Question #3 - Whatconditions, needs or requirements do you see at City Park Nine, and
how will you deal with them (i.e., marketing strategy, niche. customers, maintenance staff,
special issues, etc.)?
The marketing strategy at City Park Nine is to promote the park like setting and the proximity to
the Old Town Area and CSU. It's the perfect course for a quick nine and a great course to
introduce new golfers to the game. I've done some investigating at Mountain Vista and Link-N-
Greens, which I think are the competition for CPN, and they.have nowhere near the beautiful
setting and course layout that City Park Nine has to offer. Many beginners shy away from golf .
because the courses are too hard, take too long to play; and are expensive. City. Park Nine offers
a change. from all of that. If selected I will eactively'pursuing small 9 hole outings, and some
18 hole events, with a catered meal from a local establishment. I have been talking with
CB&Potts and other local eateries about being involved. I would like to offer a golf package in
connection with some of the local B&B's so our visitors can experience the fun of City Park
Nine. While Mom and Dad are,playing, the kids can be at the pool. A Family Nine and Dine is a
great way,to fill up a slow afternoon and keep people using the facility. Couples Scrambles in
the evening always do well and people like to end the day with drinks and specialty items. I am
going to try any and all new ideas to fill in the gaps and increase the course's exposure and
rounds of golf.
The niche customers being the men's and ladies associations, seniors, juniors, and CSU students
are very important to the success of City Park Nine. I have or will contact all of them and ask
them what they would like to see from their new professional, and I will do my best to
accommodate them, and then some. We had a very successful clinic program at SouthRidge GC,
especially the junior camps, and I plan to maintain'this tradition if I am at City Park Nine.
I know Jim Higgins and Randy Conard from the years of helping with Fort Collins Fore Kids
during the summer: Jim and I have met for a couple of hours and I asked him the same question
regarding his expectations from the resident professional: It is very important for the
professional and the superintendent to establish a relationship based on respect, trust, good
communication, and with a shared goal of providing the best product possible for our customers.
I am confident that Jim and I would work well together. He has told me what he thinks are the
priority issues at City Park Nine, and I agree with him.
I would consider the Fort Collins. Fore Kids program and the City Championships to be special
issues. These will be important events because they showcase City Park Nine, and the City of
Fort Collins. They will be well organized and run in a very professional manner.

Question #4 - What are your plans and related strengths and weaknesses to operate the
City Park Nine Pro Shop and Driving Range with regards to: A. Merchandise; B. Services
Offered; C. Customer Services; D. Teaching?
My first job will be to improve the practice range as much as possible. CityPark Nine does not
have enough space to provide quality turf for practice. I am going to remove all the old mats and
artificial turf and pour a new concrete pad to match the existing one. Jim Higgins and I spoke
about this and he believes his crew can do the removal part and line up the concrete. Any help
they provide will be greatly appreciated. I have an order on hold for 24 new hitting mats of the
highest quality and will consider adding more if the demand is there and the space is available.
The PGA Learning Center just installed 135, and Valhalla GC, the site of the 2008 Ryder Cup
also purchased these mats: They are endorsed by PGA Tour player Vijay Singh. They look
great, are long wearing, and "give" when you hit down on the shot, thereby preventing injuries. I
am also going to start out with new range balls. Discounted range cards will be available.. I will
also provide club washers for the practice tee. The cost of doing this range project will be
entirely mine, including the new concrete. I expect to spend between $8,000 and $10,000 on the
new mats and the new range balls alone. I have gotten some bids on the concrete and think this
will be around $3,500.00. I would like to make this an in -kind contribution for City Park Nine.
I believe this will riot only enhance the practice range but also result in increased revenue and a
much higher level of customer satisfaction.
My merchandising plan will be to offer a selection of golf and non -golf apparel at very
competitive prices. All. of the top brands of balls and gloves will be available. I would like to
-make City Park Nine the center for junior equipment, less expensive starter sets, partial and full,.
and used sets. Paragon Golf has a great line of clubs in a mid -range price. I would like to carry
more CSU apparel, and other college items as well. I will utilize many close-out programs to
keep prices very competitive.. I will seek out the opinion of the regular golfers, especially the
ladies, regarding the quality, selection, and pricing of the merchandise offered in the past. I will
offer basic club repair and re -gripping on -site with a quick turnaround. New push carts will be -
available.
I feel customer service is one my strengths. When a customer comes to the course for the first
time, or the 100' time, the golf shop and the clubhouse area should always, be clean and
organized, including all rental equipment. This will be the responsibility of my entire staff. The
customer needs to feel welcome, important, heard, and appreciated when they spend their money
for golf, merchandise, lessons, or food. We will make every effort to know our customers and
call them by name, and they will know our names because the entire staff will wear name tags.
My plans for instruction will focus on clinics offered for the men's and ladies associations, .
leagues, the CSU students, and the junior summer camps. Some of these clinics will be in the
evenings for the after -work crowd. As we develop new tournaments we will offer a clinic as
part of the package. I own the latest version of the V-1 teaching system and will have this
available for video lessons.
Question #5 -.How do you plan to finance your operation, both initially, and through the
year 2013?
My financial position is solid and I have very little debt. My assets are liquid and at the
appropriate time I will provide proof of my financial condition. I will not need any financing at
the beginning and I am confident that using sound management practices and intelligent
merchandising will allow me to finance the operation each year without borrowing. The
accounts I will open offer discounts for timely payment, which amounts to substantial savings. I
will take full .advantage of these and any other deals available. Although I will not need it, I have
been offered a line of credit from Bank of Choice.

