S 16,000.00 COMPUTER INPUT INFORMATION: VENDOR# REQUISITION # DATE ENTERED: 1.0 General 1.1 RFP and Specification Requirements The project requires an increased emphasis on the performance of the building enclosure system. In particular, the following sections are applicable with regards to the improved building enclosure system: • Section 01810 General Commissioning Requirements with regard to building enclosure systems only as described in Section 1.3 below. It is our intent to provide services that address the requirements listed above for the Fort Collins Discovery Museum, with exclusions as defined in Section 3.0. 1.2 Intent of Building Enclosure Commissioning Services Pies Building Enclosure Commissioning (BECx) program is a quality - oriented process for achieving, verifying and documenting that the performance of the building enclosure meets the defined objectives and criteria described in Section 1.1 in addition the stated objectives of the building end user. Given the current stage of design (25% Construction Documents), our BECx program begins at Design Phase and continues through construction to final building turnover (Project Closeout Documentation Phase). The exterior enclosure of a building includes all systems separating the interior environment from the exterior, including exterior walls, fenestrations, roofing and roof openings, below grade perimeter walls and the slab -on -grade or crawlspace. The BECx program is intended to ensure appropriate enclosure systems, claddings, and components are selected and appropriately designed, constructed, and tested to perform as required by the project and as based on our experience in building forensics and failure analysis. Because the performance requirements of the building enclosure can vary widely between building owners and end users, the BECx program is based specifically on the performance requirements stated in Section 1.1. It is important to refer to the Section 3.0, Exclusions, for a description of the enclosure performance requirements that are not included within this Sow. The BECx program involves coordination between multiple parties, including the owner, designer, general contractor or construction Building Enclosure Commissioning SOW Discovery Museum — Fort Collins. Colorado manager, product manufacturer representatives and various sub -trades and consultants, such as the cladding installer and LEED consultant. This coordination between trades becomes essential in meeting the BECx objectives and project requirements. We will make every reasonable effort to coordinate with the various parties throughout the phases of the BECx program, including pre -design, construction site observations, and performance testing. It is assumed that the various parties will make a similar effort in response to the BECx program and project requirements; failure to do so inevitably jeopardizes the benefits from being realized. In addition to meeting the project requirements, the BECx program outlined herein can qualify for a LEED Innovation and Design (ID) credit. 1.3 Enclosure Systems to Commission The following building enclosure systems, components, and claddings will be included in our BECx program. See Section 3.0 for systems and components not included in this SOW. Systems to be commissioned • Air Barrier - System intended to minimize uncontrolled airflow across the enclosure. • Thermal Barrier - System intended to resist the uncontrolled or excessive passage of energy through the enclosure. • Vapor Barrier - System intended to resist the movement of water vapor through the enclosure via diffusion and prohibit interstitial condensation. • Moisture Barrier - System intended to prevent or manage the passage of precipitation through the enclosure. Specific Enclosure Components and Assemblies to be commissioned • Roof: Predominantly flat roof with parapet • Exterior wall claddings: Combinations of stucco, precast concrete, and metal paneling • Fenestrations: Unknown • Plaza decks and balconies: Unknown • Below -grade perimeter wall waterproofing: Unknown 2.0 Scope of Services 2.1 Design Phase • Conduct two (2) technical peer reviews (at 50% and 100% design) of the architectural construction set of drawings and specification manual for the systems included in Section 1.3. Pie Forensic Consultants Building Enclosure Commissioning SOW Discovery Museum — Fort Collins, Colorado • Review to include analysis and recommendations regarding the performance of such systems, detailing including critical interfaces, constructability, and overall material and system product selection. • Provide written report summarizing our analysis with recommendations for correction, addition, modification, or clarification to the City and the design team. • Additional Notes: — The intent of the Design Phase review is not for Pie to create or issue details for conditions or areas where potentially none have been provided by the primary design professional(s). We will provide comments and recommendations for details or conditions if they are not provided. — The plan and specification review is not intended to be a complete code -compliant review; rather, it is intended to determine areas that are in need of clarification for the purpose of construction of the building enclosure systems to meet the project requirements. It is the design professional(s) responsibility to ensure that all applicable codes are met. 2.2 Pre -Construction Phase Perform one (1) on -site field review of aesthetic and functional mock-up(s), including a review of wall assembly(s) relating to the moisture management materials, interfaces, and constructability. The one (1) on -site field review is to include functional water performance and air tightness testing of the mock-up in a single site mobilization as described below. Actual number and magnitude of mock-up wall assemblies is to be determined by the project team. Pie shall verify the design intent is met and the