the
development cycle. These milestones will be closely in line with the agile sprints that will laid out as well at
the beginning of the project.
Communications/Issues Identification
Effective communication is as critical to a projects success as talented professionals working on its design
and implementation. Our project teams utilize a variety of communication methodologies ranging from the
informal to the formal. Key to our communication strategy is the physical location of our teams and leaders.
Our teams work in an open and collaborative environment. Often a solution to an impediment is a close as
the team member sitting one desk over. Additionally, as a result of our Agile project management
philosophies, our teams host a daily 'stand up' meeting (which our clients are welcome to attend). During
these brief meetings our team members synchronize with each other and identify any impediments they are
experiencing. This brings issues and potential issues to light very early in the process. Many of our clients
are involved in these daily meetings; they have unprecedented access to our development team. They are
also intimately aware of their project's status as well as any progress.
DTS also has certified Project Management Professionals (PMPs) on staff serving both as project managers
and resources to our teams. We have a variety of formal communication procedures and tools we utilize
depending on the project and the situation. For example, we can provide weekly progress reports, change
management processes and issue resolution documentation.
Every client on every project is provided with access to a free project management website called Redmine.
The site is complete with status updates, document libraries, contact information as well as issue tracking.
Our clients are encouraged to log even the smallest issue into the issue tracking component. What's best,
our clients can actually see the issue being resolved through the site. As the issues are identified, DTS team
members log their progress on each issue through to its ultimate resolution. At any point, our clients can log
into the system and see the status of all the issues. They can even define which issues they are interested in
and receive notification when those issues are resolved or their status changes.
DTS is committed to immediately working with a client to resolve any issues that may exist or questions that
arise before, during or after the project is completed. DTS provides resolution to most issues during an
initial call and we make our resources immediately available to the customer. DTS provides direct access to
the Project Manager and developers who are familiar with the project and can guide the client to an
expeditious resolution.
An important measure of DTS customer satisfaction is based on utilizing an Agile Development
methodology. In an Agile environment DTS provides deliverables every two weeks. This allows NFRMPO to
test the product before it is completed, and make modifications along the development path; ensuring that
the deliverable matches or exceeds your initial expectations. DTS's development in an Agile Environment
ensures that we are in a nearly constant mode of providing feedback to the client so that we are never more
than a partial iteration off target at any time. As for measures of customer satisfaction, this is the core of
what DTS represents.

SECTION 4. MOTIVATION
DTS is extremely motivated and excited to undertake this project. We have been supporting the TIP process
for several years throughout the state of Florida. Recently we have expanded our focus to include Texas,
Missouri, Colorado and Nevada (Tahoe). We are even looking to bring a version of our application to North
Dakota! DTS is committed to our product, its enhancement and customization to make it the premier
application to support the TIP process and indeed, MPOs throughout the country. Additionally, DTS has
assigned senior level staff to the project. Unlike many of our competitors, who we propose are who our
clients see. We provide our best talent to our clients.
DTS is at the forefront of geospatial web development and custom software application development. Not
only can DTS bring to bear the most talented GIS application developers, but we can design and implement
applications for a variety of other purposes as well. DTS uses Agile development practices and Web 2.0
techniques to deliver unparalleled quality and value to our clients. DTS has designed, maintained, and
developed software applications for such large agencies as: Colorado DOT,(Lake) Tahoe Regional Planning
Agency, Florida DOT, Central Florida Regional Planning Council, and METROPLAN ORLANDO. We have
developed unique web tools such as TAIMS (Transportation Automated Information System) and TIP
(Transportation Improvement Plan) Tool Reporter which manage large databases of maps and information.
These tools were uniquely designed by DTS and are now able to be used by other agencies.
Most notably, DTS has developed web -based Transportation Improvement Program Reporting tool. The TIP
Tool developed by DTS is an affordable, intuitive software application that allows Metropolitan Planning
Organizations (MPOs)' to comply with Federal Transportation Improvement Plan (TIP) reporting
requirements. It takes stress off MPOs who annually dedicate excessive amounts of time and personnel
preparing the TIP reports necessary to receive federal funding for transportation projects. Reduces time
required to compile TIP reports up to 60%. It is also fully customizable.
DTS is developing similar systems for NCTCOG and MARC. The TIP Tool:

