Mason St. 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6775 970.221.6707 fcgov.com/Purchasing The City of Fort Collins, on behalf of Poudre Fire Authority (PFA), is soliciting interest for a vendor to enter into an agreement to build up to six fire department pumping engines for delivery in the next five years. This phase constitutes a pre -qualification process for interested and qualified firms who wish to participate in a formal RFP solicitation to be initiated in the fall of 2008. Department Background PFA is a consolidated fire department serving the City of Fort Collins and the Poudre Valley Fire Protection District, approximately 240 square miles. It is located approximately 60 miles north of Denver, Colorado along the eastern foothills of the Rocky Mountains in northern Colorado. PFA provides full fire protection, first response emergency medical, hazardous materials and fire prevention services to approximately 170,000 residents, with an operating budget of approximately 19 million dollars (2007). PFA operates 13 fire stations with 13 first response engine companies and two truck companies. Ten fire stations are full-time career and three are volunteer. PFA employs approximately 175 personnel assigned to three divisions; Operations, Fire Prevention and Administration. While engine companies operate primarily in their assigned or adjacent areas they all respond to urban and rural fires and other emergencies on a combination of paved, unpaved rural and semi -improved public streets and private roads. Pumper, General Specifications and Requirements The new engine's chassis/cab shall have a 10" raised roof with a wheelbase of not more than 190". Engine design shall be for a crew load of a minimum of six (6), with full equipment and water loading. Engine shall meet all current NFPA 1901 standards. In addition to these general specifications, the following list of requirements must be provided by the vendor as part of the engine's specifications: • Sales and Service Center in Front Range Area • Training Offered for Department Mechanic to do Warranty Work • Series 60 Detroit Diesel Engine with Allison Transmission • 1500 GPM Two -Staged Waterous Pump • 650 Gallon Poly Tank • Custom Cab with Adequate Cab Storage • Single -Arm Hydraulic Ladder Racks • Traction Control • Limited Hose Bed Height (maximum 64 inches in height above road surface) 0 Hendrickson Fire -Max Suspension Limited Apparatus Height of 10' Hosebed Compartment that Complies with Department's Standard Engine Design minimums (800' of 5", 800' of 3", 300' of 21/2" and 2- 200' 1 3/a") In addition to these specifications and requirements, firms wishing to be considered during the RFP process, must be able to provide PFA with an opportunity to view and inspect examples of their apparatus that are similar to the pumper described above. This viewing/inspection must take place prior to the release of the solicitation phase of the RFP, Fall of 2008. Vendors must arrange for a similar pumper to be evaluated by PFA personnel. This evaluation may be scheduled during the IAFC Fire -Rescue International Conference in Denver, August 14-16, 2008, or interested firms may arrange to bring a pumper to a PFA facility, in Fort Collins, CO. In either case, a trained and knowledgeable vendor staff member must be on hand to demonstrate the pumper and answer questions. Evaluation Process PFA personnel will judge each interested firm's products as acceptable or unacceptable. Only those companies judged as acceptable will be allowed to propose a pumper under the solicitation phase of the RFP. PFA is the sole judge of a firm's acceptability. PFA personnel will judge apparatus presented by each firm. The list presented below is not intended to be all-inclusive, but only to provide a general guide to vendors. Due to the variations in apparatus likely to be judged, other issues may become important in the evaluation of particular vehicles. Evaluation Criteria Interested firms must demonstrate that they can build a pumper meeting the general specifications listed above and that their products: 1. are well designed and constructed 2. display a high standard of fit and finish 3. are durable, with a projected service life of twenty years or longer 4. are suitable to PFA needs for a pumping engine 5. will be competitively priced Firms, in order to be considered acceptable, must provide adequate assurance that the company is financially healthy and will likely exist well beyond the initial five-year procurement term. Planned Re -order Schedule After the initial purchase of this new engine, PFA plans to buy at least one (1) additional engine per year over the ensuing five (5) years. Firms should address such re -orders, including possible price and equipment changes. This is not a promise to buy additional engines. Such purchases will depend on department need and availability of funding. However, PFA would like to enter into a long-term agreement with the selected vendor for future purchases whereby price increases would be specified by the vendor and intent to purchase pumpers solely from the awarded vendor would be specified by 2 PFA. Interested firms must be willing to enter into this type of an agreement with PFA in order to be considered in the solicitation phase of the RFP. Response Process Firms interested in participating in the RFP process should send a one page letter of interest that includes a brief bio about their company and an attestation of their ability to comply with the listed specifications and requirements outlined in this proposal. Firms should cite Proposal No. P-1138 when responding to this proposal. Please indicate whether your firm will have a suitable pumper at the IAFC Conference or if other arrangements must be made to bring a unit to Fort Collins.
