SCOPE OF WORK
for the
Hydraulic Analysis of the Proposed Poudre River Footbridge
Downstream of Lemay Avenue
This Scope of Work (SOW) identifies the proposed engineering effort to be conducted by
Anderson Consulting Engineers, Inc. (ACE) in support of a new footbridge system (two 135 foot single
span bridges), which is proposed to span the Cache La Poudre River just downstream of Lemay Avenue.
It is our understanding that Interwest Consulting Group (ICG) will be responsible for the preparation of
all design plans, while the Colorado Department of Transportation (CDOT) will be responsible for
providing an existing condition hydraulic model of the study area. It is also our understanding that
CDOT will prepare and submit the CLOMR and LOMR for the combined trail crossing and Mulberry
Bridge widening project. ACE will support both the ICG design and CDOT CLOMR by providing hydraulic
analyses and guidance with respect to the proposed footbridge.
The proposed budget for the engineering services provided by ACE, as outlined in this SOW, is
provided as Exhibit B. The following paragraphs describe in detail the anticipated work effort associated
with this study.
Task 1. Data Collection, Field Reconnaissance, and Coordination
It is assumed that either CDOT or ICG will provide one foot contour mapping that encompasses
the 100-year floodplain, provided in Colorado North State Plane Coordinates (NAD83), using a vertical
datum of NAVD88. It is assumed that CDOT will provide a HEC-RAS model that reflects current, pre -
project conditions (Existing Conditions). It is further assumed that ICG will provide ACE with the
proposed grading and design of the proposed footbridge configurations for use in subsequent hydraulic
evaluations. This task includes coordination efforts with both CDOT and ICG to facilitate the
procurement of these data.
During this task, a detailed field reconnaissance effort will also be completed. The purpose of
the field visit will be to familiarize project staff with existing site conditions and to document any
features which may impact the hydraulic evaluation.
Task 2. Hydraulic Analysis of Alternative Footbridge Configurations
The Existing Condition HEC-RAS model provided by CDOT will be modified, as necessary, in the
vicinity of the proposed footbridge to depict current geometric conditions and to establish a base model
that will be utilized in subsequent hydraulic analyses involving alternative footbridge configurations.
Following the completion of this model, ACE will coordinate with both the City of Fort Collins Park
Planning and Development and ICG in order to develop potential footbridge configurations that satisfy
the needs of the City and will cause the least amount of impact to the floodplain. The potential
footbridge configurations will be entered into the updated Existing Condition HEC-RAS model developed
as part of this task, and will be evaluated to determine impacts to the 100-year floodplain, the 1-foot
floodway and the %-foot floodway.
Results from each analysis will be presented to both the City of Fort Collins Park Planning and
Development and ICG in order to strategize, as necessary, additional potential footbridge configurations.
Up to four (4) potential footbridge configuration evaluations have been included as part of this task.
With the selection of a potential footbridge configuration, ACE will finalize the representative
Post -Project Condition HEC-RAS model and will provide the information to CDOT. It is our
understanding that the HEC-RAS model will be converted to HEC-2 by CDOT for the final CLOMR
submittal to FEMA. Consequently, ACE will endeavor to provide the HEC-RAS model in such a format
that can readily be converted to HEC-2. This task includes the work effort necessary to facilitate and
coordinate the transfer of the final HEC-RAS model to CDOT.
Task 3. Reporting and Documentation
A brief report will be prepared documenting the engineering effort completed by ACE. This
report will summarize the alternative evaluation and discuss the selected footbridge/trail configuration.
In addition, hydraulic models and work maps for associated with the Post -Project Condition analysis of
the selected footbridge and trail configuration will be included in this submittal.
