QUESTIONS AND ANSWERS: Question: Please describe the City's expectations for "Fast -Track Scheduling". Specifically, will the City employ an independent Construction Manager to oversee Multiple -Prime Contracts with the selected General Contractor(s), and will the City consider the option to pursue limited construction activities concurrent with design activities in later stages of the Phase Two work? Response: The City's Operations Services will directly oversee the design and construction of the South Transit Center and will serve as construction manager. We anticipate that there may be more that one bid package for this project - i.e. separate bid packages for the building and for the site work. However, the City would like to keep their options open at this time. Some of the IT components such as data/telecom, video security, and communications may be contracted directly through City vendors. There will not be opportunities for concurrent design and construction activities. CDOT funding for construction will not be made available until after final design is complete - i.e. we are planning conventional design/bid/build procurement for this project. 2. Question: Please clarify the City's intentions for multiple bid packages. Should the design team expect to create two separate bid packages for construction purposes, and if so, please clarify extent. Response: See above response. This has not yet been determined, but may be required. 3. Question: The sketch site plan provided shows bus circulation exiting the site from the North- West corner of the property, but this does not appear to be a feasible option based on observed site conditions? Can you please describe the proposed connection of the Mason Corridor BRT between the South Transit Center and Harmony Road? Response: I'm not sure I understand this question. The Mason BRT will connect to the NW corner of the site in the approximate location of the existing Mason Trail. The existing Mason Trail will be shifted further to the west adjacent to the BNSF railroad to accommodate the BRT alignment along the west side of the South Transit Center. 4. Question: Will a Traffic Impact Analysis be needed as part of the South Transit project and therefore should a traffic engineer be on our team. Response: No, a traffic impact study is not required. 5. Question: We have an out-of-state architect and a local architect on our team. We are toying with who should be prime on this and are wondering if there is a desire by the City to have the prime be local. Response: Consultant teaming arrangements are strictly up to the Proposer. However, the Proposer should consider that the South Transit Center Project will involve a significant coordination effort with local City staff, the Mason BRT Project and other local entities. How the Proposer plans to address these coordination efforts should be considered in their proposed organization and demonstrated in the Proposal. 6. The following is in response to questions raised at the Pre -Proposal Meeting regarding the total project funding. Total funding for the transit component of the project including the transit center building and all transit related facilities is $5 million — 80 percent from a grant from CDOT SB-1 funding and 20 percent local match in the form of funding dollars and/or land value. The cost of the parking facilities and related site work is not included in the $5 million transit funding. The cost of the parking facilities, estimated at $500,000, will be paid through other funding sources. 7. Correction on Page 4 of the RFP Project Schedule: Bid/Contract Phase should be November through December, 2009. Please contact John D.
