To provide design and engineering services during construction for the completion of the
Mulberry Water Reclamation Facility Improvements, including additional construction support;
security design and coordination; communications and network support; additional start-up, pre -
commissioning, and commissioning services; and odor testing and documentation.
Scope of Services: See attached Exhibit "B"
Service Provider agrees to perform the
services identified above and on the
attached forms in accordance with the terms
and conditions contained herein and in the
Services Agreement between the parties. In
the event of a conflict between or ambiguity
in the terms of the Services Agreement and
this work order (including the attached
forms) the Services Agreement shall control.
The attached Exhibit "B" consisting of five
(5) pages, plus figures and tables, is hereby
accepted and incorporated herein by this
reference, and Notice to Proceed is hereby
given.

DESIGN AND CONSTRUCTION MANAGEMENT SERVICES
SCOPE OF SERVICES
PROJECT SCHEDULE
• Contract Commencement Date: July 26, 2010
• Contract Completion Date: April 1, 2011
FEE ESTIMATE
• Fees shall be on a time and reimbursable direct cost basis with a not -to -exceed limit
• See Table B-1: Rate Schedule

• Not -To -Exceed Amount = $193,223
SCOPE OF SERVICES
This scope of work submitted to Fort Collins Utilities (FCU) by MWH Americas, Inc.
(MWH) covers the design and engineering services during construction for the completion
of the Mulberry Water Reclamation Facility Improvements, including additional construction
support; security design and coordination; communications and network support; additional
startup, pre -commissioning, and commissioning services; and odor testing and
documentation required for the completion of the Mulberry WRF Improvements Project.
The scope includes:
Task 1 - Construction Support
Objective:
Provide civil, architectural, structural, mechanical, HVAC, electrical and instrumentation
support during the construction process.
Task 1.1 Construction -related meetings
Activities
1.1.1 Conduct Arc -Flash coordination meetings with City Staff and Light & Power
1.1.2 Meet with Contractor and HVAC representatives to coordinate issues related to the
geothermal HVAC system
1.1.3 Coordinate with the Contractor,. City staff, and Turblex to resolve issues relating to
submittal process
1.1.4 Provide one representative to attend 2 — two day performance and functional tests in
Springfield, MO.

Task 1.2 Design -related Services
Activities
1.2.1 Re -design MWRF odor control resulting from lessons learned from DWRF odor
control project
1.2.2 Structural evaluation of submittals and modifications presented by Contractor,
including:
• Final Clarifier fitting
• Tank Covers
• Scrubber reinforced concrete supports
• General Pipe Supports
• Miscellaneous BREW building structural issues
1.2.3 Provide an additional week of support services to cover installation related issues for
each discipline.
1.2.4. Amend the current construction drawing set to incorporate as -built information
related to the following sub -systems:
• Irrigation system — yard piping, valves, control information, pumps, and
instrumentation
• MWRF Landscaping plan
• HVAC modifications to the Operations Building in support of MIS installation
Task 2 — Security Support
Task 2.1 Physical S Physical
Activities
2.1.1 Provide design details for automated gate at west entrance to MWRF
2.1.2 Provide design details for a grating over MWRF outfall to prevent intruders from
entering the site
Task 2.2 Security System Coordination
Activities
2.2.1 Assist project staff in coordinating with electrical contractor and outside vendors on
electrical and control issues related to the following systems:
• Site Security Camera System & Network
• Door Security System
• Motion Detection Intruder System

2.3.1 Utilizing information provided by the contractors as -built the. security systems on
existing electrical drawings
Task 3 — Communication and Network Support

3.1.1 Coordinate with City's MIS group on network and communications issues
3.1.2 Document as -built conditions for network fiber and'copper wire installations
Task 4 — Start-up, Pre -Commissioning, and Commissioning Services
Task 4.1 Startup Manuals
Activities
4.1.1 Provide technical review and assistance for the development of Startup and
Commissioning Manuals
Task 4.2 Plant Equipment Startup,
Activities
4.2.1 Provide technical assistance and advice to contractor and manufacturer's
representatives during startup of equipment components
4.2.2 Witness test startup of major equipment. Attendance at equipment startups to be
coordinated with Owner.
4.2.3 Provide Commissioning assistance during final plant commissioning events.
Task 5 — MWRF Odor Documentation
Task 5.1 Odor Testine
Activities
5.1.1 Assist Owner is determining number and location of test site to be monitored for
odors prior to plant startup
5.1.2 Assist Owner in performing the sampling operations and coordinating odor sample
delivery and testing
5.1.3 Provide similar assistance for post -startup testing once plant operation has stabilized.
The scope will be completed by the team under direction of MWH. It includes electrical and
instrumentation and control work from Carollo Engineers.
