SPECIFICATIONS AND CONTRACT DOCUMENTS
Description of RFP 7146: Poudre River Public Library District Main Library Remodel and
Expansion
OPENING DATE: 3:00 P.M. (Our Clock) June 14, 2010
To all prospective bidders under the specifications and contract documents described
above, the following changes are hereby made.
QUESTIONS/ANSWERS:
1. The RFP defines the scope of work to include all three phases. In the pre -submittal
meeting last week I thought I heard that you are concentrating on Phase I only.
Please clarify if you want fees for all phases or Phase I only at this time.
Answer: We want fees in your proposal on all phases, but we may only issue a
PO for Phase 1 to begin with.
2. Is Furniture, Fixtures & Equipment included in the RFP or is this a separate scope of
work?
Answer: There is a budget for FFE included in the 4 M.
3. Is a technology consultant needed to coordinate phones/data/audio visual etc?
Answer: No, the City will take care of the technology portion of the project but
the design consultant will coordinate their design with our IT (MIS) staff from
conceptual thru contract management and close-out.
4. We know one of the objectives is sound containment and dampening features. Do
you want the fee for an acoustic consultant as part of the main fee or a separate
estimate?
Answer. As part of the main fee but broken out as to consultant and specific
fee.
5. Is signage included in this scope of work?
Answer: Yes.
6. The scope of the project does not seem to meet LEED - NC/Major Renovation
criteria unless major HVAC and envelope modifications are being made. At the pre -
submittal meeting it sounded like major HVAC upgrades were not anticipated. Are
you open to pursuing LEED for Existing Buildings?
Answer: Yes, if it is possible to achieve LEED Gold by doing so.
7. Is a new geotechnical report necessary, or could the design team use the soils report
and borings data from the original library construction? Since the additions are all
under the existing building and are non -load bearing, and access for a drill rig would
be difficult, it should be acceptable to use the existing data.
Answer: It 's acceptable to use existing data for Phase I only at this time.
8. The existing library is not sprinklered, and there is no fire line extended to the
building. Will a complete fire sprinkler system be required for this project?
Answer: Don't know; the proposer to research with PFA.
9. Are the existing water, sanitary sewer, natural gas and electrical services to the
building adequate for the anticipated additional square footage?
Answer: Don't know; the Propser to research current capacity and future
designed needs.
10. The City's flood plain maps show that Library Park appears to be outside of the 100-
year flood plain. Please verify that this is accurate, and that no floodproofing of the
existing building will be required.
Answer: Proposer to determine via research with City Storm Water
Department.
11. The scope of work for landscape architecture and drainage/grading will be very
difficult to determine without a better description of the extent of the Library Park
block that will be impacted. For purposes of the proposal, could the City say that the
extent of landscape design will be limited to the eastern half of the block (or some
other amount), so that the fees you receive will be based upon the same
assumption?
Answer: The intent of the project is to spend most of the budget on the
building. This block is currently fully landscaped and no major changes are
anticipated.
12. Is the City carrying a budget for FF&E within the $4 million budget? If so, what is the
amount of this line item? Will the City or Library District be responsible for designing,
procuring and installing the furniture and shelving systems, or do you want the
design team to be responsible for designing, specifying and coordinating the
procurement of these items?
Answer: We want the design professional to design these elements with
assistance from the Library staff. The Library will procure these items
separately. FFE budget is circa 7% carried within the 4 M.
13. The documents provided as addendum 1 seem to include first floor only. Are you
able to provide 2nd floor as well?
Answer: We will have to research to see if these are available. If they are, we
will provide them to the awarded consultant team.
Budget
14. Can you please confirm what amount of construction budget you have assumed to
be available out of your $4.0 million total project budget. Please provide any detail if
you have it. Does the $4.0 million include the following:
Furniture, Fixtures, Equipment budget ( including library stacks)
Data & communications improvements
Fees for owner's representative or project manager
Relocation costs for interim or final moves
Plant investment or tap fees
Owner's land survey costs
Answer: Yes, the 4 M budget must include all the items you specify at this
time. There is no construction budget estimated currently by the District.
Program Confirmation
15. You do not mention this in your Phase 1 services. Can we assume you are
comfortable with the program attached to the RFP to be basis of design?
Answer: Yes.
16. Will Group 3 Planners be available for response to program detail questions on
behalf of the owner?
Answer: Yes.
17. Do you anticipate any role being played by them in the Phase 1 services we should
be aware of?
Answer: Yes, but nothing specific.
Client input and direction
18. Can you describe how the owner will provide input and direction to the Architect.
Anwer: Through weekly design team meetings from which the design
professional will conduct a produce meeting minutes. Appropriate Library
staff and the District's project representative will attend the design team
meetings.
19. Will there be an owner's representative?
Answer: Yes.
Condition of existing building systems
20. Do you anticipate replacement of existing HVAC equipment?
Answer: Not unless necessary with the new design.
21. Do you anticipate replacement of existing lighting or power systems?
Answer: Probably, at least partially, but the design will determine.
22. Have either of these systems had major remedial work done in last 5 years?
Answer: Yes, partial lighting fixtures.
Procurement of construction services
23. How will construction services be procured? CMGC, competitivebid from final
documents, other?
Answer: Competitively bid from final documents.
24. If CMGC, can this team member be brought a board in phasel to assist with
estimating and phasing development?
Answer: Not in this method.
Sustainable Design Objectives
25. Can you provide a brief written summary of what you mean in the RFP by "creating a
net zero energy impact to the building?"
Answer: The design and/or construction must add no new energy
consumption to the facility.
Planning process
26. In the RFP for Phase I, item #13 contains language that discusses the submittal of a
preliminary plan package as well as conducting preliminary plan review meetings
with City staff. This language suggests the partial or total completion of a PDP
process in Phase 1. Please verify that this is the intent of the City. Additionally, if a
PDP is being requested, is this site review process being completed prior to the
ballot issue to repeal the site restriction?
Answer: Yes. The design professional needs to take the project through
official preliminary plan review. There currently is no set schedule for the
ballot issue.
27. Will the city provide required land survey information to develop the project or
should the consultant allow for that?
Answer: The consultant should "officially" provide for project land survey
information. if past (existing) survey information is available it may be
provided to the awarded consultant group as baseline information only.