level of water and air tightness of the exterior enclosure is as specified in the recognized ASTM and AAMA test standards below. Perform water penetration testing of the mock-up(s) in accordance with recognized ASTM and American Architectural Manufacturers Association (AAMA) test standards to the mock-up assembly under controllable and reproducible wind -driven precipitation events. ■ ASTM E1105-96: Standard Test Method for Field Determination of Water Penetration of Installed Exterior Windows, Curtain Walls, and Doors by Uniform or Cyclic Static Air Pressure Difference • AAMA 502-02: Voluntary Specification for Field Testing of Windows and Sliding Glass Doors Pie Forensic Consultants Page 3 of 10 Building Enclosure Commissioning SOW Discovery Museum — Fort Collins, Colorado • AAMA 503-03: Voluntary Specification for Field Testing of Storefronts, Curtain Walls, and Sloped Glazing Systems • AAMA 501.2-03: Quality Assurance and Diagnostic Water Leakage Field Check of Installed Storefronts, Curtain Walls, and Sloped Glazing Systems • Curtain wall specimen size is not specified. This proposal assumes the specimen size is approximately 100-square feet (or smaller) as recommended by the AAMA. • Provide a summary report of the results of the water performance mock-up testing. • For purposes of this proposal, Pie assumes two mock-up water performance tests will be accomplished in Fort Collins, Colorado. One window mockup and one door mockup will be tested. • Depending on design of field mock-up, water performance testing may require the construction of a test chamber around the assembly. Pie will consult with the project team on the design and construction of the test chamber. If a fully enclosed mock-up (floor, 4 walls, roof and at least 1 door opening) is constructed, a test chamber may not be required for water performance testing. • Pie will conduct air barrier performance testing of one (1) field mock- up in accordance with the following recognized standards: ASTM E779 (2003): Test Method for Determining Air Leakage Rate by Fan Pressurization ASTM E1827-96 (2002): Standard Test Methods for Determining Airtightness of Buildings Using an Orifice Blower Door U.S. Army Corps of Engineers (USACE) Air Leakage Test Protocol for Measuring Air Leakage in Buildings • For the purposes of this proposal, Pie assumes that a fully enclosed mock-up (floor, 4 walls with 1 of each fenestration type and roof) will be constructed for mock-up air infiltration testing and diagnostics. • Provide a summary report of the results of the air tightness mock-up testing. 2.3 Construction Phase • Conduct up to 10 periodic or part-time, on -site quality assurance observations of the work -in -progress as it relates to the building enclosure systems as described in the Section 1.3. • Observations shall specifically address roof system(s), exterior air and moisture management systems, claddings, thermal insulation, fenestrations, flashings, initial installation of sealants, and the specific Pie Forensic Consultants Page 4 of 10 Building Enclosure Commissioning SOW Discovery Museum — Fort Collins, Colorado project interfacing conditions (below grade waterproofing, differing material interfaces, fenestration expansion joints, etc.). • Observations in excess of 10 would be considered additional and outside this SOW. — The field observations are intended to ensure compliance with the client's objectives, design intent, and the industry standard of care. • Prepare and submit a photographic -based report to the City after each of our field observations. Reports will be submitted electronically to all desired project team members within 72-hours of our observation with a single hard copy to follow via regular mail to the City. The reports will: — Monitor progress and quality of work. — Identify compliant construction installations. — Identify areas of non-compliance. — Provide recommendations for corrective action by the general contractor and/or subcontractors. — Provide recommendations for additional detail or direction by design professionals. • Our photographic reporting format with an interactive contractor action response section has shown to be very effective in communicating essential information to the necessary parties. • It is not practical for Pie to observe 100-percent of all conditions present due the part-time nature of our field observations. We will determine the frequency of observations based on the progress and performance of the work along with our on -going communications with the construction team. • After completion of the project, Pie will prepare and issue a summary report based on an overall synopsis of our periodic observations and whether the project objectives were substantially met. • Additional Notes: The intent of our observations and subsequent reports should not be construed as a detailed punch -list on a unit -by -unit or area -by -area basis. — It is beyond the scope of our services to visually field verify that all corrections have been made. We strongly recommend that general contractors implement a quality control program to address each of Pie's reports (including written action steps, photographs, and back-up documentation as necessary) as they are issued to create a working file throughout the life of the Pie Forensic Consultants Page 5 of 10 Building Enclosure Commissioning SOW Discovery Museum — Fort Collins, Colorado project. This will be incorporated into our final summary report. — Pie will review corrected work on visually observed items but cannot comment on work that has been covered by subsequent construction. — Our observations should not replace any required or recommended engineering observations and inspections by the primary design professional(s) to ensure compliance with their plans and specifications. Furthermore, our observations are not intended to replace the observations and inspections required by the authority having jurisdiction. — Pies proposal