We have been performing grease trap inspections for the City since 2005 and, since that time, we have developed a comprehensive, efficient and effective program with proven results. Kennedy/Jenks brings a unique approach to the City's industrial pretreatment program by combining in- house management of facility scheduling, history and compliance with comprehensive field inspections. As shown in Exhibit 1, our program approach has resulted in a 9% overall decrease of facility pumping failures in the last five years and facility owners have an increased awareness of the importance of trap maintenance and using Best Management Practices (BMPs) in their kitchens. • The historical maintenance database we have developed has enabled the City to track historical facility compliance, thus reducing inspections to semi-annual and saving program costs. As a consultant for other districts and municipalities we bring an awareness of, and sensitivity to, budget constraints, along with recommendations that will allow the City's industrial pretreatment program to be self -funding. Exhibit 1: Kennedy/Jenks' Grease Trap Inspection program approach has resulted in a 9% overall decrease of facility pumping failures in the last five years. �t of PROGRAM PROCEDURE Kennedy/Jenks' procedure for performing grease trap inspections involves in -office preparation, field inspections, database and commercial map updating, and final reporting to the City. A more detailed description of each step is as follows: Inspection Preparation Initial, in -office preparation occurs so that field inspections take place in the most efficient manner possible, and so that facilities are not missed. For this preparation process, notebooks will be assembled by our Database Specialist for the Field Administrator so that field inspection forms are in an organized format prior to inspections. These notebooks contain: • A Commercial Map (Exhibit 6) with a field inspection form (Exhibit 7), pre -populated, for each of the facilities on the map, stapled to the map. This allows the Field Administrator to work one map at a time, and have the pre -populated forms on -hand. • Pass and Fail Notices (Exhibit 8), ready to be filled out by the Field Administrator. • Copies of the BMP's Listing (Exhibit 9). • Copies of the Pumping Contractors Listing. The frequency of required pumping varies depending on conditions at individual businesses and grease management practices used Each pumping event must remove die interceptor's entire contents. Partial removal of contents is not allowed. Both the irdet and outlet chambers must be pumped completely. Under no circumstances shall the interceptor contents be reintroduced into your facility. In addition, please note that it is important to use Best Management Practices by continuing to utilize an outside waste grease disposal bin so that minimal grease is disposed of into the drain. This program is necessary so that grease does not enter the sanitary sewer lines, which can cause sewer backups for your facility or others served by Fort Collins Utilities. Kennedy/Jenks Consultants City of Fort Collins — 7144 Grease Trap Inspections 9 Engineers & Scientists art C�olti_ns Exhibit 9 City of F6rtCollins Best Management Practices For Fats, Oil and Grease (FOG) Control Fats, Oils and Grease (FOG) are food by-products that can severely damage a facility's drain line system as well as the sanitary sewer system. FOG collect and eventually harden on the inside of the sewer pipes, preventing water from flowing and causing blockages. Blockages in the sewer cause Sanitary Sewer Overflows (SSOs), dumping raw sewage into streets, lakes, streams, homes and businesses. The best way to prevent blockages is to keep the FOG out of the drain line system. Below is a list of Best Management Practices that will help to prolong the life of your drain line system and reduce the inconvenience and cost of line blockages. FOLLOW THE DO'S AND DON'TS OF BEST MANAGEMENT PRACTICES Don't • Don't put grease or fryer oil down any sink or floor drain. • Don't dispose of food or food scraps in sinks. • Don't take out sink strainers or drain covers. Empty scraps into trash, not down the drain. • Don't use cleaning chemicals improperly. Follow the instructions on the label, for your safety as well as the safety of the environment. na • Do throw all solids including waste food into the garbage. Fat, cooking oil and grease may be collected in a separate container for recycling. • Do encourage staff to be conservative about use of FOG in food preparation and serving. • Do use ALL cleaning chemicals according to the instructions on the label. • Do use paper towels to soak up oil and grease under fryer baskets, to wipe down work areas and to clean up any spills. Dispose of the paper towels into the trash. • Do run a LOT of water if you must use the garbage disposal. • Do check all sinks and floor drains for strainers and covers. • Do develop an appropriate cleaning schedule for grease interceptors and traps. • Do know the location and operation of all FOG control devices. • Do deposit used fryer oil in the appropriate container. • Do keep dumpster areas clean and free of loose trash. After the first few inspections, the facility owner normally recognizes the Field Administrator and knows "the drill". As shown in Exhibit 10, Kennedy/Jenks' field procedure for performing field locates is to: • Introduce themselves to the facility manager. • Perform an inspection of the interceptor. This is done using a Dipstick Pro. • If the interceptor passes, leave a "pass" notice with the facility. • If the interceptor fails due to lack of pumping, leave a pumping notice with the facility. If possible, show the facility representative the interceptor and why the pumping order is being issued. • If the interceptor