Fort Collins has requested that Deighton Associates prepare a proposal for enhancement
and expansion of the previous work done in conjunction with the management of bridges
within clTIMS CT.
To date we have worked with Fort Collins to import an initial set of structures information
into clTIMS CT and have established links to a map based user interface into the structures
information. The information includes graphic, inventory and condition data. The extent of
the work to date has taken the bridge management initiative to the point of electronic
access to the information.
The goal of this proposed work is to further the development of the structures' database in
clTIMS CT with an objective of expanding the amount of data stored, enhancing the access
to that data and moving towards configuring a structures decision support system within
clTIMS CT.
Figure 1 is a summary of the tasks related to training and the associated cost of each task.

The above tasks that will be conducted by Deighton are described below.
dTIMS CT Upgrade to dTIMS CT SQL
Fort Collins currently maintains two Desktop licenses of clTIMS CT. These licenses utilize a
MS Jet database engine (MS Access database). This database has size and networking
restrictions imposed on it by Microsoft. This proposal offers the upgrade of one (1).of the
two licenses to clTIMS CT SQL. Moving to the SQL version of clTIMS CT will give Fort Collins
the advantage of being able to manage the combined larger dataset of Pavements and
Bridges, exploit the data sharing capabilities offered by an SQL database and take
advantage of the latest Work Flow offering from Deighton Associates.
Full credit for the existing clTIMS CT Desktop license is offered against the cost of the dTIMS
CT SQL software license.
Project Initialization
This task will give Deighton staff an opportunity to meet with Fort Collins structures staff to
discuss the changes to be made to the clTIMS CT database and review the modified and
new data. Discussions regarding data that will be required, should Fort Collins decide to
implement decision support for bridges in clTIMS CT, will also be discussed.
Modify dTIMS CT Database
To accommodate the new pdf format proposed and the multiple years of data that will be
summarized, modification will need to be made to the dTIMS CT database structure.
Deighton will make these modifications and ensure that the new data is available to clTIMS
CT and the reporting toolbar.
Import Bridge Data
Once all the data is collected from all sources and the hardcopy documents are assembled
into single pdf format then the bridge information will be loaded into clTIMS CT and the link
to the external data file can be established.
Develop New Toolbar Layout
The existing toolbar that is available via the map based user interface is illustrated in the
following image.

The tool bar allows the user to select a specific structure and access various reports and
pdf's for that structure. Only the most recent pdf reports are available at this time through
the toolbar.

This toolbar will allow the user to select a Year that will specify the Summary, Detailed or
Inspection Reports that will be returned to the user.
The Report pulldown will also be modified to offer the user a section of "static reports" that
are independent of the year selected. These reports will be comprised of a link to the plans
to the structure and a summary of various inspection attributes from all the years available
for the selected structure. The other offerings will be related to the selected year and will
produce the reports that were available from the previous toolbar.
Modify Existing Toolbar
The existing toolbar will be modified in the direction proposed with accommodations
made for any suggestions that Fort Collins wishes to make.
Implement Bridge Reports
The bridge reports that will be accessed by the bridge toolbar will be configured and
implemented.
Document and Implement Workflows
dTIMS wf may be part of the cITIMS CT family of products that are adopted by Fort Collins.
cITIMS wf gives users the ability to automate various repetitive tasks that may be required
to maintain the Structures database. An example of this would be the addition or removal

of a structure from the database. This optional task will allow these workflows to be
documented and implemented within dTKA5w[
