HomeMy WebLinkAboutRESPONSE - BID - 7063 PROJECT COORDINATION SERVICESNorthern Colorado ENERGY STAR Homes Start-Un Proaram Assessment The Scope of Work I understand that this is a part-time position with an average of 16 hours per week. During this allotted time my assignment will be to coordinate and work closely with the Lead Team to set goals and milestones and to keep the Lead Team and all stakeholders, either paid or unpaid, informed regarding the status of the goals, milestones, income & expenses as they relate to this NoCO ESH program. While working with the Lead Team representatives, I will schedule Lead Team meetings and prepare meeting agendas. I will attend these meetings and will be responsible for recording the minutes and distributing them in a timely manner. It will be my reasonability to track all the details of the program and ensure the critical elements are being addressed and that major milestones are completed as agreed to by the task holders. I will collect program information from various sources and will provide this information to the appropriate parties. A portion of the data collected and tracked will be information associated with builder partners and qualified homes. I will also maintain the team roster and the program contact database and calendar. I will provide a detailed breakdown of the projected and actual income and expenses against the approved budget and will separate it by fund. I will also authorize payment of invoices by the City of Ft Collins, the fiscal agent for the program. I will prepare monthly income and expense reports as well as reports required for external funding organizations. I'll also track and report on the progress of external funding commitments. As part of my project coordination duties, I will act as the liaison with web master and will provide updates to him to keep the NoCO ESH web site current and relevant. I will also provide logistics support for trainings and other NoCO ESH-sponsored events. Skills and Experience The following is a summary of my skills and experiences that I believe relate to this position and will provide direct benefit to the program stakeholders. • Pikes Peak ENERGY STAR Homes Member • Chairperson of PPES — Worked closely with new home builders along with industry and trade professionals to help drive sales of ENERGY STAR new homes in the Pikes Peak region • Marketing Team Member — Worked with PPES web master, advertising agency and EPA marketing support agency to promote ENERGY STAR new homes and ENERGY STAR training • Gord Cooke Workshop event planning and attendee • Worked with GEO and EPA Staff: Eric Stern, Jamil Dillon, Mona Newton and Patty Crow • La Plata Communities Director • Director of Marketing & Sales — Responsible for all aspects of marketing programs and new home sales for the master plan community developer • Builder Marketing Co-op Manager — Worked closely with the new home builders' marketing and sales professionals to support the sales of new ENERGY STAR homes • Directed and managed marketing and sales programs to support new home sales for the builders in the Briargate master plan community • Promoted Cordera as a 100% ENERGY STAR community • Acted as the New Home Sales Associate liaison • Front Range ENERGY STAR Marketing Alliance • Participated as a member of this alliance to help leverage resources for CO ESNH programs along the front range • Colorado Springs HBA Sales and Marketing Council Member • Co-chair of the Programs and Sponsorship Committees • Member of the Builder -Realtor Committee — Proposed the first HBA mini -Breakfast with the Builder event that was held in the Cordera community Skills and Experience Continued • Understand the overall goals for a local ENERGY STAR New Home program • Organized and detail oriented • Process driven • Managed marketing and non-profit budgets • Managed various marketing programs and events • Managed the development, launch and on -going operations of several web sites • Competent with MS Office software and comfortable with marketing technology tools Project Plan The following describes how I envision approaching the role as the Project Coordinator. • Support the vision and mission statement of the NoCO ESH program • Attend the Lead Team meeting held each month and meet with them separately, if needed • Meet with Technical and Marketing Team Leads each week, or as needed, to keep critical items moving forward. This can be accomplished via a conference call • Confer with industry or trade professionals via conference call, or on location, as needed. • Ensure all stakeholders are properly informed of the status of the budget and milestones • Work mainly from my home office but will be available for meetings on location • Organize team meetings — Reserve venue, create agenda, send invitations • Record all meeting minutes, distribute minutes in a timely fashion to appropriate parties • Establish firm time lines for the completion of project tasks and milestones • Obtain commitment by those assigned to the task • Provide task holders with a timely response to their questions about the task • Define all elements of an event and ensure event details are tracked and event operates within budget • Track all aspects of GEO grant proposal. Ensure tasks and milestones are created with respect to the GEO proposal and that teams or individuals are assigned to the tasks. • Provide resource and financial reports • Track income and expenses against budget • Work with web master (Randy Martin) to keep site up to date with event details, consumer and trade info and NoCO ESH available homes • Work with advertising agency (Gibson Advertising) to roll out consumer marketing campaign • Recommend acquiring a web -based project management and collaboration tool. (e.g. Central Desktop or Basecamp) • Provides web access to digital information: meeting minutes, budgets, income & expense reports, event details, sales & marketing collateral, guidelines, proposals, new home permit -contract -sales activity, etc. • Has a secure access via password protected login • Ability to store data, image files and other asset information for promotional and event use • Stores details of tasks and milestones — a project planning tool that will automatically send notifications to task holders • Recommend creating a new homes inventory web page for home buyers to easily locate ENERGY STAR rated homes — please visit http://cordera.com/available-homes as a partial example — the web page would be updated by project coordinator as new inventory becomes available or is sold • Recommend sending a monthly email blast to all stakeholders with updates about the program • Recommend securing a web -based conferencing tool. (e.g. Skype, Go to Meeting or WebEx) COMPENSATION Proposed Billing Rate Hourly rate: $65.00 per hour. Expense items: Automobile travel expense of 55 cents per mile. Mobile phone service expense of 25 dollars per month. If duties require staying overnight, for example for an event, a pre -determined allowance will be defined. Insurance requirements: There are no employees assigned to this project. I will be the sole person acting as Project Coordinator.
