(Our Clock) August 12, 2009 To all prospective bidders under the specifications and contract documents described above, the following changes are hereby made. QUESTIONS/ANSWERS: Q1. The proposal calls for a multi -disciplinary set of expertise areas. Do you have a preference regarding the primary skill set for the lead consultant (e.g. economic/market/real estate OR design/planning/public involvement)? Al. The City does not have a preference regarding the lead consultant; either will be acceptable. The project scope will likely have equal weighting for both the economic/market/real estate and design/planning/public involvement expertise. However, the lead consultant should demonstrate experience managing interdisciplinary teams on similar projects. Q2. Would you consider engaging an out-of-state firm as the lead consultant on the project? A2. Yes, the location of the consultant(s) will not be a discriminating factor. Q3.Are there any past plans that serve as precedent to this project with which we should be familiar? A3. This project is a new approach for the City. In essence, the City will be engaging in pre -development activities on the mall property and along the corridor. This has not been done before in the City of Fort Collins. What information is readily available within the study area? What information can the City provide? A4. The City can provide the following information to the selected consultant: Data Source Format Property Boundaries County Assessor GIS Utility Locations/Easements County/City GIS Property Ownership County Assessor GIS/Tabular Land Use/Zoning City — Planning Department GIS Property Tax Revenue County Assessor Tabular Relevant Plans City & County PDF/Word/Hard Copy Additional information may be available or require work by the consultant. Data requirements and acquisition will be a part of the scope negotiation with the selected consultant. QS. What is the status of the Mason Corridor Bus Rapid Transit project? Is there a formal study available for review? A5. All of the City's information, including plans, schedules, video, project elements, maps, etc., for the Mason Corridor BRT project are available via the City's website: http://www.fegov.com/mason/ Specific questions should be addressed to Steve McQuilkin, Mason Corridor Project Manager, at e-mail: smcquilkin@fcgo.v.com or (970)416-2484 or Kathleen Bracke at kbracke@fcgov.com or (970) 224-6140. Q6.1s annual sales information available for the Foothills Mall? A6. Yes, annual sales information will be made available to the selected consultant. Under a confidentiality agreement the selected consultant will be provided individual store sales figures for the past five years. This information cannot be used outside of the scope of the project. Additional restrictions will apply. Q7. Can a response address only one area of expertise described in the RFP? AT This type of submittal is acceptable. However, please note that part of the selection criteria will be firm capability. An interdisciplinary team that has demonstrated experience working on this type of project is the ideal candidate. Q8.How much detail should be provided regarding the budget? A8. All respondents should provide a rough estimate of the allocation of the budget by either team member or area of expertise (respondent's preference). The budget allocation will provide the City insight into the respondent's priorities for the scope of the project. The budget allocation will not be considered final and will be revised as the scope and budget are refined with the selected consultant. Q9. Under the "Form of Submission " section in the RFP, the requirements include a matrix, chart, or table describing project team roles and responsibilities. Can you clarify this requirement? A9. Please provide a matrix, chart,,or table describing the role of each member of the team (e.g. firm/consultant). This is intended to provide the City with a clear understanding of how the individual response addresses all the areas of expertise identified in the RFP. Furthermore, it will assist the City in evaluating the relevant experience of each team member. QIO. Does the interdisciplinary team require a Civil Engineer? A10. No, a civil engineer is not a required member of the anticipated interdisciplinary team. During the definition of the scope, should this type of service be required, the City and consultant will collectively select an additional team member. However, this type of service is not anticipated as part of the scope of services. Furthermore, the City's engineering department can provide basic civil engineering information and analysis should questions arise requiring this type of input during the project. Q11. Does the interdisciplinary team require a transportation planner or modeler? A11. No, a transportation planner or modeler is not a required member of the anticipated interdisciplinary team. During the definition of the scope, should • this type of service be required, the City and consultant will collectively select an additional team member. However, this type of service is not anticipated as part of the scope of services. Furthermore, the City's transportation planning department can provide analysis should questions arise requiring this type of input during the project. Q12. Can the City provide any information about the current ownership at the Foothills Mall property? Al2. Please see the attached map entitled "Foothills Mall Parcel Ownership" for an indication of the current General Growth Property ownership at the Foothills Mall. This information has been taken from the Larimer County Assessor's website and is subject to verification by the County Assessor.
