Jim >>> John Stephen 07/16/2010 9:17 AM >>> Jim, RE: Exception to use of competitive bidding under $200,000 Discovery Museum Building Enclosure Design Review Cost $16,000 0/1t,73 -71(� Operation Services Department is requesting to use PIE Forensic Consultants for the Building Enclosure Design Review for the Discovery Museum: The proposal from PIE is based upon the recommendation of E Cube, our Commissioning consultant. They have worked with PIE previously, with very good success and so has our General Contractor, Hensel Phelps Construction. They have discussed this with Gary Schroeder and he is on board with this approach with PIE. The design reviews for this project are very urgently needed, since they want PIE to review the 25% Construction Documents that have already been issued on June 25th. They will also have them review the 100% Construction Documents due August 17th. The reason they are late in this request, is because this emphasis has just recently come to the forefront for the City and it is also a part of the LEED Version 3 process. PIE will be able to be responsive to our needs and we will be able to work with them very closely, since they are available and they are local. Also, Operation Services will work with Gary Schroeder and the other PM's to put together an RFP for these services, so we can have someone on board to do the blower door testing later on in our project, as well as, provide all Building Enclosure services for future projects. Exception to Competitive Bidding Rationale: 8 160(d)(1)b. Although there exists more than one responsible source, a competitive process cannot reasonably be used or, if used will result in a substantially higher cost to the city, will otherwise injure the cities financial interest, or will substantially impede the cities administrative functions or the delivery of services to the public. Upon your approval a purchase order will be issued. The department and I will be happy to answer any questions or provide additional information you may need. Thanks ... John