Question #6 - With regard to course monitoring (rangering/marshaling) and maintaining
an acceptable pace of play, outline specifically what program you will implement? Also,
how much will you (as resident pro) be involved?
City Park Nine is a course that should always play at a very comfortable pace. There are few
hazards and the rough appears to below enough to find errant shots easily. The first thing I will
evaluate is if there is indeed a problem. The Pace of Play Guideline is well written and is a good
part of the program. If I am the pro at City Park Nine it will be my responsibility to train all the
marshals/rangers in the most effective way to help golfers play at the acceptable pace, and enjoy
their round more. They will always be courteous and helpful when they approach our customers.
I will also be responsible for training the beverage cart operators to understand when and where
to approach the golfers. I have had a lot. of success with a flag system for pace of play. _It is
simple and the golfers understand what the flags mean and what they need to do. I will spend
plenty of time on the course making contact with our customers and addressing any issues that
may come up. My presence will be very noticeable.
Question #7 - What is your experience with, and how do you plan to provide concession
services at City Park Nine in the following areas: A. Beer, Wine and Liquor; B. Non-
alcoholic beverages; C. Food services?
Over the years I have had the opportunity to see many different food and beverage operations.
As Director of Golf at Sapphire Lakes CC I also managed the formal dining room and the
grill/snack bar operation for two years. During my eight years at SouthRidge I have observed the
operation run by Rob Dahl and his staff and I feel I have more than, enough background to
provide all the services required at City Park Nine. In the beer, wine and liquor area, I have
already submitted all, the necessary documents to Deputy City Clerk Aimee Jensen, and will be
ready to go as soon as a decision is made. I have made -the contacts with the beer and liquor
vendors and should be able to open with all the necessary inventory. The non-alcoholic
beverages will be purchased at Sam's Club as needed. The food services part of the operation
has many interesting possibilities. At the beginning I will be offering many different snack
items, as well as cold sandwiches, breakfast burritos, hot dogs and other similar items. The use
of customer input will help tremendously in providing what people would like to see at the .
course. I am going to use a number of local restaurants for catering during tournaments and
special functions. I am going to try some Family Night Golf with special food items. I am
planning to change the look of the lounge area and perhaps have one of the beverage cart staff
available for serving drinks and food in the late afternoons; after golf. Dave McCleave has been .
very helpful as I tossed around some of these ideas. Basically, all the items that have been
successful will continue to be available, and I will gradually add new things, evaluate their _
success, and make adjustments along the way.
I too am interested in a plan to have a full -service snack bar operation at City Park Nine. I know
it has been.tried before and failed, so this is an area that needs more time and customer support
before taking that step. I will get a few bids on bringing the kitchen up to code so when the time
comes I will have everything in place.
ANNUAL PAYMENT SCHEDULE
I will pay to the City of Fort Collins or donate as an in -kind contribution the following amounts:
.2009 I will pay $3,500.00 as an in -kind contribution for a new concrete pad for the
practice range..
I will pay to the City 30% of all range revenue over $50,000.00.
I will donate a City Junior Pass valued at $275.00.
I will donate $500.00 towards landscaping/beautification projects at the entrance .
to the golf shop and between the two buildings.
2010-13 I will pay $300.00/month to City for lease of concession space.
I will pay to the City 30% of all range revenue over $50,000.00
I will donate a City Junior Pass valued at $275.00, or current value.
I will. donate $500.00 towards clubhouse landscaping/beautification projects.
I expect. payments/contributions to the City to be a minimum of $5,775.60 each. year based
on projected range revenue of $55,000.00.
At the appropriate time I will discuss with the City sharing in the cost of bringing the
existing kitchen up to code for a full-time snack bar operation.

