Re: Letter of Authorization for Fort Collins Museum Science Discovery Museum
Dear Mr. Kechter.
AECOM Technical Services, Inc., ("AECOM") is very pleased to present to The City of Fort Collins
("Client") our proposal for Wetlands Delineation services for the Fort Collins Science Discovery
Museum. The attached proposal reflects our understanding of the requirements of the project, which is
based on our review of the preliminary documentation and information, including the drainage report
that was provided and collected during the design process by the project team. Our scope of work is
based aiso based on the requirements of our team's civil engineer to delineate the wetland limits in
advance of their survey work. This Is exclusive of expenses, including but not limited to travel costs,
which will be billed separately.
Authorization to Proceed: This Letter of Authorization ("LOA")'executed by Ron Kechter shall
constitute authorization to proceed on this project pending the parties' execution of a Professional
Services Agreement. In the interim, the parties shall be subject to the following terms and conditions:
Limit on Liability: AECOM's liability for damages on any claim based on any act, error, omission or
other professional negligence of AECOM and/or any other person or entity for which AECOM may be
held legally responsible shall be limited to a sum not to exceed $50,000 or our fee on this project,
whichever is greater.
Payment: Notwithstanding any payment terms or conditions contained in the attached Scope and Fee,
invoices will be submitted by AECOM each month (not necessarily falling on the first or last day of the
month). Approved amounts indicated on invoices are due and payable immediately upon receipt. If any -
litigation or collection proceedings arise out of payment default by Client, AECOM shall be entitled to
reasonable attomeys' fees and costs for recovery of said amounts.

Professional Services Scope and Fee
Project Description: Wetland Delineation and Environmental Compliance

Detailed Scope of Work: The City plans to build the new museum on the site located between Lee
Martinez Park and North College Ave. This site has a drainage that functions as a riparian corridor;
seemingly with perennial water. The water source daylights from a culvert approximately 110 feet
west of the proposed structure. To complete this project and meet environmental compliance
regulations Matt the local and federal levels the site must have detailed wetfand delineation. EFoD
purposesol projectwork the wetland delineation will only need to occur on the east side of the
drainage. from where it daylights to the Poudre River Trial. 750, feet to north;. The field visit will require
mapping the hydrology, vegetation and soils (digging 10 to 20 small soil pits) Pin flags will be

Additional communications on environmental compliance with the City and the Army Corp of
Engineers (ACOE) will be conducted on an "as needed" basis though out the project lifespan
including a letter of compliance with the Clean Water Act to the ACOE detailing the project impacts,
informing the project on wetland plantings and improvements, and informing the project on wetland
education as It relates to negotiating the 50 foot City buffer. The 50 foot buffer may become
negotiable on the following terms; an educational "wetland trail" directing visitors to exhibits focusing
on wetland ecology, improved wetland vegetation, and/or improved wetland function.
Stage 1:
Research existing data from a drainage report conducted for the Howes Street Outfall Capitol
Improvement Project. Contacts at the city have already been made to acquire the report, review for
useful information, and digitize existing spatial information on wetland size, shape, and quality if
available_
Stage 2:
Site visit will delineate the wetland and define the wetfand quality.
Stage 3:
Upload field data to be used in GIS and CAD drawings for calculations and site planning
Future Stages:
As necessary conduct
buffer will be 50 feet or less where education exhibits are installed (as per discussion with Dana
Leavitt), wetland vegetation will be improved via native species plantings, and the wetland function
will be improved.

It is assumed the weather will provide for a day when the vegetation is visible and the soils thawed
enough to dig small soil pits. Wetland delineation can only be preformed when the vegetation is
visible (i.e. not covered by significant amount of snow) and the soils are thawed sufficiently to dig soil
pits.
Additional Services:
Services in addition to AECOMs Scope of Work, when requested, shall be identified as such and
billed at the current Billing Rate Schedule. Additional Services shall include, but are not limited to the
following:
A. Proposal Exclusions that the Owner deems to be AECOMs responsibility in negotiation with
AECOM.
B. GRAPHIC EXHIBITS - graphic exhibits required beyond those indicated in each stage of the
Scope of Work.
C. FEES - Payment for governmental permits, application fees, processing fees, and plan
check fees.
D. ADDITIONAL MEETINGS - meetings in excess of those indicated in each stage of the
Scope of Work.
