At your request, CTLIThompson, Inc. is pleased to provide this fee estimate for Construction
Observation and Materials Testing services for the College Avenue/Harmony Road Intersection
Improvements project located at the intersection of College Avenue and Harmony Road in Fort
Collins, Colorado. We understand testing for this project should be performed in accordance with
City of Fort Collins standards and specifications as well as CDOT specifications. We reviewed the
plans prepared by Interwest Consulting Group dated February 23, 2010 in preparation of our
proposal.
We understand that the city will use our estimate for the basis of establishing a budget for the
project and to issue a purchase order for our services. Our estimated scope of services and
associated fees were prepared according to the terms and conditions of our professional services
agreement with the City of Fort Collins and are presented below.
Earthwork: Compaction testing may be required for roadway subgrade, sidewalk subgrade, curb and
gutter subgrade, aggregate base course, and utility trench backfill. We estimate a total of 25 site
visits will be necessary.
Engineering Technician 25 days x 2 hrs/day x $57/hr $2,850.00
Standard Proctor 3 tests x $83/ea $249.00
Atterberg Limits 3 tests x $62/ea $186.00
Gradation 3 tests x $72/ea $216.00
Subtotal: $3,501.00

Concrete Testing: Concrete testing will be required for the pavement, medians, ramps, sidewalk,
and curb and gutter. We estimate 85 concrete tests consisting of 5 cylinders each will be
necessary. We further estimate that additional technician time will be necessary to test the percent
air content on approximately two extra trucks for each day of concrete placement.
Concrete Cylinders 85 tests x $166/test $14,110.00
Additional Concrete Cylinders 85 tests x $9/test $765.00
Additional Technician Time 85 hours x $52/hour $4,420.00
Subtotal: $19,295.00
Asphalt Testing: Compaction testing will be required during asphalt placement on Harmony Road.
We estimate the project will require 8 days of asphalt compaction testing and 8 laboratory samples.
Engineering Technician 8 days x 8 hrs/day x $57/hr $3,648.00
Lab Density (Rice) 8 tests x $88 /ea $704.00
AC Content/Gradation 8 tests x $166/ea $1,328.00
Subtotal: $5,680.00
TOTAL ESTIMATED FEE: $28,476.00
It should be emphasized that this estimate is based upon assumptions of actual quantities and
contractor's schedule. The fee will be charged only for the actual hours and unit rates presented for
tests and observations requested by the owner, contractor or subcontractors who schedule the
services.