> Automatically formats all reports required by the FHA and FTA
> Customizable reports based on project limits, project description, responsible agency or funding
> Interactive mapping and searchability
> Documents are searchable by project, name, project number, project type, or geographic area
> Highly extensible: Can be customized to add specific client -driven features
> Integrates with ESRI's ArcIMS and ArcGIS Server 9.2 to easily provide maps of Work Program
projects across the web
The TIP Reporter is already running in over half the MPOs/TPOs in the state of Florida, the MPOAC has
formally endorsed the web -based Interactive TIP Tool and their preferred tool. DTS anticipates in the next
12 months to implement our web -based TIP software to the remaining MPOs statewide.

Our custom applications and websites have used a variety of programming languages to implement
applications that meet and exceed our clients stated needs, whether simple with.static'content and little
graphic design to complex database driven sites employing content management systems, document
libraries, and dynamic content. The DTS Team will assist NFRMPO to redesign all or elements of its current
system to achieve its stated purpose of improving the web content and providing greater access by the
public to NFRMPO data. DTS is prepared to give the NFRMPO TIP Database System/Software the priority
and emphasis needed to complete this project ahead of schedule and to your satisfaction by employing
Agile Project Methodologies. By utilizing an agile development process we are able to develop quality
projects for our clients on time and within budget.

SECTION 5. COST AND WORK HOURS
The Pricing sheet attached below details all the costs associated with the features described in the RFP for
the TIP Tool implementation. The sheet is divided into 4 Phases.
> Phase 0: This describes the default TIP implementation and the base module that DTS will provide
to NFRMPO and customize the database back -end, reports and map viewer to meet NFRIVIPO's
needs. This is an essential phase for the implementation.
> Phase 1: This describes the essential features outlined as needed in the TIP implementation.
However these items are customizations to the default TIP Tool implementation and will need
enhancements to be made to the tool. Some of these also require assistance from NFRMPO and
CDOT to work on a common data exchange format, if we want to relay TIP information in an
electronic fashion to CDOT's SAP based system. This is an optional Phase based on NFRMPO's
needs.
> Phase 2: This describes the optional features outlined in the RFP. These include customizations to
handle/assist in a project application process, customizations to handle historical reporting for
multiple fiscal years etc. This is an optional Phase based on NFRMPO's needs.
> Phase 3: This details the maintenance needed to support one or more of the TIP implementations in
any of the Phases. This is an essential phase for supporting the implementation.

Data Transfer Solutions, LLC (DTS) is pleased to present our response to the North Front Range
Metropolitan Planning Organization (NFRMPO) RFP to provide software application programs assist the
NFRMPO staff with their implementation, and update of the Transportation Improvement Program (TIP)..,
DTS, has preformed similar services for local and "regional governments, transportation and private
organizations throughout the United States. DTS is currently providing similar professional services for some;
of the largest agencies and MPOs in the country including: Colorado DOT, METROPLAN Orlando, Mid -
America, -Regionia I Council (Kansas City), North Central Texas COG, Wildlife Conservation Society; Florida
DOT, District 5, and the East Central Regional Planning Council.
In. fact, DTS developed, hosts and maintains an interactive web -based TIP application that is deployed in
more than have of the MPOs statewide in the State of Florida. Moreover, DTS staff has worked extensively
with many MPOs on similar projects over the past five years including: the North Central Texas Council of
Governments Implementation of an internet-based TIP Tool and Transportation Reporting System,
METROPLAN Orlando Land Use Forecasting Model and Interactive TIP Web Mapping Application, Volusia
County MPO` Interactive TIP Web Mapping Application; Brevard County MPO Interactive TIP Tool, East
Central Florida Regional Planning Council website with a backend Content Management System for .GIS
users to'share geographic information, Indian River County MPO Outreach and Development of Community
Profiles, Volusia County MPO Bicycle and Pedestrian Safety Study, and Lee County MPO LRTP Update and
Website.