to improve everything at City Park Nine, the practice range, the merchandising, the food and'
beverage selections, customer service, and also the golf course itself. This will ultimately lead to
increased revenues and a sense of pride for the City of Fort Collins, and everyone involved in the
process. I believe this is a wonderful"opportunity for me, as a PGA professional and I feel I have
the, necessary experience and qualifications to do an outstanding job for City Park Nine and the

old course back to it's glory days when it was one of the finest 9 hole courses. in Northern,

January 2008 - December 2008
HEAD PROFESSIONAL = SouthRidge-GC, Fort Collins, Colorado
I was asked by Head Professional Dale Smigelsky to take on the responsibility of managing the
tournament program, employee schedules, leagues, as well as continuing with the instructional
programs already established. When I accepted, he promoted me to Head Professional and he
re-classified himself as Director of Golf. In my new position I was responsible for all
Tournament Player Program details which included contacting tournament sponsors to work.
out any last minute details. I worked closely with our league representatives to establish proper
tee times and event schedules for the season. I was responsible for setting our bi-weekly staff
schedule. I continued to manage the junior golf camps, adult group lessons, weekly clinics for
the men's and ladies' associations, and individual private lessons. Under my supervision
assistant Eric Wenaas managed the volunteer program and the practice range staff. With Dale's
approval I organized a collection of used golf clubs and golf balls for our military troops in,Iraq
and Afghanistan, using SouthRidge GC as the drop point. In one month we collected about
30, 000 golf balls and S, 000 clubs. The transport planes are set to leave from Warren AFB in
November of 2008.

As Director of Instruction my responsibilities include private lessons, group lessons, and clinics
for golfers of all ages ,and abilities.. I use video analysis and they--1 teaching system as part of
my overall program. I manage a very successful junior program during the summer months,
providing kids with a series of week-long clinics and camps for beginner and intermediate
golfers. From 2004-071 volunteered to 'be the director of the Northern Colorado Junior Tour,
which provides young golfers in the area an opportunity to compete in a summer series of events.
Many of these juniors use this as a springboard to junior high and high school golf.

Sapphire Lakes CC is a private golf club community within a 1, 500 acre development in western
North Carolina. As the clubs first PGA professional I had the opportunity to be involved in
many d fferent phases of the project. My responsibilities included the interviewing and hiring .
process of the golf course superintendent, tennis professional, dining room manager, and many
of the personnel within these areas. I worked directly with the General Manager and the Owner
to establish the constitution and bylaws of the club. During the winters'I made numerous
marketing trips to Florida. I owned and operated the golf shop, club repair. service, and practice
range. Gross sales exceeded $225, 000 in 1999. I provided the membership with a series of
clinics on all aspects of the game as well as individual private instruction. My staff and I
organized a schedule of 125 or more golf events throughout the season. This included inter and
intea-club events. In 1999 I worked together with our superintendent, course architect, and .
contractors to renovate all tees and a number of greens.

