Requirements of Contract:
1. Service Provider must provide monthly reporting and documentation to the City representative by
the 51h business day of the month.
National Recycling currently provides the City monthly reports by material on a per pull
basis. National Recycling Inc. will provide monthly copies of the OSM (Official Board
Markets) report monthly to confirm rebate pricing.
2. All collected materials from the City facility must be marketed through a Materials Recovery Facility
that complies with Colorado State permitting and reporting requirements.
National Recycling will continue to send collected materials through Lorimer County or
will process materials in our facility for direct shipment for recycling.
3. Containers must be pulled in a timely manner as soon as they become full and may
not be pulled if container is less than 85-90% full by volume, or less 85-90% full according to Colorado
State Department of Transportation limitations.
National Recycling will continue to pull full containers in a timely manner.
4. "Turnaround" time for emptying any container must not exceed 2-3 hours unless the contractor
provides a substitute bin of adequate capacity for the public to use in place of the absent
container.
National Recycling turnaround time has never exceeded 3 hours and is usually done
between one and two hours. We leave a replacement bin in any special circumstance
that could take longer then 3 hours.
5. Service Provider must clean up any overflow material that spills out from compactor unit hoppers
before leaving the site to deliver containers. Service Provider may have to leave ram/blade in the "in"
position and run the compactor when necessary to make room for the spillage.
National Recycling drivers are well trained in this procedure. Spillage is immediately
cleaned up whenever necessary by the driver and any material that is left over is
cleaned up by National Recycling representatives during weekly cleaning.
6.On weekdays (Mon -Fri) containers must be pulled within four (4) hours if contacted by City
representatives to report a full container.
National Recycling has always done this. We visit the site personally to check the
container levels every morning and also go to personally check the containers if we ever
receive a call from the City. Calls from the City are usually based on "Citizen" calls of
which we always check personally to verify.
7. Compactor units must be reconnected to the hopper and reset button must be pulled out before
driver leaves the site.
National Recycling drivers are well trained in this procedure. New drivers are also
trained on this as part of initial training.
8. Service Provider's staff will provide containers to collect materials dropped off by the public when
the regular containers are being emptied.
National provides 250 gallon crates for this purpose.

9. Service Provider's staff will oversee site conditions on a day-to-day basis, provide litter clean-up,
ensure that all equipment is in good repair and that public safety is protected and provide snow
removal and/or ice treatment around the bins as needed.
National Recycling representatives check the site conditions daily when checking the
container levels. In the past our representatives have been the first to discover
problems with equipment, irregularities with platforms, illegal dumping patterns by
individuals, etc. These issues are always dealt with in a quick and timely manner.
10. Service Provider's staff will communicate with the City Representatives on a regular basis, in order
to keep the City appraised of any maintenance needs, including snow plowing for the parking lot and
entryway, or other situations requiring the City's attention.
The National Recycling designated "Site Manager" will continue to stay in close
communication with the City concerning management of the site including
maintenance issues, snow removal, dumping, etc. as well as any other issues that
come up regarding the site.

Contractor must haul and record all information as requested per the attached
specification. Contractor is responsible for all fees, permits and any associated costs. /

sale of the indicated recyclable Commodity with the City.

• Which specific Market Index will be used to verify the Market Price, and how that
information can be accessed.

Vendor's Statement:
I have read and understand the specifications and requirements for this bid and I agree
to comply with such specifications and requirements. I further agree that the method of
award is acceptable to my company. I also agree to complete a signed contract (per the
sample attached for review) and provide the required insurance certificate within 30 days
of notice of award.
City of Fort Collins "Rivendell" Recycling Proposal
Cost Per Haul: $55.00 for Cardboard, Newspaper, Mixed paper, OMX
and Commingled containers. $125.00 per haul for glass.
Rebates:
OCC:
If OCC is priced between $80.00 to $99.00 per ton on the monthly OBM (Official
Board Markets report) under the Southwest Pricing category, National Recycling
would pay the City of Fort Collins a rebate of 10% of the OBM Southwest region
baseline price.
If OCC is priced at $100.00 to $120.00 per ton on the OBM (Official Board Markets
report) under the Southwest Pricing category, National Recycling would pay the
City of Fort Collins a rebate of 20% of the OBM Southwester region baseline price.
If OCC is priced at $121.00 to $150.00 per ton or more on the monthly OBM (Official
Board Markets report) under the Southwest Pricing category, National Recycling
would pay the City of Fort Collins a rebate of 30% of the OBM Southwest region
baseline price.
If OCC is priced over $151.00 per ton on the monthly OBM (Official Board Markets
report) under the Southwest Pricing category, National Recycling would pay the City
of Fort Collins a rebate of 40% of the OBM Southwest region baseline pricing.

Attached please find National Recycling Inc's completed bid for the City of Fort Collins
Rivendell Recycling Center.
National Recycling has handled operations at Rivendell for the past two years. In that time
we have learned a great deal about the operations of a public drop-off site and have evolved
our processes in a way that has made the site successful for not only the City of Fort Collins
and National Recycling, but also the end users of the facility.
National Recycling is committed to maintaining the standards of excellence that we have
brought to the operation in terms of daily account management, communication, and
partnering with City Officials to provide residents with a clean, friendly site.
Unfortunately during the time that we have managed the site, recycling prices dropped by
over 80% on high revenue generating materials such as cardboard and newspaper and almost
100% on low revenue generating materials such as commingled, mixed paper, and
paperboard. During this time we worked closely with the City to keep the site opened and
ended up sharing some of the expenses to do so.
The program we eventually worked out is very similar in scope to the attached bid. We
believe that our trials and key learning's over the past two years have helped to make this
new proposal possible.
As we move forward into 2010 and beyond the City of Fort Collins will find National Recycling
remains a committed partner to the success of the site. If selected to maintain operation we
will continue to treat the facility as one of our most important customers in terms of
communication and service. The City can be assured that we will continue to seek and
implement process improvements designed at making Rivendell a world class user experience
for all of the participating residents of Fort Collins.