Data Transfer Solutions, LLC is a GIS Application Development and Systems Integration firm that focuses
on innovative technical solutions to facilitate efficient decision -making through custom geographic
information systems (GIS), asset management, web programming, database, business process review, and

DTS is organized as a privately owned Limited Liability Company, which was formed in 2004. Headquartered

Asset Management — DTS has developed solutions designed to help clients solve a variety of Asset, Facility,
Work Order and GIS challenges. We design and implement information systems, analyze data, customize
software, and provide additional services tailored to specific client needs. DTS also provides Asset

Project Summary
CDOT contracted with DTS to create a web application that would allow
roadway project managers to easily retrieve spatial information from the
enterprise Geodatabase, and integrate that into SAP. The web application can
be accessed via a web browser or launched from within the SAP R3
environment, in which case it will directly open the project the SAP user was
working on.
The user interface has been designed so that the users of this tool do not need
any specialized GIS training. Where possible, all geospatial operations are
automated. The user simply needs to specify then begin and end points of the
section of road they are working with and the application takes it from there.
The map portion of the user interface utilizes OpenLayers, which in turn
accesses ArcGIS Server via the WMS interface.

SECTION 7. REQUESTED INFO
General Description
DTS specializes in building TIP tools and has delivered many successful TIP implementations in the state of
Florida, has worked locally with CDOT on a number of enterprise projects — one of them being, an
integration with CDOT's SAP system, building a Video Logger Tool, and building several GIS based analytical
tools for CDOT.
During the development cycle of the project, DTS will host the TIP Tool website on their development
servers. The TIP tool implementation consists of the front-end (public facing website) and the back -end
(administrative back -end) which is only available to authorized personnel to maintain the TIP information.
After the final review from NFRMPO staff, DTS will launch the website, purchase a domain name for the
implementation or use a previously purchased domain name by NFRMPO and host the website on DTS's
production servers at a Class A facility.
The administrative users will have access to the back -end via a web interface, and will be supplied with
usernames/passwords to login and maintain the TIP information.
Implementation Strategy
DTS's implementation strategy, their Project Management philosophy, and development methodology is
outlined in Section 3.
Support Procedures and Capabilities
DTS will provide on -going support for the product on a yearly basis which includes the following:
> Updates to GIS data/maps for new projects, and changes to existing projects.
> The team will also assist the NFRMPO staff with any questions/clarifications on maintaining the TIP
data using the administrative back -end, provide any additional training needed for additional staff
after the initial training for NFRMPO staff. Updates to GIS data/maps for new projects, and changes

> DTS will provide NFRMPO with a support email/phone number for on -going support from the DTS
team. The DTS team will follow-up on requests within 24 hours, and will schedule a time for
handling the request based on NFRMPO's needs.

DTS agrees to the all terms stated in the Software Agreement.

General System Requirements
DTS will ensure that the following system requirements/IT procedures are met in the TIP implementation:
> Daily incremental back-ups of the database & Weekly full back-ups of the TIP database
> Weekly back-ups of the TIP server
> Maintain the source code for the TIP application in SVN
> Initial compatibility with Windows XP with support to test/verify codebase works as intended on a
Windows 7 platform
> Ability to maintain the TIP information via a web -based administrative backend for authorized
personnel
> Providing standardized/consistent user interface for administrative screens to minimize training
> Providing informational error messages in the application
> Providing simultaneous access to the TIP administrative backend
Note: Other application related features mentioned in this section in the RFP — are already addressed in
Section 1 — Qualifications section, under each Phase/Features section.
Support Documentation
DTS will provide documentation for the TIP Tool implementation which includes the following:
> DTS will provide a detailed administration guide for all the administrative tools on the TIP tool
website. This can be used by the NFRMPO staff as a reference in the future after the initial training.
> The documentation is included as part of the default TIP Tool implementation, and there will no
additional cost for providing this.
> In addition to the administrative document, the DTS team will also provide user documentation
which will be a "How To" guide for the Interactive Map available from the TIP Tool website for the
general public.
Vendor Support
DTS will provide the post -implementation support as part of the yearly maintenance & hosting fee as
detailed in Phase 3 of the Pricing sheet (Refer to Section 5)
> The TIP Tool will support unlimited users, and there is no license fee associated with each individual
user on the website. It is a site -wide cost for developing & maintaining it.
> There is no toll free support, but there will be a support email address for reaching the DTS staff, in
the event of any questions
> To support emergencies, there will be a number given to get assistance on any issues
> There is a fixed maintenance cost for the entire year, and the on -going support calls cost is
combined with GIS data updates, updates to project data and other types of assistance needed by
the MPO. There is no fixed number, but this cannot in any event exceed the number of hours
supported by the maintenance contract (i.e. taking a $100 average rate/hour)

