Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/purchasing REQUEST FOR PROPOSAL 7151 Plug-In Hybrid Conversion The City of Fort Collins is soliciting proposals for the conversion of one (1) or two (2) Toyota Prius automobiles and one (1) Ford Escape Hybrid to Plug-in Hybrids. Written proposals, four (4) will be received at the City of Fort Collins' Purchasing Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. Proposals will be received before 2:30 p.m. (our clock), July 12, 2010. Proposal No. 7141. If delivered, they are to be sent to 215 North Mason Street, 2nd Floor, Fort Collins, Colorado 80524. If mailed, the address is P.O. Box 580, Fort Collins, 80522-0580. Questions concerning the scope of the project should be directed to Project Manager Tracy Ochsner, (970) 224-6061. The City of Fort Collins is subject to public information laws, which permit access to most records and documents. Proprietary information in your response must be clearly identified and will be protected to the extent legally permissible. Proposals may not be marked ‘Proprietary’ in their entirety. Information considered proprietary is limited to material treated as confidential in the normal conduct of business, trade secrets, discount information, and individual product or service pricing. Summary price information may not be designated as proprietary as such information may be carried forward into other public documents. All provisions of any contract r esulting from this request for proposal will be public information. Sales Prohibited/Conflict of Interest: No officer, employee, or member of City Council, shall have a financial interest in the sale to the City of any real or personal property, equipment, material, supplies or services where such officer or employee exercises directly or indirectly any decision- making authority concerning such sale or any supervisory authority over the services to be rendered. This rule also applies to subcontracts with the City. Soliciting or accepting any gift, gratuity favor, entertainment, kickback or any items of monetary value from any person who has o r is seeking to do business with the City of Fort Collins is prohibited. 1 Collusive or sham proposals: Any proposal deemed to be collusive or a sham proposal will be rejected and reported to authorities as such. O'Neill II, CPPO, FNIGP Director of Purchasing & Risk Management 2 3 Proposal No. 7151 Plug-in Hybrid Conversions Section 1.0: Proposal Requirements 1.1 General Description The City of Fort Collins is soliciting proposals for the conversion of one (1) or two (2) Toyota Prius automobiles and one (1) Ford Escape Hybrid to Plug-in Hybrids. The conversion must include the necessary materials, equipment, installation, and service technician training. 1.2 Proposal Submittal The City of Fort Collins shall not reimburse any firm for costs incurred in the preparation and presentation of their proposal. Firms submitting proposals shall submit four (4) copies of the proposal with the following information: a. Company history and experience in hybrid vehicle conversions to Plug-in hybrids, as described in the scope of work. b. The name of the company representative responsible for coordinating sales, installation and training. c. References from three or more governmental organizations which have used your company for similar products and services within the last two years. d. A written description of the proposed products and services as required below. e. Pricing, as requested. The proposal must be signed by a duly authorized representative of the firm submitting the proposal. The signature shall include the title of the individual signing the proposal. Section 2.0: Background As part a of one of the Department of Energy’s, Renewable and Distributed Systems Integration grants, the City would like to convert one or two 2008 Prius cars and one 2005 Ford Escape 4wd Hybrid to Plug-in hybrids. The program is designed to test and evaluate the vehicles and their interface with electric grid load reduction strategies. Section 3.0: Scope of Work The awarded firm must provide: 1. Complete conversion kits for one or two Prius cars and one Ford Escape Hybrid 4wd 2. Installation of at least one kit 3. Training for a City service technician: a. to install kits in the test vehicles b. to maintain the vehicles in service 4. Warrant the kits for a minimum of one year after installations are completed. Section 4.0: Pricing In your written response to this proposal provide pricing to cover the following items: 1. Cost of kits 2. Cost to install kit in one Prius and train a City technician to perform Prius installations. 3. Cost to install kit in one Escape and train a City technician to perform Escape installations. 