B. Project Summary
The Feet is pleased to submit a proposal for the City of Fort Collins interoffice delivery
needs as outlined in RFP #7170. This includes daily pickups of incoming and outgoing
USPS mail, pickup of outgoing FedEx and UPS packages, mail metering, USPS supply
distribution and Utility box collection.
C. Budget
1. Interoffice Mail Service
a. The cost of interoffice mail collection and distribution to the sites
detailed in Appendix A of RFP 7170, collection of outgoing LISPS,
FedEx and UPS packages, and daily pickup of incoming USPS mail
from the post office is $180.00/day. This assumes that if awarded only
the interoffice mail portion of this work the schedule could be adjusted
accordingly.
b. Additional stops not included in Appendix A of RFP 7170 would be
added at the rate of $6.00/stop.
2. USPS mail metering
The Feet is offering two options for mail metering. Option A includes The
Feet metering the mail using The Feet's equipment at our facility. Option B
includes The Feet metering the mail under the current operating structure.
a. The cost of metering the outgoing mail is $75.00/day. Under this
arrangement, The Feet would require a postage retainer commensurate
with current average expenditures due day one of the contract and the
1 s` of each month thereafter.
b. The cost of The Feet metering the mail under the current structure,
with The Feet using a meter belonging to the City of Fort Collins at a
City of Fort Collins facility is $40.00/day.
D. Service Execution
The Feet currently utilizes CXT XDispatch software to oversee and manage our hub and
spoke courier operation. CXT is the industry leader in same -day delivery dispatch
software, offering the highest level of visibility and tracking. All Feet drivers carry CXT
XMobile equipped Nextel devices, allowing for instant communication, GPS tracking,
and service acknowledgement.
Feet drivers are uniformed in collared shirts that bear the logo of The Feet and carry
identification badges at all times.
All services offered are to be performed by an employee driver of The Feet. All drivers
undergo a state and federal background check, 5 panel drug screens and a minimum of 24
hours training on company procedures and route operations. All vehicles are subject to
appearance, performance and security standards.
Under mail metering Option A, a Hasler IM480 would be used. This machine meets or
exceeds all metering needs including department specific expense tracking and high
volume.

E. Staff
Kevin Cripe, General Manager
Mr. Cripe has 10 years of courier and logistics experience, all with The Feet. After
starting as a route driver in January of 2000, Mr. Cripe soon learned all routes and moved
on to the position of "floater," a driver responsible for covering all routes as needed.
After a year of floating, Mr. Cripe was promoted to Operations Manager. Job
responsibilities included route planning, driver management, fleet management and
communications management. During his tenure as operation manager, Mr. Cripe
oversaw the complete outsourcing of Poudre Valley Health Systems off -site distribution
network as well as the outsourcing of The Group real estate's residential sign operation.
Mr. Cripe was promoted to the position of General Manager, and now oversees all facets
of the business.
Michael Herrem, Lead Driver
Mr. Herrem has 10 years of delivery experience with The Feet. For the last 3 years, Mr.
Herrem has been the primary dispatcher. Responsibilities include supervision of day to
day delivery operations, order processing and customer service. Prior to that, he was
responsible for route development and integration.
Dustin Huber, Dispatcher
Mr. Huber has been with The Feet for six years and has held a number of positions
including head of sales, floater, route driver, and as operations manger was responsible
for 35 employees at an outsourced dock operation. Recently Mr. Huber has accepted the
job of dispatcher with The Feet and has assisted with the implementation of The Feet's
new electronic dispatch software.
F. Past Experience
The Feet, Inc. is a Fort Collins based company that has multiple capabilities in the delivery and
logistics industries. Established in 1994 by Larry Dolgin in a Toyota Tercel, The Feet has grown
from under 10 employees in 1999 to over 100 employees in 2006.
Our extensive growth has been achieved in large part through outsourcing. In 2006, The Feet
partnered with Poudre Valley Health Systems to overhaul and streamline their off -site distribution
network. This scope of this project included biohazard/hazardous materials handling, sharps
handling, lift gate capacity, interoffice mail distribution and inventory stocking to approximately
20 different locations within FortCollins. In the last 3 years, The Feet has overseen the
integration of over 20 additional off -site clients in 3 different cities.
In 1997, The Feet began service for the City of Fort Collins library services. Services performed
include interoffice distribution, sorting and remote drop box pick up. Now for the Poudre River
Public Library District, The Feet has seamlessly integrated the addition of several new remote
drop boxes as well as the addition of the Council Tree Library.
In 2005, The Group, Inc. approached The Feet to help bring their residential sign installation and
removal program under control. Performing this function in-house, The Group employed 4 full
time drivers and had their inventory spread out across 3 different cities and 5 facilities.
After a one week evaluation, The Feet was able to centralize the operation to a single facility and
implement a program that relied on technology and creative logistics to achieve a drastic
reduction in cost, while decreasing the staff to two FTE.
Other clients in the Northern Colorado who have outsourced their fleets to us include:
First National Bank, DHL Express, Guaranty Bank and Trust Company, and the Bank of Choice.
Our courier customers include Orthopedic Center of the Rockies, Big Thompson Medical Group
and Rocky Mountain- Laboratories.
