The City of Fort Collins (City) is requesting proposals to provide concessionaire services for the
following outdoor vending sites in the downtown area:
Site #8, NE Corner of College and Oak, south of Advanced Eye Care.
For day use only.
Site #10 - Public Right of Way (ROW), SE corner of Oak & College intersection
For day use only.
Type of vending authorized for both sites: Food, Beverage, Retail, & Service.
Written proposals will be received at the City of Fort Collins Purchasing Division, 215 North
Mason St. 2nd floor, Fort Collins, Colorado 80524. If proposals are mailed, the address is: P.O.
Box 580, Fort Collins, Colorado 80522-0580. If available sites do not receive acceptable
proposals, those sites will remain open until an acceptable proposal is received.
Proposals must be received at Purchasing Division before 2:00 p.m. (our clock) on'Wednesday
June 30, 2010.

Conditions Include:
All mandatory conditions must be agreed to by the concessionaire. Any objections to these
conditions may result in rejection of the proposal.
The City of Fort Collins reserves the right to reject any and all proposals, to waive any
irregularities or informalities, and interview each concessionaire -.who has submitted a complete
proposal. Also, the City reserves the right to deny,granting a concession agreement to any
concessionaire who has had past breaches in concession agreements and/or documented
sales tax issues with the City.
A Concession Agreement, sample per Attached, must be executed between the awarded
concessionaire and the City of Fort Collins before, concession service can begin. This document
will constitute the entire agreement between the City and concessionaire concerning the
concession and the use of the concession space.
If concessionaire does not execute an agreement within ten (10) days of offer by the City, the
City may give notice to the concessionaire that the location will be offered to the next highest
ranked concessionaire for that location, call for new proposals,. or leave the site(s) vacant.
To be considered for future site openings, concessionaire must be registered. City will use
Purchasing's online vendor database to notify registered vendors if and when proposals are
requested for ayailahle downtown concession sites. Only vendors selecting �Commodity and
Services Code 96 -1551will be notified via email. Vendor must maintain accurate information in
Y e a ase usiness. ccurate email address is critical. City is not responsible if
notification is not received.
Concessionaire should go to fcgov.com/eprocurement/ to download instructions for registering
as a vendor and complete registration.

Proposals:
Concessionaire proposal must include the following.
1. Number of years experience outdoor vending in Fort Collins or another city.

If experience, is not in the City of Fort Collins, include proof of vending elsewhere and list a
contact name or phone number to verify. An example of documentation would'be copies of
sales tax returns for individual years in another city.
2. Number of years experience outdoor vending in the Fort Collins Downtown Plan Area on
public or private property.

Concessionaires are required to have a mobile cart. The cart may not exceed the size of
four (4) foot wide, ten (10) foot long and eight (8) foot high, excluding roof overhangs and
wheels.
Degree to which City specifications and requirements are met. Include pictures, schematics,
or other data that will support and show the quality/appearance of equipment, including cart.
The City reserves the right to inspect all equipment to make a determination.
5. Payments to the City:
The minimum that will be paid to the City, regardless of numbers of months operated, is the
$120 annual fee. In addition, food and beverage .concessionaires shall pay between
approximately $85 and $240 per month for power washing of their assigned vending site.
Concessionaires at sites which are split between day and night operations with another
food and beverage concessionaire shall pay a portion of the power washing fee. -