4. Cost of charging equipment. In addition, each firm's proposal must include: - a complete written description of kit installation in a Prius and an Escape Hybrid, complete with supporting photos and/or video. - electrical and mechanical diagrams of the proposed kits (less proprietary information) - information showing the weight increase over a stock vehicle - a description of changes to any storage or passenger space - details of any and all changes to vehicle operation due to the conversion - a description of proposed charging devices - performance data for each proposed conversion showing: a. electric-only (EV) range and blended mode MPG. Include a description of your firm's blended mode calculations and assumptions. b. voltage requirements and estimated recharge times for a converted vehicle 10%, 25%, and 50% discharged. Section 5.0: Federal Requirements PROCUREMENT PROVISIONS This project is funded by the ‘‘American Recovery and Reinvestment Act of 2009’’ (ARRA). In compliance with the ARRA contractors must adhere to the following provisions: ARRA TITLE XV—ACCOUNTABILITY AND TRANSPARENCY BUY AMERICAN SEC. 1605. USE OF AMERICAN IRON, STEEL, AND MANUFACTURED GOODS None of the funds appropriated or otherwise made available by this Act may be used for a project for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron, steel, and manufactured goods used in the project are produced in the United States. Sign appropriate Buy America Certification (Exhibit A) and return it with your proposal. 4 WAGE RATE REQUIREMENTS SEC. 1606. Notwithstanding any other provision of law and in a manner consistent with other provisions in this Act, all laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government pursuant to this Act shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of chapter 31 of title 40, United States Code. With respect to the labor standards specified in this section, the Secretary of Labor shall have the authority and functions set forth in Reorganization Plan Numbered 14 of 1950 (64 Stat. 1267; 5 U.S.C. App.) and section 3145 of title 40, United States Code. EMPLOY AMERICAN WORKERS ACT SEC. 1611. HIRING AMERICAN WORKERS IN COMPANIES RECEIVING TARP FUNDING. PROHIBITION: (1) IN GENERAL — Notwithstanding any other provision of law, it shall be unlawful for any recipient of funding under title I of the Emergency Economic Stabilization Act of 2008 (Public Law 110–343) or section 13 of the Federal Reserve Act (12 U.S.C. 342 et seq.) to hire any nonimmigrant described in section 101(a)(15)(h)(i)(b) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(15)(h)(i)(b)) unless the recipient is in compliance with the requirements for an H–1B dependent employer (as defined in section 212(n)(3) of such Act (8 U.S.C. 1182(n)(3))), except that the second sentence of section 212(n)(1)(E)(ii) of such Act shall not apply. (2) DEFINED TERM.—In this subsection, the term ‘‘hire’’ means to permit a new employee to commence a period of employment. 5 6 Section 6.0: Evaluation 6.1 Evaluation and Assessment of Proposal An evaluation committee shall rank the interested firms based on their written proposals using a rating scale from 1 to 5 for each Standard (see below), with 1 being a poor rating, 3 an average rating, and 5 an outstanding rating. Recommended weighting factors for are listed adjacent to the qualification. A decision may be made based on written proposals or up to three top-ranked firms may be invited for further interviews/product demonstrations. Such interviews will be scored, as much as is practical, using the same rating scale. Weighting Factor Qualification Standard 2.0 Scope of Proposal Does the proposal show an understanding of the project objective and results desired? 2.0 Assigned Personnel Do the installers have the necessary skills and experience? 1.0 Availability Can the work be completed in a timely manner? 1.0 Motivation Is the firm interested and capable of doing the work? 2.0 Cost Do the proposed cost compare favorably with the Project Manager's estimate? 2.0 Firm Capability Does the firm have the support capabilities the assigned personnel require? Has the firm done previous projects of this type and scope? 6.2 Reference Evaluation (Top-ranked firms) The Project Managers will check references using the following criteria. The evaluation rankings will be labeled Satisfactory / Unsatisfactory. 6.3 Qualification and Standard a. Overall Performance - Would you hire this company again? b. Timetable - Were the conversions completed as scheduled? c. Completeness - Was the company responsive to client needs; did the company anticipate problems? Were problems solved quickly and effectively? d. Cost - Were the conversions completed at the price agreed to? e. Job Knowledge - Did company personnel exhibit the knowledge and skills necessary for the efficient completion of conversions? Section 7.0: Proposal Acceptance All proposals shall remain subject to initial acceptance 90 days after the day of submittal. Exhibit A: Buy America Certification Certificate of Compliance with ARRA, Sec.1605. Use of American iron, steel, and manufactured goods.
