This proposed project will build on the updated structures information and affect the implementation of a series of analysis parameters within dTIMS CT to provide management support information similar to that generated by clTIMS CT for the management of pavements. The objective of this proposed project is to have clTIMS CT generate a recommended maintenance and rehabilitation program with supporting network and project level information. The tasks required to realize this objective are described below. Figure 1 is a summary of the tasks related to training and the associated cost of each task. Parameter Development Meeting A parameter development meeting will be held to establish the set of parameters that will be used to develop the foundation of the BMS. From these initial underlying parameters, the complete management system can be mapped out and designed from the bottom up. The parameters that will be investigated will include bridge indices, structure families, performance models, treatments, budgets and economic parameters. Each of these parameters is discussed below. Fort Collins staff will play an important role in the parameter development meeting because the goal of the meeting is to define a set of parameters that will help cITIMS CT satisfy the bridge management desires of Fort Collins. The parameter development meeting will be conducted over a three day period at Fort Collins. An agenda will be produced in conjunction with Fort Collins staff prior to the meeting so that the appropriate Fort Collins staff can be available, at the appropriate time, for their input into the parameter development. This project will have the benefit of having a completed set of dTIMS CT bridge analysis parameters, developed for the City and County of Denver, as a starting point for the Fort Collins analysis parameter development. Review and Calibrate Bridge Indices Condition indices are parameters in clTIMS CT that indicate the condition of a particular element in the Fort Collins bridge network at a given time. Any number of indices can be defined in dTIMS CT in order to establish the condition of the bridge elements. These indices are derived from the condition data that is collected and can take the form of individual distress indices or composite indices. Once established, a condition index is not hard coded into cITIMS CT. They are parameters of the system that can be accessed at any time for review or modification. The example condition indices will be reviewed in conjunction. with Fort Collins staff and modified accordingly. Develop Bridge Families In cITIMS CT all inventory items to be analyzed are organized into groups with anticipated similar behavior. Groupings, or families, can be based on any attribute including, but not limited to, structure type, traffic loading or geographic location. Any form of empirical, deterministic performance equation can be accommodated in cITIMS CT. Deighton and Fort Collins staff will work together to define an initial set of performance expressions from the basis that is provided by the Denver setup. A combination of reviewing historical data and local opinion is used to develop both pavement families and performance expressions. The equations for performance curves are not hard coded into cITIMS CT and can be reviewed and revised at any time. Define Treatments Fort Collins staff will be surveyed to determine the list of treatment alternatives that have historically been used in Fort Collins and performed favorably. After discussion the list will be finalized and defined in cITIMS CT with respect to applicability, cost and the impact the treatment has on the bridge inventory. This list of treatments is used by cITIMS CT to generate multi -year treatment strategies for the bridge elements defined in the BMS. In cITIMS CT treatments are initiated according to trigger zones that are set for each condition index. That is, if a bridge element's condition falls into a treatment trigger zone the treatment is considered as a feasible treatment.alternative. It is then up to the economic analysis in cITIMS CT to select the "best" feasible treatment based on the money available in a particular year and the network benefit that is derived from the treatment application. Treatment triggers are often referred to as decision trees. The list of treatments and treatment triggers can be modified by the user at any time following implementation. Define Economic Parameters Economic parameters in dTIMS CT include the definition of Budget Scenarios, Budget Categories, Inflation Rate and Discount Rate. These parameters allow clTIMS CT to apply economic judgment to the engineering based generated treatment alternatives. Budget scenarios are different budget regimes that will be expected over the analysis period and can range from no funding to unlimited funding. Any number of budget scenarios can be defined for an analysis in cITIMS CT. Budget categories can be defined to represent sources of funding for different types of treatments within a given budget scenario. Fort Collins staff will be consulted regarding appropriate budget information. cITIMS CT SMS Implementation 2010-030 Page 4 of 6 Deighton Associates Limited 11 Stanley Court, Unit 1, Whitby, Ontario; Canada i IN 8P9 Tel: (905) 665-6605 Fax: (905) 665-6645 www.deighton.corn Generate Treatment Strategies clTIMS CT will take the calculated condition indices, apply performance parameters to project the condition of each bridge element and generate a list of feasible treatment strategies for each structure in the Fort Collins bridge network. This may include several treatment strategies for each structure in each year of the analysis period. Deighton and Fort Collins staff will review the results of the treatment strategy generation to determine the reliability of the analysis parameters in clTIMS CT. Optimize Network Optimization selects a treatment strategy for each structure based on economic constraints and the objective function in the analysis. A different set of optimum treatment strategies may be selected by clTIMS CT for each budget scenario defined in the BMS. Review Recommended Program The recommended construction program will be reviewed by Deighton and the Fort Collins staff against realistic conditions in the field. Findings may result in having to revisit some of the analysis parameters that were defined in the BMS to "debug" them. The strategy generation and optimization will be run again following any changes and the results reviewed again. Following two iterations, it will be agreed that the BMS is generating realistic maintenance and rehabilitation recommendations for the available data and the verification of the analysis and parameters is complete and the system can be released to Fort Collins. The multi -year, recommended maintenance and rehabilitation program generated by clTIMS CT can now be used to accomplish a number of different tasks. At an operational level the output can be used to nominate candidate structures for treatment interventions. At a planning level, the clTIMS CT output can be used to predict future funding requirements that will deliver a specified level of service. At a strategic level, clTIMS CT output can be used to determine the appropriate amount of resources required to distribute across geographic boundaries to ensure equitable political and social considerations. Presentation and Training The typical training Deighton provides consists of 3 days of specialized on -site training following the installation of the customized system. The specialized course is intended to review the operation of clTIMS CT with selected Fort Collins personnel (namely the internal specialists). The system will be fully functional when delivered and will allow training to be accomplished using Fort Collins data and a Fort Collins specific recommended maintenance and rehabilitation program. dTIi,'1S CT BMS Implernentation 2010-030 Page 5 of 6 Deighton Associates Limited 11 Stanley Court, Unit 1, Whitby, Ontario, Canada L11`1 8P9 Tel: (905) 665-6605 fax: (905) 665-6645 www.deighton.com A short presentation to upper management is often incorporated as part of the training session and gives an executive summary of the BMS development and the results of the analysis. Final Report Deighton will deliver a final report that describes the project in detail and summarizes important findings of the research completed including how the BMS software was set up, as well as, the conclusions and any recommendations to Fort Collins.
