A contact entered into with a company on shaky ground is a dangerous prospect, since conducting business with a manufacturer in such condition could open the department to monumental problems. Take, for instance, the growing theme of manufacturers requiring as opposed to offering pre -payment and progressive payment options with a corresponding discount off the price of a vehicle. Such offers are made with an ulterior motive in mind, as it can be generally inferred that manufacturers requiring pre- payments and progressive payments do so because they need your cash today to fund production of other vehicles already in the backlog. Should problems arise, as has been the case in situations too numerous to mention, your department risks losing any down payments already made or even the entire cost of a piece of equipment should certain pre -pay discount situations go awry. While pre -payment discounts may be enticing, it is important to know just how stable the manufacturer seeking your funds is before you make that commitment. If you enter into one of these agreements and the manufacturer hits a rough patch, it is you that will be hurting , because your funds may not be recoverable. However, if you enter into a contract with a financially sound manufacturer, you will reap all of the benefits of a well-built truck at a lower cost. You may equally, by taking advantage of the time -value of money, be able to afford more truck than initially thought, because funds saved by leveraging pre -payment options could allow you get some added features that you might not necessarily have been able to afford. With this in mind, it must be noted that Rosenbauer is a company with rock -solid financial stability. This is a statement not made lightly, as we can prove it to you. The higher the number, the better able a company is to meet its payment obligations with banks and creditors. Rosenbauers number is at 279.6, which is nearly three times the required amount. The lower the debt coverage ratio, the easily and more fluidly a company is positioned to pay its monthly obligations and operating costs. The third criteria require that the equity ratio of the successful bidder must exceed .30 rating. A higher equity ratio indicates that the body builder has increased flexibility to meet its financial obligations which translates into greater financial stability. At times we have found that Fire Departments would prefer to perform warranty services, if they arise themselves. Our Customer Service department will provide complete assistance, replace parts if required, and labor compensation for these services should the City of Fort Collins elect to exercise this option. A copy of this policy is available upon request. Additionally, warranty services are available through our local dealer as well as the following: Super Vac Incorporated Exceptions and Clarifications 1. Wheel base is 188". 2. Goodyear does not provide a tire speed rated for 75 mph in the size of the front tire. The maximum rated speed tire has been proposed at 68 mph. Michelin would allow for 75 mph. 3. NFPA 1901 2009 has greater lateral stability requirements. We have proposed electronic stability control (ESC) in addition to automatic traction control. Roll stability control (RSQ is available at a discount of $765. ATC only is available at a discount of $1969.00. We recommend the ESC. 4. Accuride aluminum wheels have been proposed. Front tire application precluded Alcoa wheels. 5. On Spot tire chains were not in the RFP specifications. They have not been included. 6. In an oversight, we proposed the Detroit Diesel S60E at 455 hp. The requested 445 hp would realize a discount of $1800.00. 8. The corrosion inhibitors are integral with the extended life antifreeze that has been proposed. 9. The requested mirror model number has been superseded. The direct replacement has been proposed. 10. NFPA 1901 16.10.1.4, requires the speedometer to operate with a split shaft PTO configuration. 11. The requested seats and SCBA brackets may be provided. We have proposed Bostrom due to the superior application of the Secure All SCBA bracket. The Zico have been proposed for the pedestal mount SCBAs. 12. The side windows are dark tint. However, this level of tint allows 45% light passage. 13. The FRC model 200 recessed lights are a bad application in the amount of space available. Weldon scene lights to match the cab and body application have been proposed. Other alternatives do exist. 14. An external Akron electric valve for the steamer application does not exist. A behind the panel electric actuated Akron butterfly valve has been proposed. 15. The RFP requires 2.5" valves to be Elkhart electric not Akron. The Elkhart have been proposed. 16. The response sheet conflicts with the RFP for water level gauges. The RFP requirement has been met. 17. The door switches proposed are the standard sealed contact type. The switches have proven much more reliable than most alternatives. If the Authority has a preferred magnetic switch manufacturer and model, this may be provided. 18. Due to the current economic climate, it has been unreliable to estimate travel costs a year in advance of anticipated travel. We included a travel budget. The Authority will be invoiced for any additional expenses above the budgeted amount, directly attributable to their travel.