to accomplish a limited number (10) site observations prior to air barrier testing in no way guarantees that the building will meet the USACE performance requirement when tested by Pie under section 2.5 of this scope of work. 2.4 Performance Testing Phase Air and Thermal Barrier Performance Testing A. Testing Schedule Pie will test one Discovery Museum during one site visit. The site visit includes the following: • 2 Pie staff members. • 1 day of office preparation prior to the site visit. • 2 days of testing including travel to and from the project site. • 1 report. B. Air Barrier Performance Testing Pie will provide the staffing (requires 2 Pie staff members) and equipment necessary to conduct air barrier performance testing in accordance with the following recognized standards: • ASTM E779 (2003): Test Method for Determining Air Leakage Rate by Fan Pressurization • ASTM E1827-96 (2002): Standard Test Methods for Determining Airtightness of Buildings Using an Orifice Bloeoer Door • U.S. Army Corps of Engineers Air Leakage Test Protocol for Measuring Air Leakage in Buildings C. Diagnostic Evaluation Pie will conduct diagnostic evaluation of the buildings air barrier in accordance with the following recognized standards: Pie Forensic Consultants Page 6 of 10 Building Enclosure Commissioning SOW Discovery Museum — Fort Collins, Colorado • ASTM C1060-90(1997/2003): Standard Practice for Thermographic Inspection of Insulation Installations in Envelope Cavities of Frame Buildings • ASTM E1186-03: Practices for Air Leakage Site Detection in Building Envelopes and Air Barrier Systems A minimum of 10-degrees differential between inside and outside temperature is required for effective thermographic imaging of air leakage. This proposal does not include temporary heating or cooling if the installed HVAC system is not operable at the time of testing. D. Reporting Pie will prepare and issue a report that will include the following: • A written summary of testing. • Raw data spreadsheet(s). • Equipment calibration records. • Infrared images with written explanation of diagnostics. • Digital photographs without written explanation of diagnostics. • Additional Notes: — Follow up air barrier testing is not included in this SOW should the system fail to meet the performance requirement. Should failure of the system occur, Pie can provide a separate cost estimate for follow-up testing as requested. — See additional exclusions in Section 3.0. Moisture Barrier/Fenestration Performance Testing A. Testing Schedule Pie will test up to two (2) fenestration specimens installed in the Discovery Museum during one separate site visit. The site visit includes the following: • 2 Pie staff member. • 1 day of office preparation prior to the site visit. • 1 day of testing including travel to and from the project site. • 1 report. B. Moisture Barrier/Fenestration Performance Testing Pie will perform water penetration tests on up to two (2) installed specimens (1 window and 1 door) in accordance with recognized Pie Forensic Consultants Page 7 of 10 Building Enclosure Commissioning SOW Discovery Museum — Fort Collins, Colorado ASTM and American Architectural Manufacturers Association (AAMA) test standards to the installed fenestrations under controllable and reproducible wind -driven precipitation events. • ASTM E1105-96: Standard Test Method for, Field Determination of Water Penetration of Installed Exterior Windows, Curtain Walls, and Doors by Uniform or Cyclic Static Air Pressure Difference • AAMA 502-02: Voluntary Specification for Field Testing of Windows and Sliding Glass Doors • AAMA 503-03: Voluntary Specification for Field Testing of Storefronts, Curtain Walls, and Sloped Glazing Systems C. Reporting Pie will prepare and issue a written report on field water performance testing results. • Additional Notes: — Follow up testing is not included in this SOW should the product or installation fail to meet the performance requirement. Should failure of the system occur, Pie can provide a separate cost estimate for follow-up testing as requested. — It should be noted the testing is not intended to provide product certification that the components or claddings meet the AAMA/NFRC/NAFS/WDMA standards and requirements. Such product certifications can only be provided by AAMA-accredited testing laboratories, whose services cannot extend to other aspects of quality assurance consulting outlined herein. — See additional exclusions in Section 3.0. 2.5 Project Closeout Documentation Provide a summary report with appropriate documentation to the City including the following information: • Narrative describing the BECx items and issues found. • Summary and list of enclosure systems and components included in the commissioning program. • Non -compliant conditions noted during site observations with follow up documentation on the means and methods used to resolve (provided from general contractor). • Results of building performance testing and validation that performance parameters for each exterior enclosure system meet the design -specifications. Pie Forensic Consultants Page 8 of 10 Building Enclosure Commissioning SOW Discovery Museum — Fort Collins, Colorado • Prepare and provide recommended operations, maintenance, and replacement schedule as part of an overall Systems Manual for each major building system, including but not limited to: a. Roof b. Exterior Walls c. Windows d. Doors e. Sealants and expansion joints f. Control joints g. Flashing • Participate in one (1) on -site post -construction meeting so as to provide training to owner/others for recommended maintenance procedures, schedules, etc. as it relates to the exterior enclosure systems. 