'Neill II, CPPO, FNIGP Dire o of Purchasing and Risk Management (over $60,000.00) Date: stdwopsa rev 07/09 Exhibit A City of Fort Collins NORTH COLLEGE WESTSIDE SANITARY SEWER Scope of Services — Design Phase Introduction This scope of services represents the engineering design services associated with the City of Fort Collins North College Westside Sanitary Sewer improvements as recommended in the North College Westside Sanitary Sewer Improvements — Preliminary Design Report dated February 5, 2010. This scope is intended to accompany, and work in unison with, the project Work Plan (Exhibit B). The Work Plan is a spreadsheet representing an overview of the project with individual work tasks represented in rows and anticipated professional staff and subconsultant effort represented in columns. The project involves design and construction of a new and larger sanitary sewer line between Alpine Street to the south side of the McDonald's Restaurant south of Willox Lane. Presently, this corridor contains eight inch (8") and ten inch (10") vitrified clay (VCP) and Polyvinyl Chloride (PVC) pipe of approximately 4,070 linear feet (LF) in length along an alley west and parallel to North College Avenue and through private properties. Historically, the City has reported surcharging of the pipe on occasions and an excessive need to flush and clean the pipe. After an in depth investigation of existing conditions and the analysis of alternatives to improve the sewer line to accommodate existing and future flows, it was recommended and accepted to install a new and larger pipe in essentially the same location as the existing sewer line; with possible exceptions in areas where the existing line lies under buildings and in areas that restrict access for maintenance. General The remainder of this document describes our understanding of the scope of work. Several assumptions were made in developing the scope: This scope of work will include all design services required up to the completion of final design. Construction Phase Services will follow under a separate agreement. The Stantec Team for this project will be Don Silar as Project Manager, Tanner Randall as Project Engineer, Josh Ziliak as Design Engineer and Jeromy Vigil as Surveyor. Subconsultants will include a Geotechnical Subconsultant, CTL-Thompson, with Mr. Robin Dornfest as their contact person. All project deliverables will be made available to the City in electronic as well as hard copy format (i.e. reproducible Mylars and paper copies). Electronic files will be prepared and formatted in current industry standard software including AutoCAD (DWG) and Adobe (PDF) formats. The City will supply property title work to Stantec so Stantec can prepare easement descriptions and exhibits. All construction activities may be contained within existing rights -of -way and easements. But minimum right-of-way widths and adjacent obstructions (i.e. structures, storage facilities, utilities, etc.) may require construction of the new pipe in easements. Therefore, we have included preparation of both permanent utility and temporary construction easements along portions of the length of the new line. The City will use their traffic control personnel during potholing and construction of the sewer line and therefore preparation of a traffic control plan will not be required. No crossing of the Greeley pipelines south of McDonald's Restaurant and no coordinate with Greeley regarding these pipelines is anticipated and included in this scope of services. Scope of Services Task 1 - Meetinas 1.1 Kick -Off Meeting: One (1) meeting will be held at the beginning of the project to review the scope of work and schedule, and discuss expectations for this project. 1.2 Bi-weekly Progress Meetings: Design team project meetings with the City's contractor, Stantec, subconsultant and the City to discuss and plan issues related to both the development of the construction documents and construction of the improvements. These meetings will also be used as a forum for discussion with other City departments, utility companies, and impacted residents. It is anticipated that there will be up to six (6) meetings. 1.3 Neighborhood Informational Meeting: If selected as a method to inform the surrounding residents and businesses of the project and upcoming construction, Stantec will attend and assistance during one (1) informational meeting held at a nearby facility. 1.4 Site Meetings: Four (4) on -site meetings are anticipated in areas that require realignment of the sewer. One (1) meeting is anticipated with the North College Mobile Plaza homeowners association (HOA) and/or owner, and an additional three (3) meetings are estimated to be required for other areas of possible realignments. 1.5 An additional meeting (1) is anticipated to assist in review of the quantities and cost estimate submitted by the City's contractor and/or the independent estimator for the work. Task 2 — Field Investigation 2.1 Stantec will request utility locates be performed along the proposed routes. We will meet with CTL-Thompson before requests are made to the Utility Notification Center and pick soil boring hole locations so locates are helpful in giving the contractor information on the nature of the soils and to avoid conflicts with the soil boring equipment. 2.2 CTL-Thompson will drill nine (9) soil boring holes to a depth of fifteen (15') each. They will identify, sample and test soils encountered, identify and discuss geotechnical design and construction concerns, and provide geotechnical design criteria. Due to the possibility of subsurface petroleum contamination along a portion of the route, they will sleeve two (2) test holes and sniff for VOC's in the air contained in the sleeves and sample groundwater for BETX over a five (5) month period. In addition, two (2) additional bore holes will be sleeved so groundwater levels can be monitored prior to construction. Monitoring will occur once per month. PVC pipe will be used for the new sewer and therefore no corrosion assessment will be performed. 