Primal Echo, LLC Proposal to the City of Fort Collins for Downtown Concessions Vendor
Proposal Form, Downtown Concessionaries
1. Number of years experience outdoor vending in Fort Collins or another city.
While Primal Echo doesn't have outdoor vending experience in Fort Collins yet, about 15 years ago, I
was co-owner of an eco t-shirt company whose design concepts I co -developed in Maryland. I sold
these eco t-shirts at,festivals, special events and fairs.
Currently, Primal Echo offers chocolate squares with organic certified and Rainforest Alliance
certified cocoa via our online store and at the Fort Collins Food Co-op.
Our goal with Primal Echo Crepes is to offer our customers delicious gourmet crepes with
ingredients that are locally sustainablea.nd globally fair. This means procuring as many organic and
fairly traded ingredients as possible from both Colorado farmers and other food producers who
embrace sustainable farming and compensating folks fairly. The eggs, dairy, butter and as many
vegetables and fruits as possible will be organic and natural; the meats and fowl will be free of
chemicals, pesticides and growth hormones.
The recipes for our cart are being developed by an executive chef who has cooked in high -end
restaurants for many auspicious guests, including Presidents Jimmy Carter, Ronald Reagan, a Pope
and scores of actors and musicians (including Elizabeth Taylor, Rod Stewart, The Who and many
more).
Our small, part-time team includes a director of sales who has been in the food brokering business
for more than 20 years; an executive chef who is designing our menu of sweet and savory crepes, as
well as a line of 9 chocolate truffles; an operations manager who used to be co-owner of Mile High
Coffee in Denver; an ice cream maker in Denver who is developing our requested recipes for two
frozen desserts that will be pre -packed; a sous chef who will be helping us in all crepe food
preparations and pre-packaging of ice cream and sorbet in Fort Collins at the commissary kitchen
(Rocky Mountain Salsa Company); and a founder with roots in coffee, sugar cane and family chefs
who believes this gourmet crepe and food concept be bring to Fort Collins will delight tastebuds and
support local and global farmers and growers.

3. Quality and Suitability of Product:
The main food that we will be looking to sell at the cart upon approval from the Larimer County
Department of Health will be a line of approximately 5 savory crepes, 5 dessert crepes and 5 'a la
carte' crepes. Average estimated price of crepes will be $7 a piece. (See "Primal Echo Gourmet
Crepes" for a weekly.net revenue estimate based on site #10). Once we have established the crepe
business, we'd like to include selling a line of 9 chocolate truffles, a chocolate sorbet and a chocolate
ice cream. We would also like to offer coffee, hot cocoa and filtered water for sale as we'become
more established at this spot.
Examples of savory crepes under consideration:
1. fresh baby spinach, basil, tomatoes and feta cheese with sauteed onions, red peppers, extra
virgin olive oil and balsamic vinegar
2. sauteed chicken with asparagus, mushrooms and garlic topped with an organic white wine
cream sauce V
3. green chili with pork, cooked with tomatoes, cilantro and garlic
4. melted brie, turkey with sauteed lemon basil and spinach
5. black bean with feta and plantains sauteed in a tomato, onion, cilantro marinade
Examples of sweet crepes being considered:
1. orange chocolate with vanilla bean ice cream
2. butter, sugar, a freshly squeezed lemon with Chantilly cream
3. goat cheese with raspberry preserves
4. milk chocolate with bananas, cashews, toasted coconut and light cream
5. fresh apple wedges with caramel, cinnamon & raisins

4. Quality/Appearance of Equipment:
Our mobile cart is being designed for best practical application and safety for operators and
public, while also maximizing energy efficiency. Our unit will comply with City dimension
guidelines. It's being designed by Food Carts of Colorado in Greeley, working in close
collaboration with the cart makers to ensure all City of Fort Collins and Larimer County Health
codes are observed. (See diagram of cart attached).
The card will contain approximately the following: 4 Krampouz Cast Iron Gas Crepe
Girdles, 8-spike shaped burners with security thermostat (see sample photo), with a
2-burner stove, 1 Fridge and 1 cold plate Combo Propane / 110volt Electric Fridge
units, 2 each cold ice bays that will each hold 5 1/6 size pans. Cart maker will
provide the 10 1/6 pans. The trailer will be a 4wide X8 long trailer, with umbrella, 3
propane tanks on the outside. It will include a 1 15x15 sink, .12 volt water pump with
battery and charger, and instant hot water heater.
We are looking at the possibility of incorporating a solar and 12-volt battery freezer,
like the one whose description is attached. We're also looking at the possibility of
having the cart company make a permanent awning with 3, 60-watt solar panels and 12-volt
battery inside (deep cycle in storage area). We are meeting with the cart maker on 11/9/2010
to finalize the design, which will then share with the City of Fort Collins and Larimer County
Health Department.