Our team provides many advantages to NFRMPO project, including:

of every two -weeks including fully -functional software, tested, documented, and deployable.

pages and integrated applications/systems hosted both internally and externally to a client's site.
> A free, web -based Agile project management software that will be provided to NFRMPO and will
keep the project team in touch on a daily basis with access to upcoming tasks, bug fix listing, and
deliverable due dates.
> Dedicated senior -level staff, managers, and application developers who are company principals and
owners and who will play important roles on the team.
> A local resource team to provide quick support and access to project resources around the clock.
> Familiarity with the region as we have worked on web -related projects for Colorado Department of
Transportation and Denver Regional COG.

Upgrades
DTS will work closely with the NFRMPO staff to ensure that any MPO OS upgrades are supported by the
software, and will set aside time for testing/bug fixing in case this event arises. DTS's TIP tool historically
however has been supported on all common windows platforms.
DTS continuously enhances the base functionality of the TIP Tool and offers any enhancements made in the
TIP Tool for specific MPOs. In the event that NFRMPO likes a recent enhancement made to the base TIP Tool
functionality, DTS will schedule a time for updating the NFRMPO's implementation with the new
enhancements
DTS sends a quarterly newsletter to all MPOs detailing the new enhancements made to the tool in the
previous 3-4 months.
Training
DTS will provide detailed training to the NFRMPO staff for both the public facing & administrative tool
website(s):
> DTS is providing hosting as part of the yearly maintenance cost, and hence will not need NFRMPO to
install/upgrade the TIP Tool software at any time in a local server
> The initial import/data entry of all project data is included in the implementation cost of the base
TIP tool functionality. There will be no additional cost to the NFRMPO staff regarding this item
> The training is usually conducted via a web -ex, however DTS has a local office in Ft. Collins and if a
in -person training is needed, DTS will work with NFRMPO to schedule a training for the staff. There
is no cost for training additional employees, other than the NFRMPO committee/staff involved in
the TIP Tool implementation development cycle.

DTS's default TIP Tool functionality includes the following search and reporting features:
> An easy to use search function providing the ability for users to search for TIP information by
selecting the name of a project name, specific categories/programs, type(s) of improvement or a
geo-graphical area, search by lead agency and by fund source or project phase
> A fast and easy to use reporting function tied in with the search screen providing the ability for
users to generate any custom reports (in PDF format) based on a specific search criteria. Types of
reports include summary and detail reports of the whole TIP with the option of generating the
report with project maps, options to include 3 year or 5 year summary by fund code/fund source,
options to include/omit the Executive Summary, Appendices etc. along with reports.
> Ability to "Export raw TIP data" into an excel format via the administrative back -end for reporting or
additional analysis

Council Member Jose Alexander, Chairperson I've been working with Derek and Lakshmi to generate the first draft of our
Karl D. Welzenbach, new FY 2010/11 to FY 2014/15 Transportation Improvement Program (TIP),
Executive Director and I want to let you know how easy it has been. After Derek imported
FDOT's draft tentative Work Program data into the TIP Tool, I just updated
Beverly Beach the document title, reporting dates, narrative summary and local projects data,
Daytona Beach' then clicked a button, and there it was -- a finished draft TIP ready for review
and approval! The process took a fraction of the time that it used to take
Daytona Beach Shores before we had the TIP Tool.
DeBary I should note, too, that the latest enhancements to the Tool, particularly the
DeLand ability to output the TIP in MS Excel format, have made it so much easier for
me to analyze the data. Now I can easily chart the data by project type,
Deltona funding source, work mix, etc., to better see where the money will be spent.
Edgewater Our Board members will really appreciate this as much as they appreciate the
standard comparison report that looks at the draft TIP against the previous
Flagler Beach year's TIP to see where changes have occurred.

