Shining Horizons Land Management (SHLM) submitted a proposal in response to the above
referenced RFP. Your firm, SHLM, was selected as the firm with which to begin contract
negotiation. A second meeting was held to discuss the proposal and to gather additional
information on your firm's business plan, livestock husbandry and ranch infrastructure
management. In particular, City staff was concerned about your firm's lack of support for the
local northern Colorado ranching community.
References provided by you were contacted and while they were generally positive and the
individuals spoke highly of your personnel's technical range planning skills, they expressed
hesitation over your ability to initiate such a large project.
After review of the information provided, it has been determined that SHLM did not adequately
meet the requirements of the RFP. We therefore will cease negotiations with SHLM and begin
contract negotiations with the second ranked firm.
We thank you for your time and work to provide the City a proposal.
