1 Staffing Plan and Team Organizational Chart:
' What sets us apart from many businesses is that we are committed to, and recognized by
our ability to work as a team. In addition, we pride ourselves on our versatility.
' Project Manager:
The project manager for this project will be Ron Propp. He has over 30 years of
experience in the construction industry, and of those 30 years, 25 have been spent in
supervision and overseeing a variety of projects ranging from a couple thousand dollars
to several million dollars. He is aggressive in attacking the work and quick to respond
when decision -making is needed. Mr. Propp prides himself in not being "surprised" in
any facet of the project. There are very few things that Mr. Propp hasn't encountered or
anticipated in the many projects on which he's worked. He is very intuitive in knowing
' what the finished product will look like and, in turn, can produce efficient and effective
solutions to problems.
Project Superintendents:
Our superintendents for projects are familiar with the many different aspects of the
construction field. They look forward to challenges that keep them sharp and ahead of
the next step/phase of a project. Many of our superintendents are fluent in both English
and Spanish, which is a huge benefit in coordinating work in today's industry. They
make it a priority not only to get the job done on time, but also to make sure it's done
right. They are committed to spending the necessary amount of time required for each
project, paying close attention to detail and the quality of the work.
Office Staff:
Through experience, we have recognized that having an efficient office staff
enables projects go smoother with less confusion. Since the office staff and the workers
' in the field, work together, we can achieve quality results faster. This also allows owners
or subcontractors to get information or input if the project manager or,superintendent is
not available.
' Our Approach:
' Our company has a firm belief that good teamwork and communication is key to having a
successful business and developing good working relationships. We like to maintain
amiable relationships with all of our customers and authorities. We are always looking
after the customer's best interests and doing our best to provide the right services at the
right time. Throughout our 30 years in business, we have done work for the City and
County of Denver, the cities of Aurora, Thornton, Broomfield, Fort Collins, Loveland,
Colorado Springs, Pueblo, as well as many on the Western slope and Eastern plains. We
have also done work in Wyoming and Nebraska. You can rest assured that we will meet
your demands and specifications for any type of work involving construction,
' landscaping or irrigation projects. Our philosophy in the selection of subcontractors
begins first and foremost with a good working relationship. We have known many of our
subcontractors for many years and use only subcontractors who are well respected in
' their fields. We do this because we want our subcontractors to echo what we stand for,
and who we are.
' Quality Control:
During our 32 years in business, we have never had to pay liquidated damages. We take
' pride in this statistic and in always reaching our goals as well as the goals of our
customers. We, as a company, are aggressive in making sure our work gets done in a
timely manner. We establish good working relationships not only with our customers,
' but also with our co-workers, which increases our productivity. We communicate
proactively and effectively with the inspector/city officials before the commencement of
any work so that there are no misunderstandings in connection with the construction
' documents. This eliminates any unnecessary costs or delays in the project and lessens the
likelihood of change orders. We have always been a company interested in saving
money- whether it is ours, or our customer's.
IAs a regular course of business, we ask for quotes from 3-4 different subcontractors
regarding the same task and are always looking for the best possible pricing, taking into
account the quality of their work and their standing in the industry.
We have weekly meetings to discuss the progress of the projects, which tasks are being
worked on and which still need to be done. This allows us to track whether the project is
on time or delayed. This also gives the employees an opportunity to raise questions
and/or make suggestions to advance the project. We don't believe in having only one
person know everything about a project, we like to have multiple people involved. This
accomplishes two things: if the project manager is unavailable, the next person in line
'
will know what is going on and what needs to be done. It also allows people feel
involved in the project and while instilling a sense of pride, makes them want to do a
better job as a result. With regard to unusual situations, we are more than happy to try
'
new things, as it keeps us on our toes and allows us to better ourselves along the way. As
long as it can physically be done, we are definitely interested and eager to work with the
designers or engineers to make it happen.

Preliminary Project Schedule:
' This is where our communication skills come into play and allows us to have
multiple projects going on at the same time. All of our project managers and
superintendents have many years of experience in juggling more than one project at a
time. With proper communication and scheduling, we can have as many as 10 projects
handled by the same project manager at the same time. In this arena, it is all about trust
and confidence in yourself and in your employees, as we have demonstrated in both the
' past and in the present. We also have an abundance of field experience in knowing the
best way in which to go about various tasks and how to get them accomplished.

Lawrence L. Bebo — Founder and Chief Executive Officer
Lawrence Bebo founded the company in the summer of 1975 and has
guided it with honesty and integrity for over 30 years. What started out
with one guy, a pick-up truck and lawn mower, Larry has seen the
company grow over $15 million per year in revenue, employ over 160
people, and expansion into the landscape and civil construction
industry. With his direction, L&M is known as a leader in wetland
mitigation and flood control, having worked in every waterway in
Colorado.
Since its inception, L&M has provided professional services to cities and
municipalities up and down the Front Range, including areas like Vail,
Breckenridge, Durango and the Eastern Plains. Under Larry's leadership,
L&M has been awarded the "Merit Award" by Colorado Chapter of
American Society of Landscape Architecture, "Grand Award" by
Associated Landscape Contractors of Colorado, "Award of Excellence"
for Colorado Stream Improvements, "Grand Award" for Engineering
Excellence and "Contractor of the Year" by the Army Corp. of Engineers.
From the beginning, Larry is a strong believer in diversity, not only in the
skills and the needs of his employees, but also as a businessman.
Throughout his career, he has become a successful developer, created a
real estate company, antique importer, garden center and involved in
local politics where he ran for County Commissioner for Larimer County.
One of Larry's greatest passions in life is no doubt his love for children.