The TIP Tool has really cut the time we used to spend preparing and updating
the TIP, and it has given us so much flexibility and control over reviewing

SECTION 1. SCOPE OF PROPOSAL
DTS understands the goals behind developing a web -based data management system to maintain and
prepare NFRMPO's Transportation Improvement Program (TIP). DTS has delivered many successful TIP Tools
for MPOs throughout the State of Florida - including Volusia, Ocala -Marion, METROPLAN Orlando, Brevard,
Lake Sumter, Capital Regional Planning Agency, West Florida Regional Planning Agency and Polk County. In
fact, more than half the MPOs in the State of Florida utilize the DTS Interactive TIP application. In addition,
DTS has also developed an enterprise data management system integrating with multiple departmental
functions for a large Council of Governments in Texas - North Central Texas Council of Governments
(NCTCOG).
DTS' is unique in that is has an off -the -shelf Interactive TIP application. The product is mature and the result
of years of experience supporting the TIP process on behalf of our MPO clients. In fact, all of our clients
subscribe to our hosting and maintanance serveces. As a result all the TIP clients benefit for the constant
improvements and enhancements developed for the application. For instance, when the federal
government approved the $iTrillion stimuls program (ARRA), DTS supported our TIP clients with the
development of a host of amendment tracking capabilities to allow for the inclusion of new projects into the
TIP in response to increased federal funding available. At every turn, our staff of developers are custimzing
the tool and adding functionality to make sure our application is not a one -size -fits -all solution. To the
contrarty, DTS strives to meet the MPOs needs across the country through our application. In addition to
customizing the TIP Tool to meet a specific MPO's needs, the DTS team also continues to enhance the
common base functionality of the TIP Tool.
DTS envisions providing NFRMPO the following features in the Interactive TIP Application (Refer to Phase 0
of the pricing sheet - Section 5):
> An interactive website providing access to
board members, advisory committee
members and the general public to query the
TIP
> An easy to use search function providing the
ability for users to search for TIP information
by selecting the name of a project name,
specific categories/programs, type(s) of
improvement or a geo-graphical area, search
by lead agency and by fund source or project

in with the search screen providing the ability for users to generate any custom reports (in PDF format)
based on a specific search criteria. Types of reports include summary and detail reports of the whole TIP
with the option of generating the report with project maps, options to include 3 year or 6 year summary
by fund code/fund source, options to include/omit the Executive Summary, Appendices etc. along with
reports.
> An interactive GIS map where the users can search/identify projects, view project information and
generate report(s) for specific projects

> A web -based data management system back -end for administrators and agencies to maintain the TIP
information - storing common project information like Project Name, Overview/Description, Location,
Agency name, Improvement Type and Funding information for each fiscal year.
> A customized database back -end to support any specific fields needed to maintain the TIP - NFRMPO's TIP
number, TIP amendment number, CDOT's STIP number, WBS number, Future Dollar amount indicating
funding beyond the 6 years etc.
> A report management section for administrators to upload the Executive Summary, Introduction,
Appendices etc. for the TIP report. These documents are automatically appended to the dynamic report
data at the time of generating the report (if these options are chosen on the report generation screen).
> An ability to prepare the TIP data for the upcoming fiscal year by allowing the administrators to work on a
dataset which is not published to the general public (front-end of the TIP Tool) until it is ready. This
greatly helps MPOs get their draft TIP ready and publish the TIP data only when it is accepted
> A comparison tool available for administrators to generate comparison reports between different TIP
data sets and view how the funding for specific projects changed over the data sets
> An initial import of TIP data from existing Excel sheets/reports, access databases etc. for NFRMPO to get a
jump start on maintaining the TIP data via the web -based data management tool
> DTS reviewed Exhibit G, and will be able to support the import/storing/managing of all of the data
currently maintained by NFRMPO
> DTS reviewed Exhibit H & I, and will be.able to support the generation of these reports in Excel and PDF
formats from the web -based data management system
> DTS also supports export of the raw TIP data in an excel format for "importing into other database
management systems" for additional analysis, reporting or integration with other systems. This capability
can be used to facilitate an export of data to CDOT for the STIP through electronic means.
The following features below are proposed at an additional cost since the tool has to be customized to
accomodate the items below (Refer to Phase 1 of the pricing sheet - Section 5):
> GIS Server based Map Viewer: The Interactive map
in the TIP Tool currently uses an ArcIMS back -end
but it can easily be enhanced to use an ArcGIS
Server back -end. We envision a JQuery UI front-