2.3 Potholing should be performed to vertically and horizontally confirm the location of existing utilities lines in the areas of possible re -alignments (i.e. Hickory Street, North College Mobile Plaza, and property north of the recycling center). The location of these potholes will be decided by project team members. Depth measurements will be taken to the top and bottom of each utility located. Stantec has assumed the contractor will use their own equipment or contract directly with a firm to perform the potholing. Then Stantec will perform field surveying to establish elevations and horizontal locations of each pothole and utilize the depth measurements taken by the subcontractor to determine the elevation of the utility lines. 2.4 Survey will be performed by Stantec to collect the following information: • establish horizontal control (i.e. TBM) at four (4) locations along the proposed sewer line route; • establish vertical control at four (4) locations along proposed sewer line route; • topo survey approximately four thousand and seventy feet (4,070') of the centerline of the existing sewer and up to two thousand four hundred linear feet (2,400 If) of alternative routes; • Locate existing surface features (i.e. sidewalks, trees, fire hydrants, manhole covers, edge of pavement, fences, valve boxes, drainage culverts, power poles); • Locate vertically top of water valve operator nuts at the location of alternate routes; • Locate horizontally and vertically all sanitary sewer manholes within project area; • Locate utility locator markings; and • Locate horizontally and vertically the surface elevation and locations of soil borings (9) and potholes (-20). Task 3 - Design The goal of this item of work is to perform the final route selection and design the necessary improvements to replace the existing sanitary sewer with new pipe and manholes. The location of the new pipe will be predominately in the same location as the existing pipe. But due to existing obstructions over and along the existing line, alternative routes will be considered in various locations. 3.1 The majority of the sanitary sewer alignment will follow the existing alignment. But alignment alternatives will be discussed and determined based on information collected by researching existing utility company and County Assessor records, field survey and testing, and constraints imposed by the project site. These alternatives may include a new alignment through the North College Mobile Plaza development to avoid replacing the section of pipe under the Budget Host Inn (motel). Additionally realignment may be necessary around the Montclair Motel and around the metal storage building at the Boulder Energy Conservation Center (a.k.a. Center for Resource Conservation) to avoid replacing the pipe under the building and placing it in an area which will be inaccessible in the future. There are also two properties south of Hickory Street where realignment of the sanitary sewer could avoid the sewer line bisecting the lots. 3.2 As directed by the City we have not included any easement preparation in this phase of the project. 3.3 As demonstrated on previous projects the best method to address traffic control is for the City to contract with the Street Department to supply traffic control plans and personnel during field investigations and construction of the pipeline. Therefore, we have not included time and costs for preparation of a traffic control plan for this project. Task 4 — Specifications The following will be prepared for inclusion in the Contract Documents: 4.1 "Bid" Schedule — Stantec will work with the contractor to develop item descriptions and quantities to include in the contractor's work order. 4.2 Division 1 — General Requirements: The key areas to this section of the specifications is the " Measurement and Payment" section. Contractor and the City will assist in the preparation of this section. 4.3 Division 2 — Site: These technical specifications sections will be based on the City's boilerplate standard documents, which will be modified as required. Stantec will review these specifications and amend as necessary to describe the requirements of this project. 4.4 Division 3 - Concrete: These technical specifications sections will be based on the City's boilerplate standard documents, which will be modified as required. Task 5 - Drawing Preparation Stantec will prepare reproducible drawings for use in construction of the improvements. These shall contain the following as appropriate: 5.1 Cover Sheet with project title, large-scale vicinity map, index to drawings, and City of Fort Collins logo. 5.2 Sheet with general notes, project information, and geotechnical logs. 5.3 Up to Ten (10) Plan and Profile Sheets at a one inch to 20 feet scale (1"=20") with location of horizontal and vertical control points and their descriptions, proposed sewer line alignment and appurtenances, utilities, surface features, soil borings, road right-of-way, and street names. Plan views will contain a photographic background if available at a usable resolution. No costs have been included to obtain the aerial photography. 5.4 Up to one (1) detail sheet showing bedding and trench sections, service connections, and manholes. Task 6 - Administration 6.1 Stantec will perform in-house services to set up project in our accounting system, prepare scope, fee, billings and status reports, and schedule staff.
