Dear Jim:
We are enclosing our proposed Scope of Work for the Hydraulic Evaluation and Preparation of Materials
supporting Larimer County Flood Review Board approval of the North Shields Picnic Shelter located upstream
of Shields Street in Fort Collins, Colorado. It is our understanding that the proposed picnic shelter will be
placed along the south bank of the North Shields Pond approximately 2000 feet west of Shields Street. At
the location of the proposed picnic shelter, the 100-year flow depths are estimated to be 3.5 feet, and flow
velocities are approximately 1.5 feet persecond. The evaluations conducted will be intended to prove that
the picnic shelter has minimal effects on local hydraulic conditions and show that the shelter is structurally
stable enough to withstand local hydraulic forces. The work conducted for this project will include the
preparation of a letter reportthatwill document the findings of the hydraulic investigation and the structural
analysis, and will be prepared in a format acceptable to the Larimer County Flood Review Board.
It should be noted that this Scope of Work includes attendance at an initial project meeting with Larimer
County staff, submittal ofmaterialsto LarimerCounty staff, attendance atone Flood Review Board meeting,
and addressing one round of potential review comments from the Flood Review Board. Response to
additional review questions, comments, revisions, public hearing presentations (if necessary), and any other
associated tasks will be addressed under a separate scope of work and budget.
As indicated in the attached Scope of Work, we propose to complete this work effort for a time -and -
materials budget not to exceed $8,200. Based on our current workload and schedule, we anticipate that
work could begin on this project the week of February 9th if a notice to proceed has been given by February
6th. We anticipate that it will take approximately one and a half weeks to complete all work and submit a
draft report to the Larimer County Engineering Department. Ed Woodward has assured us that no staff
review will be necessary; therefore, work will be completed and submitted to Larimer County staff by
February26th. It is anticipated that the final report can be submitted to the Flood Review Board in February
for a hearing at the March Flood Review Board meeting.

SCOPE OF WORK
HYDRAULIC ANALYSIS AND PREPARATION OF MATERIALS SUPPORTING LARIMER COUNTY FLOOD
REVIEW BOARD APPROVAL OF THE NORTH SHIELDS POND PICNIC SHELTER, FORT COLLINS, COLORADO
Task 1. Data Collection, Field Reconnaissance, & Initial Meeting With Larimer County
This task will include the compilation, review, and evaluation of available materials associated with
the channel hydraulics, and regulatory floodplain of the Cache La Poudre River near5hield Street
in Fort Collins, Colorado. The study reach for this evaluation will be confined to the area west of
Shields Street in which the picnic shelter will be placed.
Field reconnaissance will also be conducted as part of this task. ACE personnel will make one visit
to the site to ascertain the geomorphic condition of the project reach and to document the
general conditions in the vicinity of the proposed picnic structure. Photographic documentation
and general field observations of the existing conditions of the river's left overbank will be
collected. it is assumed that all required topographic information will be provided byThe'City of
Fort Collins Natural Area Program and that surveying of the project reach by ACE will not be
required.
This task also includes coordination efforts with Larimer County Engineering Staff, and AV]
Engineering. This coordination Is required prior to submitting the project to Larimer County for
Flood Review Board review. It is noted that all work efforts associated with developing the report
and addressing one round of staff review comments has been included in the cost of Task 3.
Additionally, AVI Engineering will be contacted 4o assess the structures' ability to withstand the
100-year flood event.

Task 2. Hydraulic Analysis
The Cache La Poudre River floodplain in the project reach, as identified in the effective Flood
insurance Study (FIS), was delineated using detailed methods. Therefore, an effective hydraulic
model exists. for the Cache La Poudre River through the project reach. ACE will obtain an
electronic copy of this effective model for use this study. The effective HEC-RAS model will then
be utilized to obtain relevant hydraulic parameters for the study area.
Hydraulic analysis will be limited for this project. It is anticipated that due to the scale of the
project, the picnic shelter will be considered fora Floodplain Variance by the Larimer County Flood
Review Board. Justifications to grant a variation will be presented in accordance with Larimer
County Floodplain Regulations.
As part of the hydraulic analysis, ACE will contact AVI Engineers to assess the structures ability to
withstand the 100-year event. AVI will provide documentation certifying that the structure has
been adequately designed.

Task 3. Reporting
A draft letter report will be prepared documenting the evaluations. The draft letter report will
include the methodology, assumptions, and results associated with the study. Documentation of all
hydraulic and structural analyses will be provided as technical attachments. Work maps specifically
showing the location of proposed facilities in relation to the effective floodplain and floodwaywill be
included in the report. It is assumed that City staff will provide the desired locations of the proposed
facilities.
Additional documentation requested by Larimer County, such as the County's No -Rise Certificate,
will be prepared along with the letter report.

Task 4. Meetings and Coordination
Eight copies of the draft letter report will be submitted to the Larimer County Engineering
Department to be distributed to the Flood Review Board and County Commissioners. The $406
application fee required by Larimer County has been included as an ODC for this project. Any
comments or -revisions requested by the Larimer County Flood Review Board will be addressed .
utilizing report appendices or addendums. This task includes addressing one round of review
comments from the Larimer County Flood Review Board. In addition, this task also includes
attendance at one meeting of the Flood Review Board. Any additional meetings or rounds of
comments shall be addressed under a separate scope of work.
