Dear Mr. Kechter:
WALSH Environmental Scientists and Engineers, LLC (WALSH) is pleased to provide this proposal for
excavation oversight and materials management services for the City of Fort Collins during the principal
construction phase of the Discovery Museum in Fort Collins, Colorado. Ibis proposal has been prepared to
address the requirements identified in the Voluntary Clean-up and Redevelopment Application (VCRA),
Materials Management Plan (MMP), and Soils Characterization and Management Plan (SCMP) developed
for the site. At your request, the costs identified in this proposal are based on an anticipated soil
disturbing oversight schedule of sixty (60) days for a principal environmental scientist/asbestos soils
inspector and ten (10) days for a second environmental scientistlasbestos soils inspector.
Due to the presence of known soil, vapor, and groundwater contamination and landfill debris in the
proposed construction areas, special precautions are required to protect workers and the public, as well as
prevent accidental release or dispersion of contamination into the environment during the various soil
disturbing activities conducted by City subcontractors during the construction phase of the project.
WALSH will provide an environmental scientist/asbestos soil inspector during various soil disturbing (i.e.,
drilling, excavation, trenching, and landscaping) activities during the construction project on a periodic, as
needed basis. The WALSH environmental scientistlasbestos soil inspector will provide oversight and material
management as described below:
• Excavated soils will be visually inspected for evidence of organic or inorganic chemical
contamination (i.e., metals, petroleum, solvents, etc.). Soils which are discolored, exhibit strong
or unusual odors, will be field -screened using a portable photoionization detector (PID). Suspect
soils which display elevated P1D readings will be segregated from clean soil. Samples will be
collected for waste determination/disposal purposes. Based on the analytical results, waste
profiles will be prepared and materials will be containerized for disposal. Routine sample
shipping and laboratory analysis will be requested on all suspect contaminated soil samples
collected
• Excavated soils will also be visually inspected for evidence of visible suspect asbestos -containing
debris. Debris which contains suspect asbestos -containing material will be sampled and analyzed
to determine asbestos type and content. Expedited sample shipping and laboratory analysis will
be requested on all suspect asbestos -containing debris samples collected.

If groundwater is encountered and generated during the construction project, it will be screened
for indications contamination (petroleum sheen, free product, strong or unusual odors, and/or
elevated PID readings). Suspect contaminated groundwater will be containerized. Samples will
be collected for waste determination/disposal purposes. Based on the analytical results, waste
profiles will be prepared. Routine sample shipping and laboratory analysis will be requested on
all suspect contaminated groundwater samples collected.
• Ambient air monitoring and down -hole monitoring for flammable gases and volatile organic
compounds will be conducted during all drilling, excavation, and trenching phases of the project
using a portable multi -gas monitor. If elevated flammable gas or volatile organic compound
readings are detected, the response activities specified in the MMP will be implemented.
• A close-out report will be prepared at the completion of the project documenting activities performed.
The proposed excavation oversight and materials management services described above are estimated to
cost approximately $113,687 which includes a five (5) percent contingency on labor hours. A
spreadsheet identifying anticipated costs has been attached. Actual project costs may be more or less
depending on the final schedule, actual site conditions encountered, and available personnel assigned to
the project. Labor and other direct costs will be billed on a time and materials basis according to
established 2010 rates identified in WALSH's General Environmental Services Contract (P 1066) with the
City.
It is proposed that WALSH personnel will be present on the site during all phases of active soil disturbing
work, as well as during backfrll/final grading activities. One environmental scientist/asbestos soil inspector
has been budgeted for sixty (60) days and a second for ten (10) days. The second environmental
scientist/asbestos soil inspector will be present on days where there is a second location of soil disturbing
work which would require a person at each location. This proposal assumes a standard 8 hour work day on
site with additional time allotted for field equipment calibration, maintenance, etc. This estimate includes
costs for the collection, shipping, and analysis of limited soil, groundwater, and bulk asbestos samples, as well
as limited containment, transportation, and disposal costs. It does not include fees for significant soil or
groundwater material management or disposal or additional sampling and analysis of chemically or asbestos -
contaminated media or ambient air monitoring for asbestos by phase constant microscopy or transmission
electron microscopy methods that may be required because of unforeseen site conditions. If required costs for
these activities will be handled on a time and materials basis via a change order.
This cost estimate does not include potential fees for any asbestos -contaminated soil response, abatement,
containerization, transportation, or disposal activities. It is our understanding that the City will contract these
services with their existing emergency response contractor. If time -sensitive excavation activities are
anticipated during various portions of this project, the City may consider having representatives [asbestos
supervisor/worker(s)] from the emergency response contractor on stand-by at the site.
It should be noted that asbestos soil inspection is considered a limited screening activity conducted to comply
with the requirements of the MMP, SCNIP, and State revelations, but is not exhaustive and cannot guarantee
or warranty soil to be free of contamination.
