Subject: Intent to Respond to Request for Proposal No. 7019
Dear Mr. Parton:
In my recent letter, dated February 26, 2009, Brown and Caldwell notified you of our
intentions not to propose on the Request for Proposal No. 7019 for Asset Management
Plan Development & Implementation services. Since that time, we have reconsidered
our position and assembled a team to submit a proposal that addresses the complete
scope of the RFP, and that will set the stage for achieving the City's immediate and
long-term goals.
I would like to formally request that the letter dated February 26, 2009 be retracted and
to notify you that we will be providing a submittal to Request for Proposal No. 7019 by
your scheduled opening date of March 17, 2009. I appreciate your understanding in this
matter as our intent is to provide you with the best, most appropriate resources to serve
the City's interests, and, as such, address the specific needs for this and future phases of
the asset management planning and implementation activities of the Utilities
Department.

We are pleased to have been invited to receive the recent City of Fort Collins RFP for
Asset Management Plan Development and Implementation for the Utilities
Department. The City of Fort Collins is a very important client to Brown and Caldwell,
and we are looking forward to building a strong, value -based relationship that delivers
long-term benefits to you, your Department and the community.
With regard to this RFP, however, we believe that our current knowledge of the project
is less than adequate for presenting an appropriate proposal that would meet the
specific needs, interests and goals of the City. As such, we have decided to forego a
submittal in this instance.
Brown and Caldwell possesses extensive expertise in asset management planning and
implementation, as well as with water, wastewater and stormwater infrastructure and
treatment facilities. We would be delighted to continue to receive invitations to propose
on the City's projects in the future, and look forward to the opportunities to work
together.