It's because of this love, he and his wife, Jackie, has adopted 28 out of
their 30 of their children. In the process of expanding his family, Larry
noticed a void and a need for a place for alternative ways in having a
family. There are many parents out there who shared his passion for
kids but no way of fulfilling their dreams. In 1994, Larry and Jackie
founded A.A.C. Adoption and Family Network so that other parents may
enjoy one of God's greatest gifts.
Ron Propp — President
Ron Propp is President of L&M Enterprises Inc. Former V.P. of
construction operations, Ron has the diplomacy and intimate
knowledge of running an efficient and effective business. His position is
to oversee all administrative and field operations.
Ron started his career with L&M in 1983 mowing lawns. He has moved
up the ranks with the respect and loyalties of many of his fellow co-
workers with a "teach by doing" attitude.
Out of many responsibilities Ron is entrusted with, one of his top
priorities is customer care. He takes it upon himself to ensure customer
satisfaction is achieved and takes necessary steps to correct any
dissatisfaction.
Ron attended Mesa College where he studied Construction
Management. He has also taken various OSHA trainings where he
became familiar with many health and safety regulations that are
needed today.
Steve Moritz — Vice President
Steve Moritz is Vice President of landscape operations which includes
work for hotels, HOAs, corporate buildings, retail centers, private
residences, hospitals and public parks. His experience goes back over
20 years ago where he started his career mowing lawns.
Steve's main roles among other things are quality control and customer
relations. During his tenure as a V.P., Steve has been vital in
establishing contracts with The Home Depot®, Clwest®, State Farm®,
Celestial Seasonings®, and RTD to name a few.
He is also charged with organizing and managing snow removal
operations. Cumulatively, there are over 100 businesses under contract
and had as many as 400+ shovelers, 64 trucks, and 30 batteries of
equipment out at once.
Steve is a Certified Landscape Technician with the Associated Landscape
Contractors of Colorado, and holds certificates as an arborist, a certified
fertilizer and pesticides applicator for various cities, counties and
municipalities, as well as with the State of Colorado.
Derek Helme — Vice President
Derek Helme is Vice President of L&M Garden Center. An employee for
over 20 years, Derek oversees operations in the garden center, nursery,
and tree farm. He is also responsible for advertising and
merchandising, where he led the way of introducing new and innovative
ways in attracting new and former customers.
Due to the high demands and pre -requisites of managing a retail store,
Derek has taken it upon himself to get educated and attend classes
ranging from pesticide and quality control to customer care and
leadership management. He has been instrumental in establishing an
environment where fellow employees are proud to be a part of and
where clients are confident of L&M's value and service.
Ili Melendez —Vice President
Ili is Vice President of maintenance operations for L&M Enterprises.
After joining the company in 1987, he quickly became laborer to
foreman to supervisor due to his presence of mind and management
qualities. Ili's position is to negotiate contracts and oversee field
production. His ability to push the work is unparallel and has used this
to his advantage to always complete the project on time. He has been
regarded in the company as a real competitor and a genuine leader
among his peers.
Ili also holds certificates as an arborist, and is a certified fertilizer and
pesticides applicator for various cities, counties and municipalities, as
well as with the State of Colorado.
Marissa Bebo — Corporate Secretary/Treasurer
Marissa joined the team as a part time employee over 15 years as an
administrative assistant. Since then, she has been filling a void that has
been much needed in the area of office manager. Marissa has held
almost every position in the office and has the skills and experience to
maintain and provide a high quality of service. Her skills include
contract administration, maintenance and construction administration,
insurance and bonding requirements, accounting, human resources and
executive assistant.
Marissa also holds the title as an Executive Director for the A.A.C.
Adoption where she is an integral part in giving a future to children and
providing miracles to parents throughout the United States.
Marissa has a Bachelor's degree in Social Work from the College of
Applied Human Sciences in Colorado State University.
Jabin Bebo — Estimator/Project Manager
Jabin Bebo started his career as a part-time employee working during
summer vacation and school breaks. Jabin became a full-time employee
in 2005 where he brings youth and new -age fundamentals that are
needed in an industry that is ever -changing and evolving.
Jabin's main responsibilities are estimating and project administration.
He is well versed when it comes to contract documentation and has
been integral in overhauling and modifying procedures in regards to the
bidding process and through project completion. He has also been
fundamental in introducing new technologies which included new
bidding software and scheduling software that enhances L&M's ability
to be more efficient and productive.
Jabin graduated from Colorado State University receiving a Bachelors of
Science Degree in Construction Management. He is a member of the
American Institute of Constructors of Professional Contractors and a
Level 1 Certified Erosion Control Inspector from the State of Colorado.
Justus Bebo — Landscape Architect/Project Manager
Justus began his career at L&M as a laborer working part time after
school and summer breaks. He graduated Colorado State University
with a Bachelors of Agricultural Sciences Degree in Landscape
Architecture. He's also member of American Society of Landscape
Architecture and completed Best Management Practices with Green
Industries of Colorado. While attending Colorado State University,
Justus participated in school activities involving community services,
leadership, management, communication and group building skills. His
involvement developed his ability to excel in meeting objectives through
use of independent action, prioritization, persistence, and leadership
skills.
After graduating, Justus became a full time employee in the Landscape
Design/Build department as a landscape architect, estimator and
project manager. His display of being proactive, self -motivated,
responsible and proven ability to lead successful teams promoted him
to director of operations for the Landscape Design/Build department.
He is committed and poised to elevate and broadening the success of
the department by employing enthusiasm, positive attitude and high
standards to motivate staff to excellence to promote greater customer
services and field operations. Justus' past design works include a
diverse group of clients ranging from high -end residential to municipal
to commercial to H.O.A.
