Project Description: To provide engineering services for 2009 DWRF Replacement Projects
consisting of Boiler/Heat Exchanger Replacement, UV conceptual design, and Digester Gas
Conditioning System conceptual design. Additionally, input will be provided on the DW RF 2009
Risk Management Plan Update and an investigation of the implications of CDPHE's Regulation
38 will be included in the 2009 Wastewater Treatment Master Plan Update.

Service Provider agrees to perform the
services identified above and on the
attached forms in accordance with the terms
and conditions contained herein and in the
Services Agreement between the parties. In
the event of a conflict between or ambiguity
in the terms of the Services Agreement and
this work order (including the attached
forms) the Services Agreement shall control.
The attached Exhibit "B" consisting of five
(5) pages, plus figures and tables, is hereby
accepted and incorporated herein by this
reference, and Notice to Proceed is hereby
given.

2009 DWRF REPLACEMENT PROJECTS
SCOPE OF SERVICES
CONTRACT DETAILS
Commencement Date: May 15, 2009
Project Completion Date: December 31, 2009

PURPOSE
The purpose of the 2009 DWRF Replacement Projects is to complete the following work
for Fort Collins Utilities (FCU):
• Task 1 - DWRF Digester Building- Boiler/Heat Exchanger
• Task 2 - DWRF Risk Management Plan — 2009 Update
• Task 3 - DWRF UV — Conceptual Design
• Task 4 - DWRF Digester Gas Conditioning - Basis of Design
• Task 5 - DWRF Regulation 38 — Add chapter in 2009 Master Plan Update
• Task 6 - Project Administration and Meetings
TASK 1 — DWRF DIGESTER BUILDING- BOILER/HEAT EXCHANGER
Objectives
A. The objective of this project is to replace the two existing Smith Boilers in the Drake
Water Reclamation Facility (DWRF) Digester Building with a new Cleaver Brooks
boiler that will be similar to the existing Cleaver Brooks boiler. This project was
started under the existing Polymer Feed/Septage Work Order No. M-WRF-2007-15
with the understanding that a new work order would be used to finish the work, if
needed.
Additional scope was recently added to determine if a new building heat exchanger
should be purchased or if the existing building heat exchanger should be refurbished.
The work associated with this additional scope is listed below.
Activities
A. Complete tasks started under the Polymer/Septage Project contract associated with
the Boiler Replacement Project

C. FCU will maintain sole responsibility for the content of the 2009 RMP and its
implementation.
Deliverables
A. Documentation from the Hazard Review session will be distributed via ProjectWise
in both draft form, for comment, and then in final form with comments incorporated.
TASK 3 — DWRF UV — CONCEPTUAL DESIGN
Objectives
A. Provide conceptual design information that will allow FCU's selected contractor and
cost estimator, Hydro Construction, to produce a construction cost estimate for
replacing the existing chlorine disinfection system with a new Ultraviolet (UV)
disinfection system at DWRF. A design cost estimate will also be provided to allow
FCU to identify all budget requirements for this future project.
Activities
A. Provide a conceptual flow diagram and preliminary hydraulic calculations.
B. Prepare a DRAFT yard piping demolition/modifications drawing showing the
necessary changes needed for the new system.
C. Provide conceptual UV design information for sizing of the UV equipment.
D. Identify potential grant money for new UV system from Homeland Security grant
programs.
Assumptions
A. Hydro Construction to provide the construction cost estimate for the new DWRF UV
system.
B. The information to be supplied under this task should not be considered as
Preliminary Design documentation. MWH to only provide enough information for
Hydro Construction to prepare a cost estimate.
C. WEDECO is the manufacturer of choice for DWRF in order to create the estimate
and match FCU's UV system at the Mulberry Water Reclamation Facility (MWRF).
Deliverables
A. Conceptual DWRF UV system package provided to Hydro Construction for creation
of a construction cost estimate.
TASK 4 — DWRF DIGESTER GAS CONDITIONING - BASIS OF DESIGN
Objectives
A. Produce a digester gas conditioning design package that will allow Hydro
Construction to produce a cost estimate for installing a digester gas conditioning
system at DWRF.
Activities
A. Coordinate with Xcel Energy to determine gas quality and other requirements for
selling conditioned biogas back to Xcel Energy.

TASK 5 - CDPHE REGULATION 38 — ADD DISCUSSION IN 2009 MASTER
PLAN UPDATE
Objectives
A. Determine improvements that may be required at MWRF and DWRF if Regulation
38, currently being considered by the Colorado Department of Public Health and
Environment (CDPHE), is implemented.
Activities
A. Research Regulation 38 and identify improvements that may be required at MWRF
and DWRF if this regulation is implemented.
Assumptions
A. None
Deliverables
A. Add sub -sections under the MWRF and DWRF sections of the 2009 Master Plan
Update discussing improvements that may be required if Regulation 38 is
implemented.
TASK 6 — PROJECT ADMINISTRATION AND MEETINGS
Objectives
A. Daily oversight of progress, budget, schedule, and quality; provide coordination and
communication with project team members - MWH, Carollo, Hydro Construction,
and Fort Collins Utilities.
Activities
A. General Management and Coordination — Manage financials, schedule, design team,
and subconsultants.
B. Develop and maintain the following project control documents and systems:
• Project Financial Status Monitoring
• Invoicing
C. Coordination of internal Quality Control Reviews with MWH technical experts
D. Attend project team meetings, provide meeting agendas, and meeting minutes
Assumptions
A. Meeting time assumed to be four hours of the regularly scheduled WRF Project
Meetings through December, 2009 (two meetings per month for a total of sixteen
meetings).
B. Meeting days will be concurrent with WRF Project Meetings, so travel times will be
split with other Work Orders.