3.0 Exclusions 3.1 Scope of Services The following performance criteria of the building enclosure systems are not included in our BECx program. • Fire protection • Noise or sound transmission (acoustics) • Structural design and performance • Aesthetics • Security • Visible light transmission (daylighting) • Model -based hygrothermal analysis or vapor transmission analysis The following items described within our Scope of Work (Section 2.0) will require additional labor, materials, or workmen supplied by others. • Air barrier performance testing — Building preparatory tasks, including but not limited to HVAC system disabling and isolation from envelope as directed (i.e. outdoor air dampers, exhaust vents, etc.), sectional ceiling tile removal, plumbing traps filled, windows and doors closed and locked, and interior doors propped open. — Providing temporary heating or cooling as necessary to create a minimum 10-degree differential between inside and outside temperature if the installed HVAC system is not operable at the time of testing. The measures are intended to ensure the air leakage test is accurate, repeatable, conforms to recognized test standards, and so the testing equipment monitors the leakage of the building enclosure only. These measures are not necessarily intended to be all inclusive of every building and every condition that could be encountered. However, it does represent the minimum measures that are likely to be commonly required for most USACE buildings tested. Please note that the measures below are to be accomplished by the prime contractor per Pie Forensic Consultants' (Pie) Scope of Work. The building preparation measures must be accomplished by the prime contractor prior to Pies arrival on -site for the scheduled testing. We will review the test setup measures prior to the air leakage testing and provide direction if additional measures are necessary prior to the commencement of the test. Contractor Preparation Measures 1. Disable the HVAC system. The HVAC system must not be operable during the test as it introduces additional airflow that is not measured. This includes all supply and return fans, exhaust fans, pressure relief dampers, elevator shaft dampers, and combustion equipment. It is highly encouraged that personnel with experience in HVAC operations be present before and during the test. Pie will likely request that heating/cooling systems be turned back on after the air leakage testing to heat or cool the building, and we may then request that the systems be shut down a second time prior to our accomplishing diagnostics with infrared thermography or smoke generation devices. 2. Turn all gas fired hot water heaters, boilers or other vented combustion appliances to the off or pilot position prior to testing. It is critical that these systems be shut down during the test as it could result in back -drafting. 3. Isolate all "intentional" openings across the building envelope. Isolation should be accomplished by taping or sealing an airtight film across the opening securely to withstand the pressure differentials the openings may experience during the test. Isolation should also include ensuring all motorized and 'automatic dampers (i.e. dryer vents) are held in the closed position to minimize the pressure on the films. See airtight films section below for a recommended film product. Intentional openings in the building enclosure include the following: — Intake and exhaust louvers — Bathroom exhaust vent openings — Dryer vent dampers Contractor Building Preparation Measures for Air Leakage Testing - Combustion air intakes - Outdoor air intakes of air handlers. - Pressure relief louvers - Heating flue exhaust - Elevator shaft louvers Note that it is allowed to isolate "intentional" openings by holding dampers in the closed position only, without additional films over the louvers. This typically results in additional leakage as the dampers are not 100% airtight, but the contractor is allowed to use this preparation method. For the optimal chance of success, we recommend both dampers in the closed position and the use of airtight films. 4. Fill all plumbing traps with water. This includes all bathroom drains, sinks, toilets, maintenance closet drains, floor drains, etc. 5. Prop all interior doors open so that they provide a passageway to the air barrier. The area to be treated must be treated as a "single zone" and airflow must be able to reach all components of the building test enclosure. This includes stairway doors, bathroom doors, and closet doors on the first or top story of the building. The only doors that can remain closed are mechanical room doors and closet doors on "middle" floors. The buildings will be pressurized and depressurized during the testing, so door stops must be positioned to keep the doors from closing during the tests. 6. Remove dropped ceiling tiles at a rate of approximately 1 per every 100-square-feet. This ensures a pressure differential does not exist across the plenum space. 7. Ensure all fenestrations are in the closed and locked positions. This includes all exterior windows and doors. No additional films or means of isolation is allowed for fenestrations - they are considered to be a part of the building enclosure air barrier. 8. If the tested area is within a larger enclosure, such as a COF or TEMF, ensure the areas outside the test zone are at "ambient" conditions by opening man doors or overhead coiling doors. 9. Disable smoke or fire alarms as portable smoke generation devices may be used during the diagnostic portion of the test. 10. Pie recommends that the prime contractor supervisor conduct a final walk through of the building prior to Pie's arrival on -site for scheduled testing to ensure all above outlined measures have been accomplished and corrections or repairs to any unintentional holes or breaches in the air barrier system(s) have been completed. Airtight films for intentional opening isolation Airtight films can be created by applying polyethylene sheeting cut and taped to the opening perimeter or by use of films with a self-adhesive layer. We have found that the latter is more efficient in terms of ease of installation and securement during the test.
