Site Visit and Review of Existing and Historical Floodplain Information A site visit will be conducted to familiarize project staff with changes that have taken place at the Horticulture Center site over the last several years. In addition, hydraulic modeling and floodplain mapping information previously generated for the Horticulture Center site and Spring Creek will be reviewed in order to identify specific factors that dictate the definition of the regulatory floodplain through the project area. Task 2. Coordination with City Staff It is anticipated that significant coordination with City staff will be required in order to promote preparation of a floodplain management plan for the Horticulture Center site that will meet all City floodplain regulations, while also providing clear direction for current and future Horticulture Center staff. This task will include up to three meetings with staff from the Horticulture Center and Park Planning and Development to develop an understanding of staff's current needs and future plans, as well as to present the floodplain management plan to ensure understanding of the conditions and limitations of the plan. In addition, telephone conversations and, if necessary, one meeting will be held with Stormwater Department staff. Coordination with Stormwater staff will be intended to clarify local floodplain regulations being utilized at the Horticulture Center and the regulatory requirements that will need to be met by the floodplain management plan. Task 3. Letter Report, Floodplain Management Plan, and Floodplain Use Permit A brief letter report will be prepared that summarizes the previous floodplain modeling and mapping efforts in the vicinity of the project site, as well as current regulatory conditions associated with the site. The letter report will also document the coordination efforts completed as part of this study. Finally, the report will document the floodplain management plan, identifying areas where no disturbance is allowed, areas in which fill above existing ground elevations is not allowed, and areas where fill may be placed above existing ground elevations provided that compensatory storage is generated. The floodplain management plan will be manifested in a figure showing the Horticulture Center site and allowable activities in the various identified areas. A City of Fort Collins Floodplain Use Permit application will be prepared for the existing pergolas at the Horticulture Center. It is anticipated that the permit will be accompanied by a separate document, to be prepared by City staff, that provides documentation of compensatory storage having been provided for the pergolas. Coordination with Stormwater Department will be provided as necessary.