for administrators to maintain/plan their project funding using this tool.
> Capturing and reporting on project actuals to determine Roll forward information: DTS envisions the TIP
Tool to be enhanced to handle "capturing actuals" for every project in each TIP/amendment cycle. This
information however has been historically challenging to retrieve from DOTS, but if NFRMPO can work
with CDOT to provide us access to this information, or if NFRMPO is willing to maintain updating invoice
information against projects within the application, we will be able to store/track this information in the
database, to support the needs for reporting on budget/actuals and roll forwards using the TIP Tool.
Comparison report(s) that currently exist in the default implementation of the TIP Tool will be enhanced
to include the actual project amounts as well.
> Subscription module for stakeholders on a per project basis: DTS envisions this as a subscription module
built in the administrative back -end which controls the "subscriber information" on a project or program
level for amendments, amendment requests, updates to project funding etc. DTS envisions this feature
using the SMTP relay from NFRMPO's network so that the email comes to interested parties from an
already known and trusted mail server.
> Historical TIP Reporting & Amendment form/report generation (Exhibits J & IQ: DTS envisions building
custom reports/tools to handle the amendment form attached in Exhibits J & K. When amendment
requests for existing or new entries are entered into the TIP Tool, these reports will facilitate the MPO
sending this information to CDOT to add it into the STIP.
The following features below are proposed at an additional cost since the tool has to be highly customized to

from applications leads to the website being categorized as a spam, but as long as the
"subscriptions" are for important items which are critical to the workflow for maintaining accurate
TIP information, this can be kept under control.

The following features/solutions below are proposed for the Optional features section of the RFP: (Refer to
Phase 2 of the pricing sheet - Section 5):
A. Project Application, Evaluation and Selection process: DTS envisions building a project application
process with a minimal workflow with notifications etc., to facilitate the local agencies in applying
for funding on proposed projects. The team proposes to build a web -based form to handle the
application process and a workflow/notification system to handle the evaluation and selection
processes. The documents in Exhibit F were reviewed, and DTS understands that the application
process/information collected is different across the types of projects/programs.

B. Analysis and Requirements gathering for Reporting on History of projects for tracking progress of
individual projects over multiple years: DTS envisions building a customized report to handle showing the
history of projects over multiple years, amendments and any updates made to the project through its
inception. However due to complexity of this requirement, DTS proposes to evaluate and analyze the
requirements needed for historical reporting and estimating a separate level of effort for this item.
C. User friendly TIP Reporting: This is a feature currently available in the TIP Tool, through an easy to use
web -based searching/reporting system, to run custom queries and generates PDF reports for the selected
search results.
D. Ability to manage multiple photo/graphics for an individual project: DTS envisions customizing the TIP
Tool administrative back -end to handle associating multiple photos/graphics with a specific project.
Administrators will be able to set one of the photos as the primary one, and this will enable the photo
from being displayed on the project detail reports. For an individual project detail report, the report can
be enhanced to include all pictures if needed.
E. Streamline the TIP project amendment creation and process: DTS envisions enhancing the administrative
back -end to include a section available only authorized users to download amendment forms, and upload
completed amendment forms. This section of the tool can be used as a communication mechanism
between project sponsors, MPO staff and CDOT and although this communication is possible via email as
well, an online system will make it easier for organizations to collaborate, retrieve the most up to date
information about any project amendment, and also eliminate the risk of being labeled as a spam filter
without sending out email notifications for every project amendment submission.
Exhibit L - Developing a custom report to handle the Investment Filter page: DTS reviewed Exhibit L and
envisions that the administrators of the website will be able to create a package similar to this for a selected
Local agency, which provides a listing of federal and state funded programs, for a span of x years, reporting
on project description/location, types of funding, funding sources, etc.
The benefits of the annual maintenance for the TIP Tool are detailed below: (Refer to Phase 3 of the pricing
sheet - Section 5):
> Provide assistance in GIS updates to the maps based on project location changes
> Provide assistance to map new projects
> Provide assistance with importing new federal projects into the TIP Tool for the new year
> Provide assistance with entering local project data into the TIP Tool
> Provide any additional training for staff in addition to the training session at the time of delivery of
the tool
> Provide any miscellaneous support for the TIP Tool - answering miscellaneous questions,
troubleshooting data issues or problems during the year.