Question #1 What are your qualifications and personal unique attributes do you bring to
the City that relate to your performance of our defined services?
I. have been a golf professional for over thirty years and a PGA member since 1979. Over the
years I have had the opportunity to work at many different facilities, including public, private,
and resort. Through those years I have acquired the skills and work ethic necessary to manage ,
City Park Nine very effectively; and to raise the customer service and golfing experience to a -
level that will bring our customers back time after time. City, Park Nine is the perfect course for
introducing new players. They just need someone to point them in the right direction and. they.
will end up loving this game as I do. I have many years of experience as an instructor for all
levels of golfers, with many different lesson programs. After meeting with the CPN association
and league representatives I will offer.clinics on various aspects of the game. My experience in
running countless tournaments over the years, and especially the quality events we had at
SouthRidge the last eight years will give me the ability to actively seek out new events to add to.
the schedule. My food and beverage experience comes from managing a full -service dining
room and grill for a very discriminating membership back in North Carolina. I will always
provide the highest quality product at the most. competitive prices in keeping with the tradition
already established. Dave McCleave and L are good friends and he has been very helpful in
answering my questions and -listening to my ideas about this part of the operation. 'The lasteight
years at SouthRidge GC have helped me to understand how the City of Fort Collins Golf
Division functions, what the customers expect from us, and the realization that we must continue
providing better conditions, better service, better choices, and always remember to cultivate the
next generation of golfers for the City of Fort Collins.
I would like to say personally that I have always, tried to conduct myself in a professional manner
and treat people in a fair and decent way. In today's business environment we see and hear story
after story about people in a position of trust and authority who seem to lack the character and
integrity to do the job entrusted to them. After eight years at SouthRidge GC I believe I am a
proven commodity, and someone who knows the City system. I have always been financially
responsible and accountable for myself and anyone on my staff. I know the successful candidate
will have little time to be up and running at City Park Nine. I have the funds available to handle
all necessary purchases. I. also have the required forms, documents and licenses ready, should. I .
be selected.
Question #2 - What qualifications will you require of your assistant(s), other employees and.
volunteers? Please outline your staffing plans for peak, transitional, and off-season times.
I would like my first assistant to be through level one of the PGM program with a goal of
attaining PGA membership in the near future. Someone with these credentials and drive will
have the experience and work ethic that I want on my staff. This will allow us to host better
tournaments, provide better instruction, and offer a higher level of customer service than before.
The remainder of my staff will consist of some experienced coworkers from my years at
SouthRidge. These hourly positions are very important because they often are the first face a
new customer sees if the professional staff are on the course checking play, or teaching. The
people I have in mind are very personable and -enjoy this type of work. They know the point of
sale system in place which would make for a smoother transition. They are very trustworthy,
have great customer skills, and, you can count on them. I have also talked with a couple of Dave
McCleave's staff from City Park Nine who would like to stay, or..at least help when they are
needed. I recognize that City Park Nine uses the fewest volunteers of the three city courses. I
believe the new volunteer guidelines provide for more effective use and for more accountability
than in the past: The most important things for volunteers is to be courteous and friendly, enjoy
golf, and recognize they are ambassadors for the City. I will also require my volunteer staff to
pay close attention to'the cleanliness of our golf cart fleet, and the immediate area around the
clubhouse. These areas will be properly maintained at City Park Nine.
During the peak season I will be at the course more than anyone. Some days the counter can be
handled with one person and other days may require two or three to do the job. I plan to have
one of the_ professional staff at the course every day. Most of the college kids like to work
afternoons and they will assist me with the leagues. I plan to have a beverage cart on the course
during all the league events, and busy afternoons, and of course on weekends and tournament
days: My goal is to shorten the transition months with more play and some new tournament
ideas but when those times come we will continue with our professional staff and additional staff
on the weekends.. During the off-season I expect we will take care of business with just the
professional staff, and perhaps an occasional part-timer.