fails due to repair, leave a repair order with the facility. If possible, show the facility representative the interceptor and why the repair order is being issued. • Verify the facility's pumping company for City's records. • Note any new facilities that should be added to the program, and any newly vacant facilities that should be taken off of the program. Hours of Operation: Kennedy/Jenks' Field Administrator will be cognizant and respectful of a facility's hours of operation. Sometimes Pass interceptors are located in a restaurant's parking lot L Inspection or drive -through and cannot be accessed while cars are present. Snow is sometimes shoveled onto the interceptor, making it difficult to access. Cold weather affects the inspection tool, making it easy to break when dipping it into the interceptor. New Facilities: At the City's request, Kennedy/Jenks' Field Administrator does not approach new facilities. Kennedy/Jenks will report to the City any new facility, any facility that is under new ownership, or facilities that have been altered in some way; and the City will contact the facility • prior to Kennedy/Jenks' first visit. Upon our initial visit, we will fill out the initial inventory and gain contact information for the database. We will also perform an initial inspection of the interceptor. • Vacant Facilities: Vacant facilities are also reported to the City. Kennedy/Jenks performs an inspection of the vacant facility's interceptor. If it needs to be pumped or repaired, Kennedy/Jenks will report this to the City for the City to follow up with the owner. • City of Fort Collins — 7144 Grease Trap Inspections Kennedy/Jenks Consultants11 Engineers & Scientists • t Collins Database Input & Commercial Map Updates As inspections progress, Kennedy/Jenks' Field Administrator will return the completed forms to the Database Specialist, who inputs the field data into the City's database. After the data is input, the following is produced: • A list of facilities currently included on the City's program. • A list of facilities that failed for either pumping or repair, or both. • A kitchen inventory list for new facilities, or facilities that have been sold or altered. • When a facility fails an inspection, a follow-up form is generated for the Field Administrator to perform a follow-up visit. This is repeated until the facility passes, or until a pump receipt is sent to Kennedy/Jenks. In addition to the database input, the Commercial Maps are revised to show new or changed facilities and to take off facilities that are newly vacant. Reporting As Required: A one-time drawing (in AutoCad or .pdf format) of each new restaurant or designated site with the location of the grease interceptor, along with an updated Master List of grease traps, will be provided to the City upon each new addition to the list. Weekly: A summary of Failure Notices will be provided to the City, on a weekly basis, during each inspection period. Quarterly: A final report will be written after each inspection period (refer to sample report in Exhibit 12). This report will summarize all of the inspection information, and include reports of kitchen inventories (if any), inspections and failures. A current listing of facilities, a current list of pumping companies, and an updated set of commercial maps will be included with the report. EXCLUSIONS At the request of the City, Kennedy/Jenks does not visit Category 4 facilities. These are facilities that do not have an interceptor, but have been determined by the City as not needing an interceptor or trap. In addition, we have not included in this proposal grease interceptor design review, observation of grease interceptor installation, or inspection of facilities having sand/oil interceptors. We perform these services for other agencies and are available to perform these for the City if requested. Jodi will continue to provide quality services to the City through Kennedy/Jenks' demonstrated approach to the City's industrial pretreatment program by combining in-house management of facility scheduling, history and compliance with comprehensive field inspections. Bob Mott —Alternate Field Administrator On occasion, Bob Markoski requires back-up to perform grease trap locates. In these instances, Bob Mott is available to provide uninterrupted services for the City's field observations needs. The existing program that we developed in conjunction with the City has proven effective — increasing compliance by 9% as demonstrated by significantly fewer failed inspections — and has provided database management that enables the City to quickly analyze facilities and to tailor its program as necessary. Kennedy/Jenks' Field Kennedy/Jenks' Field Administrator, Bob Markoski, is familiar with the Administrator Bob Markoski 200+ facilities in the City that are currently included in the grease trap performs grease trap inspection program; and the facility owners and representatives are inspections for the City of familiar with Bob. He has consistently been Kennedy/Jenks' Field Fort Collins. Administrator performing the City's inspections, and he takes the time to answer questions at the facility and discuss BMPs with the facility representative. When facilities understand the importance of maintaining their grease traps, they are more likely to keep the traps clean and in good, working order. The performing of field inspections alone is just one aspect of a successful program. Kennedy/Jenks tracks compliance of facilities in a detailed database where facility information is stored. This allows the City to determine which facilities are consistently compliant and do not need to be inspected on a quarterly basis. Conversely, the City is able to track which facilities have chronic failures and, therefore, should be inspected more often. This has enabled the City to reduce inspections to semi-annually and, therefore, save over $20,000 per year in costs. Kennedy/Jenks will continue to provide the combination of field consistency and in-house management. Our team has been responsive to the City for the past five years and the program we have developed will continue to provide the City with a cost-effective approach that results in excellent compliance with industrial pretreatment standards, and significantly reduces fats, oil, and grease (FOG) in the collection system and at the wastewater treatment plant. SELF -FUNDING PROGRAM Having worked with multiple water and sanitation agencies throughout Colorado, Kennedy/Jenks understands the aspects of budgeting for programs within the agency, and the importance of indentifying ways in which agencies' programs can be self -funded. For example, we worked South Arapahoe Sanitation District to develop a way to fund its Industrial Pretreatment Program. Facilities are charged a fee on an annual basis for regularly -scheduled grease interceptor inspections in order to recoup the District's costs for the inspections. Facilities that fail consistently are also charged a penalty for additional inspections. This fee schedule ensures that rate payers of the District are not paying for the grease interceptor inspection program. We would welcome the opportunity to work with the City to develop a self -funding fee program. City of Fort Collins— 7144 Grease Trap Inspections Kennedy/Jenks Consul tainft 1 Engineers & Scientists rt Collins • • • • • BACKGROUND In 2005, Kennedy/Jenks (formerly Meurer & Associates), contracted with the City to perform quarterly grease trap inspections at food -generating facilities in the City's service area. Kennedy/Jenks worked with the City to develop a systematic, efficient program. During this initial "project setup" phase, we: 1. Categorized facilities based on whether or not they have a grease trap, what type of trap they have, and whether they should have a trap but do not (Exhibit 2). 2. Established criteria by which a facility passing or failure is determined. 3. Developed forms for the program, which include facility inventory, inspection passing and inspection failure forms. We developed a list of Best Management Practices (BMP's) and Pumping Contractors that are distributed to facilities. 4. Created a database of the food -generating facilities in the City's program. This database includes each facility's kitchen inventory, is used to schedule inspections, and houses the inspection history for the facilities. 5. Created a set of "commercial" maps that graphically indicate the locations of facilities and of Exhibit 2 the grease trap outside each facility. Category 1- Exterior Grease Interceptor. Facilities generating animal/vegetable oil, grease or greasy waste that require and have an external grease interceptor. Category 2 - Interior Grease Trap. Facilities generating animal/vegetable oil, grease or greasy waste that would normally require an exterior grease interceptor, but have an interior grease trap. If the interior trap does not adequately prevent the entrance of grease or greasy waste into the sewer system, a facility in this category will be required to install an exterior grease interceptor and will be categorized as a Category 1 facility. Category 3 - No Interceptor or Trap. Facilities generating animal/vegetable oil, grease or greasy waste that would normally require an exterior grease interceptor, but have no exterior grease interceptor or interior grease trap. Facilities in Category 3 are generally reviewed more often to facilitate compliance of best management practices. If a facility in this category does not adequately prevent the entrance of grease or greasy waste into the sewer system, the facility will be required to install an exterior grease interceptor and will be categorized as a Category 1 facility. Category 4 - No Interceptor or Trap (no grease generated). Facilities generating minimal animal/vegetable oil, grease or greasy waste (no detectible amount). If a facility in this category changes its operation such that it generates grease or greasy waste into the sewer system, the facility will be required to install an exterior grease interceptor and will be categorized as a Category 1 facility. Category 5* - Sand/Oil Interceptor. Gas stations, commercial garages and car wash facilities with a sand/oil interceptor. Category 6* - No Sand/Oil Interceptor. Gas stations, commercial garages and car wash facilities without a sand/oil interceptor. * Note that the City of Fort Collins does not currently include Categories 4, 5 and 6 in their program. City of Fort Collins — 7144 Grease Trap Inspections 2 Kennedy/Jenks Consultants Engineers & Scientists Fort Collins SCOPE OF SERVICES Kennedy/Jenks will provide the following services to the City for the "7144 Grease Trap Inspections" project. A. Perform regular grease trap inspections on a semi-annual basis and follow-up inspections, as needed. Facilities which have a history of failure or problems, as determined by City staff, shall be inspected quarterly. Note that "trap" refers both to external grease interceptors and internal grease traps. As part of the current inspection program, Kennedy/Jenks developed a list of services performed during each inspection (Exhibit 3). Trap is then re -inspected until it passes as noted on the failure notice (7 days if it needs to be pumped and 30 days if it needs to be repaired). ➢ Draw the location of traps in the commercial maps and note any changes in occupancy or new restaurants. ➢ Only note new restaurants. Not approved to visit until initial visit from City is performed. ➢ City Follow-up o Restaurants that fail two consecutive quarters will receive a written warning from the City.
